Staff offers the following revised comments:

1. Staff's original comment #4 - Pedestrian circulation is encouraged through out the TCC PAD, including the Cushing Street edge where the landscape theme is to include promenades and landscape plazas at critical areas to create mini oasis from the heat island effect. Staff encourages this landscape theme be carried onto the new sidewalk from Cushing Street to the new east entrance. Staff recommends some additional canopy trees, shrubs, and ground cover planting along the new sidewalk area. Pedestrian benches should be considered within the mini- oasis areas of the new sidewalk.

Staff's follow-up comment related to staff's original comment #4 listed above -
In response to staff's original comment #4 as noted above, the applicant's 2nd submittal provides additional trees along the new pedestrian/sidewalk link from Cushing Street to the new east entrance. However, the resubmittal does not address all of staff's original comment #4. Staff references to landscape promenades, landscape plaza, and benches to create a mini oasis area for pedestrians where not addressed...

Per the PAD, a landscape promenade and landscape plaza/entry is required within this area of the PAD (see Exhibit E, page XII-II, and Design Guidelines A.3.c. page XII-22). As discuss at the August 5, 2009 meeting, applicant agreed to provide a landscape plaza/entry at the new pedestrian link point on Cushing Street which leads to the new east entrance. It was agreed this was a more suitable location than the southeast corner of the PAD, as indicated on Exhibit E. In addition to the landscape Plaza/entry, the PAD requires a landscape promenade along the Cushing Street edge. Please provide details in the landscape plan that identifies the Cushing Street edge as a promenade area that will offer the opportunity for neighborhood activities such as craft fairs can occur.

Coordination between the east entrance project (D09-0025) and the hotel project (D09-0029) is needed along Cushing Street edge to provide a seamless pedestrian landscaped promenade with landscape plazas, to encourage neighborhood activities. Both plans are required to address and provide details of these requirements along Cushing Street.

2. Staff's original comment #5 - New parking spaces are proposed along a portion of the southern perimeter along Cushing Street. These spaces are facing south and may create unwanted headlight glare onto Barrio Viejo a historical neighborhood. Staff recommends the proposed landscape buffer along Cushing Street be embellished with canopy trees approximately twenty-five feet on center and to include low shrubbery to help screen parking lot area from the historical barrio.

Staff's follow-up comment related to staff's original comment #5 listed above - In response to staff's original comment #5, the revised development plan shows trees added along the Cushing Street frontage. However, staff disagrees that existing shrubbery is sufficient to screen unwanted vehicular head-light glare directed at Barrio Historico, which is located across Cushing Street to the south. Please revise landscape plan to include in addition to trees, a continuous landscape screen that provides ground cover plants and shrubs that will grow at maturity at height necessary to screen head-light glare. Provide an elevation of the required landscape buffer along the Cushing Street frontage.

The above referenced development plan has been CONDITIONALLY APPROVED by the Community Design Review Committee. Once the necessary corrections are made please submit the following documents for sign-off.

1 Rolled blueline COMPLETE SET of the Development Plan, Landscape Plan, and the Native Plant Preservation Plan (if part of the original submittal). Please include applicable sheets from any other concurrent reviews.
AND
1 Rolled blueline set of the Development Plan.
AND
1 CD that contains all of the drainage/hydrology and other reports submitted for the review and approval of this plan.

The extra rolled blueline set that you submit will be delivered to Pima County for permanent recording. Additional blackline copies will be made from the complete set and distributed to various review agencies for their files. These copies will be ordered from the City's contracted print company and billed to you unless you already have an account at another printing company. Please let us know which printing company you would prefer to use and list them on your attached transmittal form when submitting your mylars to the CDRC office for sign-off approval. Your printing company will deliver the rolled blueline and two (2) blackline copies to your office. If you are out of town you will need to contact the printing company for pick up or mailing arrangement options.

PLEASE HAVE THE CITY OF TUCSON APPROVAL STAMP PLACED ON EACH SHEET OF THE SUBMITTAL SET, PREFERABLY IN THE LOWER RIGHT HAND CORNER NEAR THE TITLE BLOCK. THE STAMP IS LOCATED AT http://www.tucsonaz.gov/dsd/CDRC___Rezoning/CDRC/CDRC_Stamp/cdrc_stamp.html. BLUELINE SETS THAT DO NOT HAVE THE STAMP WILL BE RETURNED FOR CORRECTION.
