Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is July 15, 2010. 2. D.S. 2-05.2.2.B.2 List the D09-0028 development plan number in the lower right corner of the plan. 3. D.S. 2-05.2.2.B.3 Revise General Note 3 to include the LUC Subject to Section 3.5.7.1.F. 4. D.S. 2-05.2.2.B.10 Add a General Note stating that this project is designed to meet the overlay zone criteria Section 2.8.3 for the Major Streets and Routes (MS&R) Setback Zone. 5. D.S. 2-05.2.2.B.10 It appears that an Environmental Resource Overlay Zone review may be required. See landscape and engineering comments. 6. D.S. 2-05.2.3.C Provide a dimension for the future curb along Speedway Blvd. 7. The distance is measured to the closest part of the structure, i.e., a roof overhang. This said the proposed covered parking does not meet this setback requirement. 8. S07-082 RECEIVED: Development Plan, Landscape Plan and Drainage Report on July 16, 2009 The subject submittal has been reviewed and it can not be approved at this time. Address the following comments before review can continue. Prepare a detailed response that explains the revisions that were made and references the exact location in the drainage report and on the Development Plan where the revisions were made: Drainage Report: 1. It is not clear if the subject property is in compliance with 404 Permit. Clarify and revise the report and the 404 Compliance Statement accordingly. Additionally clarify if the proposed 12'X4' culvert is encroaching on the 404 Jurisdictional area. 2. Provide, on the drainage exhibit, the width of all P.A.A.L's. 3. Provide hydraulic rating for the proposed P.A.A.L's. The driveway and P.A.A.L. hydraulic capacity calculations should be included. Show on the drainage exhibits the locations of the cross sections, where the P.A.A.L's are being analyzed. 4. Provide the design calculations for all proposed scuppers. 5. Show roof drainage arrows on drainage exhibit. 6. Water harvesting techniques shall be incorporated into the development by conveying surface flow and rooftop drainage to designated water harvesting areas. Please address, in details, how water-harvesting techniques will be incorporated into the development. Refer to the newly adopted City of Tucson Water Harvesting Guidance Manual for design considerations. Copies of the above-referenced manual can be obtained from the Engineering Counter. Please be advised that for water harvesting purposes, the landscaped areas shall be depressed a maximum of 6". 7. The drainage report does not address roof drainage and sidewalk scuppers. According to D.S. 2-05.2.4.H.3. and D.S. 3-01.4.4.F. 10-year flow has to be completely conveyed under sidewalks when concentrated runoff crosses any sidewalk/walkway. Additionally, show the roof drainage direction on the drainage exhibit and provide sidewalk scuppers for the roof drains. Please be advised that the 10-year flow requirement does not apply to roof drainage. Roof drainage has to be discharged in its entirety to avoid prolonged ponding on the roof that might cause the roof to collapse. Demonstrate compliance with the sidewalk scupper requirement including design calculations. 8. Provide the design calculations for all required splash pads/erosion control structures. 9. Show on the Drainage Exhibit all drainage structure dimensions (i.e. the erosion control pads, number and size of all scuppers, etc.), drainage structure elevations (i.e. flow line and pipe invert elevations, etc.). The drainage information shown on the Development Plan shall match the information shown on the drainage exhibits. 10. The drainage report did not include the analysis that determined the calculated 100-year floodplain and water surface elevations. Provide the analysis for review. 11. Show on Drainage Exhibit all proposed drainage solutions/structures with all required details (i.e. type, materials, location, size and dimensions, slopes, grades, high and low points, water ponding and slope setback lines, , waterharvesting basins, , cross section locations and details, etc.) that would clarify how the proposed drainage scheme will work. The drainage information shown on the development plan and grading plan will be based on the information provided in the drainage report text and drainage exhibits. 12. Add the culvert structure to the maintenance checklist. 13. Will the circles within the roundabouts be used for waterharvesting? Clarify that water will not be ponding within the circles for a long time. Development Plan: 1. Complete the D (yr)-______ subdivision case number as required by D.S. 2-05.2.2.B.2. 2. Verify that there are no existing onsite easements that might conflict with the proposed development (D.S. 2-05.2.3.B). 3. Verify that new easements are not required for utilities, etc. (D.S. 2-05.2.4.G). 4. Provide monuments on parcel line corners wherever are needed (D.S. 2-03.2.3.A). 5. It appears that the parts of the proposed paved areas will be raised several feet above existing grades. Additionally, some of the proposed buildings will span over several existing contour lines which will create a situation where the buildings will higher on one side than the other. Address this issue and show, on the Development Plan, the required slopes. Address how the slopes will be protected and stabilized based on the geotechnical report recommendation. Provide a copy of the geotechnical report. 6. It is not clear how the buildings that are proposed to be installed on a fill will be protected from erosion. Are retaining walls or other erosion control methods proposed? Provide this information on the Development Plan. 7. Cross section 1 appears to be for the entire P.A.A.L., but it does not match the detail on Sheet 5. Revise as necessary. 8. Demonstrate how the proposed plunge basins will drain out completely. Revise Cross Section Detail 12/6 accordingly. 9. Show roof drainage direction (D.S. 2-05.2.4.H.2). 10. Provide locations and sizes of all sidewalk scuppers including the ones associated with roof drainage (D.S. 2-05.2.4.H.3). 11. Provide the proposed culvert invert elevations (D.S. 2-05.2.4.H.4). 12. Provide water surface elevations for flows of 100 cfs or more (D.S. 2-05.2.4.H.6). 13. Provide the dimensions of the sight visibility triangles (D.S. 2-05.2.4.I) and (D.S. 2-05.2.4.R). 14. Clarify the minimum distance between the sidewalk and the slopes in Detail 10/6 15. The locations of Cross Section 10, near Buildings #1 and #2, appear to be incorrect. Revise. 16. Show all waterharvesting areas. 17. Check the dimensions shown on Cross Sections 8/6 and 9/6. The numbers do not appear to add up. 18. Cross sections 8/6 and 9/6 do not appear to match the standard MS & R cross section for 120' right of way. Address this issue and revise as necessary. 19. Are Speedway Boulevard improvements, shown in Details 8/6 and 9/6, part of this project or will they be installed by the City? (i.e. Clarify the words "by others"). Speedway improvements may need to be coordinated with City Transportation Department, Engineering Section. New curb and sidewalk are required for this project. Revise the plan as needed. 20. The right of way dimensions shown on Details 8/6 and 9/6 do not match the dimensions shown on Sheet 3 of 6. Revise as necessary. 21. Provide the curb return radii for the development entrance. 22. Ortiz PE, Traffic Engineer Resubmittal Required: Traffic Engineering does not recommend approval of the Development Plan; therefore a revised Development Plan is required for re-submittal. 1. Include a response letter with the next submittal that states how all comments have been addressed. 2. The Development Services Department (DSD) is requiring the developer to provide curb and sidewalks. TDOT-Traffic is requiring a right turn decel lane per the submitted traffic impact analysis. Rather then have the developer install the right turn lane, curb, and sidewalk in a manner that could be in conflict with the designs for the Speedway improvements TDOT-staff will work with DSD to waive the curb and sidewalk and to have these improvements installed with the Speedway improvement plans. The developer is still responsible for the funding of the curb and sidewalks along with the ramps, driveway, and the right turn lane so in-lieu fees will need to be determined for the required off-site improvements. A note will be required on the development plan stating that the developer will provide compensation for the required off-site improvements prior to the release of the first certificate of occupancy.
