Staff offers the following comments:

1. Please revise development plan, landscape plan to comply with rezoning condition 6 of rezoning case C9-03-05, amended September 20, 2008. Rezoning condition number 6 requires canopy trees located within the rezoning boundary to be planted every 20 to 30 feet and averaging not less than every 25 feet. Trees in this border shall be of the species that will grow to a height of 30 feet in five years.

2. Please revise development plan to comply with rezoning condition 8 of rezoning case C9-03-05, amended September 20, 2008. Rezoning condition number 8 requires all outdoor lighting, pole or wall mounted to be directed down and away from residential parcels and be as low in elevation as possible. All outdoor lighting, pole or wall mounted; within two hundred (200) feet of the west property line shall be no higher than 17 feet, measured to the light source. The proposed development plan does not identify location or identify height of existing and of proposed outdoor lighting along the full western edge of the site, at a depth of 200 feet.

3. Please revise development plan, landscape plan to comply with rezoning condition 9 of rezoning case C9-03-05, amended September 20, 2008. Rezoning condition number 9 requires the four existing native mesquite trees, as identified on exhibit-2 of the Environmental Resource Report to be salvaged and transplanted on-site with a drip irrigation system. The landscape plan shall identify the four (4) native mesquites in the landscape matrix and on site location landscape map.

The submitted/proposed landscape plan does not address the specific native mesquite trees identified on the ERR, Exhibit-2, by Novak Environmental, Inc. The trees are the four most easterly trees located within the xeroriparian mix area being graded for the expanded parking lot. Please identify these four trees in an aerial Native Plant Preservation, PPO plan and its associated matrix. Also identify the location of each of these four trees in the proposed landscape plan and identify as transplanted native mesquite trees.

The April 29, 2003 aerial provided by Novak Environmental Inc, differs from the August 13, 2009 aerial provide by Cardno WRG, as it relates to grubbed/graded areas. If additional grading/grubbing has occurred within the rezoning boundary without approval, and subsequent trees called out by rezoning condition number 9 for transplanting on-site have be damaged or destroyed, then the Native Plant Preservation Plan shall also include mitigation measures to address this issue.

4. As per rezoning condition number 10, please include in the development plan submittal the required agreement between the applicant and the City to convey land either to the City or County to accommodate the Pantano Wash Trail Corridor.

DEVELOPMENT PLAN COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is August 16, 2010.

2. D.S. 2-05.2.1.K Provide the annexation case number C15-09-01 in the lower right corner next to the title block.

3. D.S. 2-05.2.2.B.2 Place the D09-0031 development plan number in the lower right corner next to the title block.

4. D.S. 2-05.2.4.P Provide a dimension form the vehicle parking spaces shown along the northwest side of the expansion to the proposed wall.

5. D.S. 2-05.2.4.P Please clarify the vehicle parking calculation. Based on my count of the additional parking spaces there area 126 spaces being added to the plan. The last approved development plan shows 808 provided, this development plan shows 843 for a difference of 35 spaces.

6. D.S. 2-05.2.4.Q Once comment 6 has been addressed Zoning will verify the bicycle parking requirements. Per LUC Section 3.3.3.5 Bicycle Parking Requirements. The number of required bicycle parking spaces is calculated as a percentage of the total number of motor vehicle parking spaces provided.

7. D.S. 2-05.2.4.U Per rezoning condition 10 show the required conveyance of land for the trail corridor on the development plan.

8. If applicable ensure all changes are made to the grading and landscape plans.

The subject project has been reviewed. The project can not be approved at this time. Address the following comments before review can continue. Prepare a detailed response that explains the revisions that where made and references the exact location in the drainage report and the development plan where the revisions were made:

Drainage Report:

1. It appears that the ponding depth at SDMH-2 will be more than 0.5'. Determine the depth and show the 100- year ponding limits, water surface elevation and depth on the drainage exhibits.
2. Propose an erosion control structure downstream of the check dam. Provide the design calculations and show the structure, its material, elevations and dimensions on the drainage exhibit..
3. Show and call out the proposed drainage structures on the drainage exhibits (i.e. the channel between the concrete outfall and the drop structure, swales 30 and 40).
4. Clarify what the check dam outfall worksheet is calculating. Provide a detail if necessary.
5. Provide sizing calculations for the proposed curb openings.
6. Water harvesting techniques shall be incorporated into the development by conveying surface flow and rooftop drainage to designated water harvesting areas. Please address, in details, how water-harvesting techniques will be incorporated into the development. Refer to the newly adopted City of Tucson Water Harvesting Guidance Manual for design considerations. Copies of the above-referenced manual can be obtained from the Engineering Counter. Please be advised that for water harvesting purposes, the landscaped areas shall be depressed a maximum of 6".
7. Additional drainage related information might be required with the Grading Plan

Development Plan:

1. List the applicable rezoning case number, in the lower right corner, next to the title block (D.S. 2-05.2.1.K.).
2. Complete the D (yr)-______ subdivision case number as required by D.S. 2-05.2.2.B.2.
3. It appears that Grant Road right of way is shown incorrectly on Sheet 2 of 6. The full right of way width appears to be shown the half right of way. Revise as necessary (D.S. 2-05.2.3.C.).
4. Show the location of the basis of elevation on the plan.
5. Does the information shown on Sheet 2 of 6 reflect the recent site modifications and additions?
6. Provide all required dimensions on Sections A-A and B-B on Sheet 4 of 6.
7. Show 100-year ponding limits, water surface elevation and depth for SDMH-2 (D.S. 2-05.2.4.H.6).
8. Revise the Development Plan according to the Drainage Report revisions.
