The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Regional Wastewater Reclamation Department (PCRWRD).This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at:

The development plan for this project cannot be approved until a copy of this letter has been received by this office.

Sheet 1: All of the General and Permitting Notes for Wastewater are missing. Refer to Pima County Development Services “Development Plan Review, Checklist Requirements” section J. WASTEWATER, for submittal requirements. The checklist is available at web site noted above.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $50.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

16. D.S. 2-01.3.9.H.5 Provide a parking area access lane (PAAL) dimension from the north corner of the proposed refuse enclosure across the PAAL to the northeast.

17. D.S. 2-01.3.9.H.5.a The vehicle parking space calculation show 28 spaces required and 28 spaces provided but there area only 27 provided on the plan. A Board of Adjustment for Variance is required.

18. D.S. 2-01.3.9.H.5.d The bicycle details shown on sheets 2 & 5 do not match. Zoning recommends that one (1) of the details be removed from the plans.

19. D.S. 2-01.3.9.O Per LUC Section 3.2.6.5.B the required street perimeter yard setback is measured to the back of curb. Provide a street perimeter yard setback dimension from the building to the curb along Speedway Blvd.

20. D.S. 2-01.3.9.O Please clarify where the requirement for the "UTILITY TOWER SETBACKS" comes from.

21. D.S. 2-01.3.9.R Provide a sidewalk width dimension for the sidewalk shown along the western most vehicle parking spaces. If this sidewalk is less the 6'-6" wheel stops are required for the vehicle parking spaces.

22. D.S. 2-01.3.9.R The striped area between the western vehicle parking spaces is required to be a sidewalk, physically separated from the parking spaces.

23. D.S. 2-01.3.9.W If applicable show the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met.

SUMMARY: Engineering Division of Planning Development Services Department has received the proposed development plan package, Hydrologic/Hydraulic Report (Stanley Engineering & Drainage, Inc., 04DEC09) and Stormwater Pollution Prevention Plan (Stanley Engineering & Drainage, Inc., 03DEC09). Engineering Division has reviewed the submitted development plan and Hydrologic/Hydraulic Report and does not recommend approval of the development plan package at this time. This review falls under the policy for Development Plan Core Review, Development Standard 2-01. All comments reflect Development Plan, Grading Plan and SWPPP review. The following items need to be addressed:


HYDROLOGIC/HYDRAULIC REPORT:

1) For future reviews please use the new City of Tucson name of "Planning & Development Services Department" for letters and/or general note references.


DEVELOPMENT PLAN PACKAGE:

2) DS Sec.2-01: Verify that the development plan package follows the outline format and requirements within DS Sec.2-01. All requirements within this section must be applied to the site plan and grading plan sheets (i.e. 3x5 space, notes, title block information, references to development plan number, etc.).

3) DS Sec.2-01.2.5: Revise the development plan documents to include a 3-inch by 5-inch space in the lower right quadrant on all sheets that shall be reserved for the CDRC approval stamp. This includes the civil sheets, Stormwater exhibit and the landscape plans.

4) DS Sec.2-01.3.1: Revise the development plan documents to include the phone number for the primary owner of the site.

5) DS Sec.2-01.3.2: Provide the administrative street address within the title block. Verify that the title block meets the standard template for DS Sec.2-01.3.2 on all sheets.

6) DS Sec.2-01.3.3: The Development Plan number (D09-0039) may be added to the lower right hand corner of the plan on all sheets.

7) DS Sec.2-01.3.7.A.6.b: Provide a General Note on the development plan document for the overlay zone associated with this project. Specifically "LUC Sec.2.8.3, Major Streets and Routes (MS&R) Setback Zone."

8) DS Sec.2-01.3.7.B.2: Remove Drainage Note "C" since floodplain regulations do not apply to this site. A Floodplain Use Permit and elevation certificates are not required for this project.

9) DS Sec.2-01.3.8.B: Verify that all easements are drawn with recordation information; location, width, and purpose of on the development plan documents (specifically keynote #39- sewer easement). A Title Report was not submitted for this project, but is required to verify if additional easements affect this property. Clarify all easements shown as "Private or Public."

10) DS Sec.2-01.3.8.C: Revise the development plan documents (both Sheet SP1 and Sheet 1 of the civil plan) to label and dimension the existing/future right-of-way width, recordation data, label as a MS&R Route and "existing and/or future," also dimension the width of paving, curbs, curb cuts and sidewalks.

11) DS Sec.2-01.3.8.F: Revise the development plan documents to label all existing storm drainage facilities on and adjacent to the site. Provide a label for the existing catch basins and storm drainage improvements within the right-of-way of Speedway Blvd. Provide the Improvement Plan number for all existing drainage improvements.

12) DS Sec.2-01.3.9.H.2: Revise the development plan documents to label the far and near side dimensions for the sight visibility triangles that are drawn.

13) DS Sec.2-01.3.9.Q: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that are associated with this project, if applicable.

14) Approval from TDOT Permits and Codes will be required for all improvements within the public right-of-way and for the connection of the private storm drains into the public infrastructure. A right-of-way use permit application will be required prior to construction. STORMWATER POLLUTION PREVENTION PLAN: The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP according to these comments:

15) Part III.A.3 and VIII.J.2: Ensure the SWPPP is signed by a person meeting the certification requirements of CGP Part VIII.J. The engineer of record and the owner of the property, since known, are required to sign the certification sections prior to SWPPP approval.

16) Part III.D.3: Include a copy of the completed NOI form that will be submitted to ADEQ. The NOI must be signed by the owner prior to SWPPP approval.


GENERAL COMMENTS:

Please provide a revised development plan package, Hydrologic/Hydraulic Report and SWPPP that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.
