The following comments are provided: 1. Since this property has access on N. Old Oracle Road, ADOT recommends closing the existing unpaved driveway on SR 77 (Oracle Road). If this driveway remains, the permittee shall be required to pave this access within the State right-of-way. ADOT does not allow gravel driveways within the State right-of-way. In addition, the need for any drainage pipe across the driveway shall be evaluated. 2. The permittee shall be required to maintain landscape rock placed in ADOT right-of-way. In addition, the permittee shall maintain the landscaping along the ADOT right-of-way line and trim any tree branches etc. that overhang into the State right-of-way. 3. The one-year expiration date for this development plan is 02/17/10. 2. The development plan, grading plan and landscape plan as submitted are inadequate for review. A meeting was held on 3/6/09 with Merwin Yellowhair to discuss the submitted development plan. Mr. Yellowhair concurred that a complete redesign of the project will be required in order to meet the requirements of Development Standards and the Land Use Code. This project will be tributary to the Ina Road Wastewater Treatment Facility via the North Rillito Interceptor. Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. A meeting was held January 12, 2009 with Dennis E. Roberts, Merwin Yellowhair, Elizabeth Leibold, and Terry Stevens to discuss NOV and proposed development situation. The Development Package including development plan, grading plan, and landscape sheets were submitted with a Drainage Report and copy of zoning conditions. Engineering does not recommend approval of the Development Package until the following items are addressed. BASE LAYER SHEET COMMENTS: 1) DS Sec.2-01.3.8.A: Clarify if boundary data is measured, recorded or calculated on planview development package sheet 1. 2) DS Sec.2-01.3.8.B: All easements shall be drawn on the development package sheets 1 and 2. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided. 3) DS Sec.2-01.3.9.L: All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. Clarify future and existing sight visibility triangles. 17) DS Sec.2-01.3.9.H.3: Indicate emergency vehicle circulation, including accessibility and vehicle maneuverability. 18) DS Sec.2-01.3.9.H.5.a: Sheets 1 and 2 should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. 19) DS Sec.2-01.3.9.R: Show on-site pedestrian circulation as required by the LUC utilizing location and the design criteria in Development Standard 2-08.0. Show on-site pedestrian refuge areas and accessible route clearly on sheet 1 and 2. Add note and clarify on plans, that ANSI requires the marked accessible routes to have truncated domes at the ends at connection between vehicular access (paved areas) and the edge of the sidewalk areas. 20) DS Sec.2-01.3.9.T: An adequate and safe ingress/egress is required for the collection vehicle in each new project per DS Sec.6-01.3.1.A. Provide documentation of acceptance for proposed refuse collection design for solid waste pick-up area and maneuverability from Environmental Services. Show maneuverability on planview sheet 1. DRAINAGE REPORT 21) DS Sec.2-01.3.9.N: Address the following Drainage Report comments: i) Clarify number, size, and type of culverts along frontage. Calculation indicates (2) 24-in CMP's however pipes on site are different size and only labeled as one pipe on plans. ii) DS Sec.10-01.2.2: Clarify that the detention requirement is waived however, the retention requirement is not waived with Criterion 1. Retention should be discussed separately in report. State that the site is within a non-designated basin management area. For sites larger than 1 acre, the project is required to have 5-yr threshold retention unless retention is requested to be waived if there are subsurface constraints at the site. LUC 3.7.2.4.A.1 2) Revise the development plan to provide curbing or other suitable barrier for all landscape areas within and adjacent to the vehicular use area. LUC 3.7.2.3.B The vehicular use area must be provided with post barricades or wheel stop curbing designed to prevent vehicles from extending beyond the property lines; damaging adjacent landscaping, walls, or buildings and to prevent vehicles from driving onto unimproved portions of the site per DS 3-05.2.3.C. Revise the plans as necessary. 3) Rain water harvesting must be conducted at this site per the requirements in Land Use Code (LUC) Section 3.7.1.1.A, requiring that landscaping should accomplish natural resources conservation; LUC Section 3.7.4.3.B requiring integration of grading, hydrology and landscaping to make the maximum use of stormwater for on-site irrigation; and LUC Section 3.7.4.5.B requiring that stormwater and runoff harvesting be used to supplement drip irrigation for both new and preserved vegetation. Techniques to design and implement water harvesting are described in the City of Tucson's Water Harvesting Guidance Manual. This document can be downloaded as from the following website: http://dot.tucsonaz.gov/stormwater/ To comply with the above-referenced LUC sections, rain water harvested from building roofs, sidewalks, and parking lots shall be employed to assist in supporting landscaped areas including parking lot tree wells, landscape buffers, sidewalk plantings, and other vegetation locations at the site. Details and Specifications for water harvesting shall be clearly indicated on site plans to ensure it is correctly implemented at all necessary stages of construction. The City of Tucson's Office of Conservation and Sustainable Development is available for consultation regarding water harvesting principles, techniques and code requirements. Please contact Ann Audrey in the Office of Conservation and Sustainable development (OCSD) to make an appointment. 4) The surfacing of the vehicular use areas is required to comply with LUC 3.3.7.3. Revise as necessary. 5) Show required sight visibility triangles on the landscape plan. Plant materials located within SVT's should consist of ground cover or low-growing vegetation of a species that will not grow higher than (30) inches. However, trees may be planted within SVT's provided that: A) The trunk caliper, at maturity, will not exceed twelve (12) inches in diameter; B) The lowest branch of any tree is at least six (6) feet above the grade of the street, and C) Trees are not planted in a line that could result in a solid wall effect when viewed from an angle. Gates must be equipped with the ability to be secured in the open and closed positions. DS 6-01.4.2.C.4. Show and annotate within detail "Positive locking with (Bayonet) anchors, Qty-4, 1in. Dia. x 6in. long galvanized pipe flush with concrete." 4. Recommend adding and additional single enclosure or one double wide enclosure to accomodate for both refuse and recycle waste materials/containers. This facility generates both types.
