SUMMARY: A revised development package was submitted to mitigate impacts from the existing commercial development and assure Wash Depot and Joel's Pottery Barn are in compliance with applicable City of Tucson requirements. Meetings were held to discuss proposed development situation. The revised Development Package including development plan, grading plan, and landscape sheets were submitted with a Drainage Report and copy of zoning conditions. Engineering recommends conditional approval of the Development Package. This can be addressed by correcting the tree locations on Landscape plan sheets L-1 and L-2 or by adding a note to the revised final set of approved Development Package sheets.

BASE LAYER SHEET CONDITION OF APPROVAL:
1) DS Sec.2-05.2.4.R, DS Sec.3-01.5.1.A.1: Other than trees as noted below, plant materials located within existing and future sight visibility triangles shall be limited to ground cover or low-growing vegetation of a species that will not grow higher than thirty inches. Trees may be located within existing and future sight visibility triangles only if clear of leaves and branches to a height of at least six feet above grade upon installation, and at all times thereafter. The trunk caliper of any species selected may not exceed twelve inches in diameter at maturity. Trees with multiple trunks are not allowed. Trees may not be planted in a line that could result in a solid wall effect as viewed from the motorist's perspective.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is 12/06/10.

2. DS 2-05.2.1.C Please darken all lettering on the development plan for clarity in reproduction and scanning by DSD.

3. DS 2-05.2.1.H The scale bar next to the north arrow is at a 1 to 20 scale but the plan scale is shown and drawn at 1 to 30 scale. Revise.

4. DS 2-05.2.1.K Prior to approval of the development plan a lot split application must be processed and approved. A separate application, fees, review, and approval by DSD is required for the lot split. If the lot split has been processed and approved by DSD, submit copies of the approved survey drawing along with the recorded legal descriptions (with docket and page stamped) with the next submittal. Provide the lot split case number (S10-___) near the lower right corner of all sheets.
5. DS 2-05.2.2.A.1 List the name, telephone number, and address of the developer of the project.

6. DS 2-05.2.2.3 List the proposed use as follows: Automotive - Service and Repair "33"

7. DS 2-05.2.2.7 The note in the lower right corner "Rezoning: Ordinance 5651" is not correct. The correct note would be "Annexation case number: Ordinance #5646". Revise.

8. DS 2-05.2.2.10 Revise general note number 6 to read as follows: This project is designed to meet the overlay zone criteria: Sec. 2.8.3 Major Streets and Routes (MS&R).

9. DS 2-05.2.4.D.3 Provide a dimension of the PAAL along the north side of the vacuum bay canopy.

10. DS 2-05.2.4.K Provide a dimension for the required 5' pedestrian refuge area along the north side of the existing canopies.

The pedestrian circulation path cannot cross through the stacking spaces for the vacuum bays. Relocate. A possible solution is to extend the proposed sidewalk to the west and provide a cross walk in front of the vacuum bay (at the west end of the canopy).

The pedestrian circulation path from the handicap access aisle, where it crosses vehicular use areas, is required to be a striped cross walk with a minimum width of 4' (all cross walks are to be minimum 4' and striped). In all other locations the pedestrian circulation path is required to be physically separated from the vehicular use area and to be constructed of concrete (at the west end and north side of the landscape island).

FYI: The proposed sidewalk along the landscape border east of the proposed canopy is not a required pedestrian circulation path. This can be removed if you choose.

11. DS 2-05.2.4.N For clarity purposes please darken the footprint lines for the existing and proposed structures.

12. DS 2-05.2.4.P Provide on the plan the number of required and provided parking spaces.

The parking spaces located at the southwest corner of the property are being restriped and must meet current code. Provide a dimensioned detail of the standard and handicap parking spaces. Indicate the required 2'-6" distance from the front of the parking space to the front of the wheel stop.

The furthest west parking space will be required to be a minimum of 10' in width due to the location of the adjacent wall. This parking space is also required to have 24' clear area behind the parking space. The location of the fence/gate appears to block this clearance.

The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

This project will be tributary to the Ina Road Wastewater Treatment Facility via the North Rillito Interceptor. Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at:

The development plan for this project cannot be approved until a copy of this letter has been received by this office. 2nd Request.

The development plan submitted is significantly deficient. Refer to Pima County Development Services “Development Plan Review, Checklist Requirements” section J. WASTEWATER, for submittal requirements. The checklist is available at;

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the third(3rd) submittal. A check for the review fee of this submittal in the amount of $78.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

1. ADOT requires a Pipe Corrugated End Section per ADOT Standard Drawing C-13.25 at the end of the 24" CMP. Provide a Detail on the plans.

2. Provide a Detail of the 18" Diamond Plate Sidewalk Scupper (Key Note 500).

3. In general, all work in ADOT right-of-way shall be to ADOT standards and specifications. If no ADOT standard is available, COT or MAG standards are acceptable.

4. The 6' Temporary Chain Link Fence shall be installed outside ADOT right-of-way.

5. Off-site Improvement Plans shall be provided to ADOT for our review, comment and approval.
