Plan –2nd Submittal D09-027 The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Regional Wastewater Reclamation Department (PCRWRD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. Sheet 2: Show the existing BCS(w/pipe size) on plan serving the proposed building. This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet. The next submittal of this project will be the third(3rd) submittal. A check for the review fee of this submittal in the amount of $39.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter. ADOT does not approve the new curb returns at the existing two driveways as shown on the plans. In order to provide curb returns at this location, one driveway shall be closed. Therefore, ADOT will accept curb returns at the north driveway if the south driveway is removed. The developer may relocate the north driveway to a new location. 2. Do the proposed geometric changes in ADOT right-of-way alter the existing drainage? If they do not, please state so. Also, the site shall not be graded to drain into ADOT right-of-way. 3. All work in ADOT right-of-way shall be to ADOT standards and specifications. Please, revise the KEYNOTES on Sheet 2 of 4 accordingly. 4. The proposed 6 ft. wide concrete sidewalk in ADOT right-of-way shall be constructed in conformance with ADOT Standard Drawing C-05.20. 5. Within ADOT right-of-way, we require 7" vertical curb and gutter, Type D, per ADOT Standard Drawing C-05.10. 6. Provide a Detail showing the ADA compliant sidewalk ramps at the proposed curb returns (north driveway). Provide modified sidewalk ramps per ADOT Standard Drawing C-05.30, Type B. 7. Oracle Rd. Development Plan TRANSMITTAL: 12/16/2009 DUE DATE: 12/17/09 COMMENTS: 1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is 07/13/10. 2. This comment has not been addressed completely. DS 2-05.2.4.D.3 The PAAL and landscape border along the east side of the property is partially located within the future right of way. A future development plan will be required to be provided showing how the site will still meet the code requirements once the widening occurs. See LUC Sec. 2.8.3.5.F. A copy of the required MS&R covenant can be obtained here at DSD. Recording docket and information for the covenant is required to be placed on the future site plan. 3. DS 2-05.2.4.K Per DS 2-08.3.1 A pedestrian circulation path is required to connect to the trash enclosure. FYI: The pedestrian circulation path to the trash enclosure cannot cross through the stacking spaces for the drive through per DS 3-05.2.1.C.2.a. 4. DS 2-05.2.4.W The indicated existing pole sign is overhanging the PAAL. Clearly indicate the required 15' clearance from the lowest portion of the sign to the asphalt. Provide a dimensioned detail of the existing sign clearly indicating clearance. It appears that the pole sign will be require to be relocated on the future site plan. As indicated on the plan it is overhanging into the future right of way. Planning & Development Services Department Engineering Division does not recommend approval of the Development Plan at this time. DEVELOPMENT PLAN COMMENTS: 1) DS Sec.2-05.2.3.B, 2-05.2.4.G: Provide authorization for south offsite improvements. Show where within easement documentation that the easement provides for construction / improvements. This comment must be addressed prior to Engineering Development Plan approval or conditional approval. 2) For the proposed restaurant parking area, assure that scuppers are labeled for the locations where the roof drainage exits onto the adjacent sidewalk. 3) DS Sec.3-01.5.3: Assure that the dimensions for both existing and proposed SVT's are correctly labeled. Revise sight visibility triangle locations on Development Plan sheet 2 using the SVT table per this section, using 12-ft setback for sidewalk area. Resubmittal is required. Submit response letter, copies of the cross access easement documentation, authorization to do offsite improvements, revised landscape sheet / revised Development Plan and response letter.
