Plan - 1st Submittal D09-002 The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. Sheet 1: Add a General Note that states: THIS PROJECT WILL HAVE ______ EXISTING AND______ PROPOSED WASTEWATER FIXTURE UNIT EQUIVALENTS PER TABLE 13.20.045(E)(1) IN PIMA COUNTY CODE 13.20.045(E). And fill in the blanks with the appropriate values. Sheet 1: Remove General Wastewater Note #4 and insert the following General Note: THE ON-SITE SANITARY SEWERS WILL BE PRIVATE AND WILL BE CONSTRUCTED, OPERATED AND MAINTAINED ON A PRIVATE BASIS, AND IN ACCORDANCE WITH AN APPROVED OPERATION AND MAINTENANCE PLAN, IF REQUIRED. THE LOCATION AND METHOD OF CONNECTION TO AN EXISTING PUBLIC SANITARY SEWER IS SUBJECT TO REVIEW AND APPROVAL BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT. Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet. The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $50.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter. The one-year expiration date for this development plan is January 27, 2010. 3) The primary use(s) must be identified on the plan. The dance studio would be an instructional school and the office would be part of that use if it is for the dance studio (LUC Section 6.3.4.6.C). You have three uses listed on the development plan; office, dance studio and personal service. This would be applicable for three different businesses. Please clarify the intended use or uses on the plan. The correct use group for an instruction school is the "Civic Use Group" (DS 2-05.2.2.B.3). (See Civano I, PAD 12; F-3.3.1, Neighborhood Center District.) The instructional school use matches the parking calculations provided on this plan. Please revise the uses and the use group. 4) Provide the corner sections on the location map (DS 2-05.2.1.D.3). 5) Provide a reduced scale map of the entire Civano PAD on the first sheet (DS 2-05.2.1.F). 6) Identify the number of residential units (DS 2-05.2.2.B.4). It this instance, identify it as a single-family residence (SFR). 7) The "C9-91-14" is a correct rezoning case number, so do not take it out of the list (DS 2-05.2.2.B.7). 8) Provide the name of the public alley ROW "Firebush Lane" on the development plan. Also delineate the curb and sidewalk information with dimensions on the plan (DS 2-05.2.3.C). 9) Show the on-site pedestrian circulation (DS 2-05.2.4.K). See LUC Section 3.2.8 and DS 2-08. Pedestrian circulation must provide access to all public access areas, such as bicycle parking, trash facilities and other common uses, and all public streets that abut the site (2-08.3.1). The pedestrian circulation path must be an accessible route (DS 2-08.3.1) 10) Provide the dimensions for the building and the location of the building, relative to the property lines, along with the building's heights, on the plan (DS 2-04.2.4.N). 11) Clearly identify the residential parking, the garage and driveway on the development plan (DS 2-05.2.4.P). 12) "Show, on the drawing, off-street bicycle paring locations, including materials for lighting and paving, type of security, dimension, specific type of rack and number of bicycles it supports, and the location and type of directional signage. When adjacent to pedestrian paths, indicate the width of clearance available for the pedestrian area. For specifics, refer to Development Standard 2-09.0" (DS 2-05.4.Q). 13) Provide a fully dimensioned bicycle parking layout plan on the development plan (DS 2-05.2.4.Q). This is typically done with a detail. See Bicycle Parking and Security Measures (DS 2-09.5. all). 14) It appears that the pedestrian access and the bicycle parking may be overlapping. These two things must be keep separate (DS 2-09.3.2). "Bicycle parking must not obstruct the approved pedestrian access" DS 2-09.4.1). 15) Class 2 bicycle parking must be within fifty (50) feet of the main building entrance(s) along the front side of the building (DS 2-09.4.1 & Figure 8). 16) Class 2 bicycle parking must be clearly visible for the main entrance, adjacent sidewalks and drives (DS 2-09.4.4). 17) Provide dimensioned floor plans, elevations and sections of the proposed structure. Clearly delineate between the residential and commercial space (DS2-05.2.2.B.3). 18) "Indicate location and type of postal service"… (DS2-05.2.4.V). 19) "Indicate the locations and types of proposes signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational (sic) requirements can be met" (DS2-05.2.4.W). 20) Please be aware that further comments may be forthcoming relative to additional information provided with subsequent submittals. |
