The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Regional Wastewater Reclamation Department (PCRWRD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

Obtain a letter from the PCRWRD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at:

The development plan for this project cannot be approved until a copy of this letter has been received by this office.

THE LOCATION AND METHOD OF CONNECTION TO AN EXISTING PUBLIC SANITARY SEWER IS SUBJECT TO REVIEW AND APPROVAL BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT.

Sheet 2: The 4” BCS line should be shown as directly connected to the 8” public sewer line with a minimum of 5’ space between the two connection points. The connection should be per PCRWD Engineering Directive 2005-01. This will eliminate the proposed manhole shown on plan.

Sheet 2: Mark the existing public sewer lines shown on plan with the correct construction plan # and pipe size. Also the IMS #’s for the existing public manholes have not been shown correctly on plan.

Sheet 2: The concrete curb shown across the proposed public sewer easement will need to be recessed and the concrete sidewalks will need to be H-20 loaded so that the maintenance trucks can have access thru the easement.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second(2nd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

1) Per special exception conditions # 10 and #14, please provide a 6-foot high wall along the northern site boundary, east of the paved turn-around along Alder Ave. and connecting to the wall that's shown. The purpose of the wall is to prohibit access between the site and the neighborhood to the north.

2) Per special exception condition # 12, please provide fully dimensioned elevation drawings for all four sides of the site.

3) Per special exception condition #15, sidewalks along Main are to be at least 6 feet wide. Please revise sheet dp1.1 to show a 6-foot wide sidewalk (per the scale it's only 5 feet wide).

2. Special Exception condition #14 states that a minimum 6-foot high screen wall shall be constructed along the north east and south property boundaries. Demonstrate compliance with this condition along the north property line (the note on the landscape plan states "5-foot screen wall). Revise as necessary.

3. It is not clear what material is to be used in the jogged spaces between the screen wall along the south property line. The symbol shown (a line with an "x" placed in the middle is not given in the legend. Clarify what type of screening is being used in these areas.

4. Landscaping proposed in right-of-way or MS&R areas must be approved by the City Engineer or designee and comply with the City Engineer's requirements on construction, irrigation, location, and plant type. Provide verification, in writing, of any approvals obtained. Contact Gary Wittwer, DOT Landscape Architect for specific requirements.

5. Some of the plants proposed--chitalpa tree (Chitalpa tashkentensis) and Fantex Ash (Fraxinus velutina) are not on the ADWR low water use plant list. Revise proposed trees or provide an oasis calculation for these areas.

6. Any changes made to the development plan based on comments from other reviewers must also be reflected on the landscape plan as necessary.

17. D.S. 2-05.2.4.E - N portions of Alder Ave. are to be abandoned. Provide a copy of the documents for the abandonment and show the recordation information on the plan.

18. D.S. 2-05.2.4.E - It appears that portions of the alley are to be abandoned along the northeast corner of this project. Provide a copy of the documents for the abandonment and show the recordation information on the plan.

19. D.S. 2-05.2.4.O - Demonstrate on the plan how access to the northern most loading spaces is provided and that it meets LUC Section 3.3.7.3.

20. D.S. 2-05.2.4.P There appears to be a fence located along the east end of the southern most loading space that runs south. This fence is adjacent to a vehicle parking space to the east. Per D.S. 3-05.2.1.3 When the side(s) of a parking space abuts any vertical barrier over six (6) inches in height, other than a vertical support for a carport, the required width for the space is ten (10) feet. Provide a width dimension for this vehicle parking space.

21. D.S. 2-05.2.4.Q Per D.S. 2-09.5.2 show the required five (5) foot wide access aisle on the plan or detail.

22. D.S. 2-05.2.4.U - Provide all rezoning conditions and copies to engineering. Assure that all conditions have been met prior to next submittal.

23. Label Main Street as an MS&R, Arterial Road and provide recordation information. Indicate that road is a public road. Identify 1st Street as a Local Street and provide recordation information.

24. Dimension the width of ingress/egress and call our radii of entrance.

25 D.S. 2-05.3.1.E - Submit two copies of a drainage report prepared and stamped by an engineer registered in the State of Arizona as required by Floodplain Regulations.

26. D.S. 2-05.3.2.A - A report which includes the proposed solution for any land with unusual topography, soils, or other geographical hazard to life, health, or property shall be prepared to the City Engineer's specifications ad will be submitted to the City's Engineer's Office.

27. Note that a grading plan and a floodplain use permit will be required for further development of the property.

28. Indicate the location and type of postal service to assure that there is no conflicts with other requirements, such as pedestrian accessability, utilites and landscaping.
