D.S. 2-01.3.1 If available provide the email addresses for owner, developer, architect, civil engineer and landscape registrant(s) on the plan.

D.S. 2-01.3.3 Provide the development package number "D08-0051" adjacent to the title block, lower right hand corner of each sheet.

D.S. 2-01.3.7.A.6.b Provide as a general note "THIS PROJECT IS SUBJECT SECTION 2.8.3, MAJOR STREET AND ROUTES (MS&R SETBACK ZONE) AND SECTION 2.8.4 GATEWAY CORRIDOR ZONE".

D.S. 2-05.3.9.Q At the access ramp shown adjacent to the loading space demonstrate on the plan that a parking vehicle will not encroach into the ramp area.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the proposed Development Plan Package, Drainage Report No. 1 (DOWL Engineers, 28OCT08), Geotechnical Evaluation (ConformaTech, 17OCT08) and Stormwater Pollution Prevention Plan (DOWL Engineers, 29OCT08). Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under the draft policy for Development Plan Core Review, Development Standard 2-01. All comments reflect Development Plan, Grading Plan and SWPPP review. The following items need to be addressed:


DRAINAGE STATEMENT:

1) DS Sec.10-01.2.1: Revise the Drainage Report and table to show that all requirements for balanced basin have been met. Per DS Sec.10-1.1.4 it is the policy that stormwater detention/retention facilities be incorporated within all new development to ensure that, at a minimum, the post development 2-, 10- and 100-year peak discharges from the site will not exceed the predevelopment values. The calculations and summary section of the Drainage Report state that the post developed 2-year discharge increases by 0.5 cfs, which does not meet the requirements of this section, revise.

2) DS Sec.10-02.2.3.2.D: Revise the Drainage Report to include hydraulic calculations for the existing catch basin and storm drain within the public right-of-way that the proposed stormwater drains into. The calculations must show that the existing storm drain and catch basin are sized to except the flows from the proposed pipes.

3) DS Sec.10-02.2.3.1.2.D: Clarify Section 1.3 "Known Development Requirements" and the statement that no previous studies were found for the development. This project is part of a larger subdivision plat (Kino Gateway Center; Book 48, Page 51) and there should be a related Drainage Report for the subdivision that relates to the subject property. Verify that this proposed project meets all of the conditions of the last approved Drainage Report.

4) DS Sec.10-02.2.3.1.6.B.1: Provide and describe Reservoir-Routing Calculation sheets for the basin for the 2-, 10- and 100-year design floods.

5) DS Sec.10-02.2.3.1.6.B.2: Provide and describe the stage-storage and stage-discharge relationships with any Hydraulic Calculation Sheets prepared during the evaluation.

6) DS Sec.10-02.2.3.1.6.B.3: Submit plotted inflow and outflow hydrographs.

7) DS Sec.10-02.2.3.1.6.C: Revise the Drainage Report to provide for all requirements for the Basin and Drainageway Maintenance Section from the referenced Development Standard.

8) DS Sec.2-01.3.9.M.2: Revise the Section 2.4 of the Drainage Statement to show that the area underneath the gas canopy is not hydraulically connected to the proposed storm drain system within the vehicular use area causing contaminants to enter the public storm drain system.

9) DS Sec.10-02.14.3.4: Revise the development plan documents and report to label and dimension the required basin access ramp. Verify that the ramp meets the minimum width and slope requirement of 15-feet and 15%, respectively. Alternate means of access will be reviewed by the City Engineer on a case-by-case basis.

10) DS Sec.10-01.2.2: Provide a revised Geotechnical Report (or addendum) with infiltration rates for the required detention/retention basin. Infiltration rates must have a drain down time per 10-01.3.5.1.3. Verify that the Drainage Report and Development Plan match the geotechnical report.

11) Revise the Drainage Report to include a discussion that addresses water harvesting. Provide a statement that all Water Harvesting Basins will be designed per the City of Tucson Water Harvesting Guidance Manual to maximize Stormwater run off within these areas.

12) DS Sec.10-02.10.9.1.8: Revise the Drainage Report to provide the required clean out for all storm drain junctions. Provide the pipe diameter and the invert and rim elevations of all clean outs in plan view for grading purposes.

13) DS Sec.10-02.10.3.4: Revise the Drainage Report to show that the portion of the proposed storm drain system that extends into the public right-of-way is constructed out of reinforced concrete with the minimum diameter of 18-inches. Provide revised calculation sheets for all pipe sizing.


DEVELOPMENT PLAN:

14) Verify that the development plan documents and Drainage Report meet or exceed the Water Harvesting Ordinance No. 10597. Label all areas of water harvesting on-site and clearly show how stormwater from the vehicular use area or canopies drain into these areas to satisfy the requirements of water harvesting.

15) DS Sec.2-01.2.4: Revise the development plan documents to provide a Title Block in the lower right quadrant of each sheet.

16) DS Sec.2-01.2.5: Revise the development plan documents to include a 3-inch by 5-inch space in the lower right quadrant that shall be reserved for an approval stamp.

17) DS Sec.2-01.2.8: Revise the development plan documents so that the drawing is oriented with the north towards the top of the sheet. If it is not practical to orient north to the top of the sheet, the plan drawing shall be oriented with the north to the left side of the sheet.

18) DS Sec.2-01.3.2: Provide the following information in the Title Block:

a) The proposed name of the project or subdivision or if there is no name the proposed tenants name.

b) A brief legal description and a statement as to whether the project is a re subdivision are to be provided.

c) The administrative street address.

19) DS Sec.2-01.3.3: The correct Development Plan number (D08-0051) may be added to the lower right hand corner of the plan on all sheets.

20) DS Sec.2-01.3.7.A.2: Provide a General Note on the document that list the gross area of the site by square footage and acreage.

21) DS Sec.2-01.3.7.A.4: Provide a General Note on the document that list the existing and proposed use of the property.

22) DS Sec.2-01.3.7.A.6.b: Provide a General Note on the document for overlay zones associated with this project. Specifically add "LUC Sec.2.8.3, Major Streets and Routes (MS&R) Setback Zone" And "LUC Sec.2.8.4 Gateway Corridor Zone."

23) DS Sec.2-01.3.7.A.8: Provide the subdivision name and Book and Page Number since the property is part of a subdivision plat that has been previously recorded.

24) DS Sec.2-01.3.7.C.1: Provide a General Note on the development plan document; "All new public roads within and adjacent to this project will be constructed in accordance with approved plans. Construction plans will be submitted to the City Engineering's Office for review and approval."

25) DS Sec.2-01.3.7.C.2: Revise General Note #30 to read per this section; "No structures or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Development Standard 3-01.0."

26) DS Sec.2-01.3.7.D: Revise General Note #30 to read per this section; "Any relocation or modification of existing utilities and/or public improvements necessitated by the proposed development will be at no expense to the public."

27) DS Sec.2-01.3.8.B: Provide a letter of approval from all entities that have interest in the existing easements on the property where improvements are being proposed, specifically the detention/retention basin within the 20'x30' Communication Easement.

28) DS Sec.2-01.3.8.B: Verify that all easements are drawn with recordation information, location, width, and purpose of on the development plan documents. A Title Report was not submitted for this project, but is required to verify if additional easements affect this property. Clarify all easements shown as "Private or Public."

29) DS Sec.2-01.3.8.C: Revise the development plan documents to label the shown right-of-way as either "existing and/or future."

30) DS Sec.2-01.3.8.F: Revise the development plan documents to label all existing storm drainage facilities on and adjacent to the site. Provide a label for the existing catch basins and storm drainage improvements within the right-of-way of Benson Highway. Provide the Improvement Plan number for all existing drainage improvements.

31) DS Sec.2-01.3.9.D: Clarify the proposed lot lines as shown on the development plan document. Per the last recorded subdivision, Book 48, Page 51, this project proposes a new lot line configuration or lot combination, clarify. All lot combinations or reconfigurations will require approval from the Zoning Section of the City of Tucson Development Services Department prior to Development Plan Package approval.

32) DS Sec.2-01.3.9.G.5: Revise the development plan documents to provide the dimensions for all proposed parking area access lanes (PAALs). Verify that all areas show the minimum widths required per DS Sec.3-05.

33) DS Sec.2-01.3.9.G.5: Provide the dimensions for the proposed back up spur as shown at the east end of the north parking area. Refer to DS Sec.3-05.2.2.D for minimum requirements.

34) DS Sec.2-01.3.9.G.5.a: Provide a cross access agreement along with a notarized letter of approval from the adjacent property owner for all proposed offsite improvements. Specifically the proposed PAAL along the west side of the property that is being constructed on the adjacent property. A notarized approval letter from all property owners is required along with a construction and maintenance easement that must be recorded prior to Development Plan Package approval.

35) DS Sec.2-01.3.9.G.5.c: Revise the development plan documents to relocate the loading zone so that it is not in conflict with the proposed refuse container or the pedestrian access. The loading zone can not block the refuse access and the ADA accessibility path must pass safely around and not directly behind the loading zone.

36) DS Sec.2-01.3.9.I: If dedication or pedestrian improvements are not required through TDOT at this time label and dimension the MS&R future sidewalk, right-of-way lines, sight visibility triangles, curbing, etc for both Benson Highway and Irvington Road.

37) DS Sec.2-01.3.9.K: Revise the development plan documents to dimension and label all proposed easements (utility, seer, drainage, access, etc.) and whether the will be public or private.

38) DS Sec.2-01.3.9.M.2: Revise the development plan documents to label proposed cross section A (Sheet 7) in plan view.

39) DS Sec.2-01.3.9.M.2: Revise the development plan documents to show that the area underneath the gas canopy is not hydraulically connected to the public storm drain system causing contaminants to enter through the proposed culverts.

40) DS Sec.2-01.3.9.M.2: Clarify or revise Grading Keynotes to match. Clarify the pipe size discrepancy in Keynote #2 versus keynote #12.

41) DS Sec.10-02.14.3.4: Revise the development plan documents to label and dimension the required basin access ramp. Verify that the ramp meets the minimum width and slope requirement of 15-feet and 15%, respectively. Alternate means of access will be reviewed by the City Engineer on a case-by-case basis

42) DS Sec.10-02.10.9.1.8: Revise the development plan documents to provide the required clean out for all storm drain junctions. Provide the pipe diameter and the invert and rim elevations of all clean outs in plan view for grading purposes.

43) DS Sec.10-02.10.3.4: Revise the development plan documents to show that the portion of the proposed storm drain system that extends into the public right-of-way is constructed out of reinforced concrete with the minimum diameter of 18-inches. A right-of-way use permit will be required for any construction or improvements within the public right-of-way.

44) DS Sec.10-02.10.9.1.8: Provide manholes or clean outs at all junction locations or pipe angles. Verify that the angle as shown is equal to or less than 10 degrees. Per the DS "Manholes shall be located at such places as junctions, changes in pipe size, curves and angle points in excess of 10 degrees and points where an abrupt change in grade occurs." Verify that the design conforms to the requirements within this section.

45) DS Sec.2-01.3.9.M.3: Provide the Improvement Plan number for all existing drainage infrastructure (Storm drains and catch basins) within the Public Right-of-Way.

46) DS Sec.2-01.3.9.Q: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that are associated with this project, if applicable.

47) DS Sec.2-01.3.9.R: Revise the development plan documents to show the required 6-foot wide sidewalk with curb along both street frontages of Benson Highway and Irvington Road. Per the adopted Mayor and Counsel policy all sidewalks along MS&R right-of-ways for arterial and collector streets require 6-foot wide sidewalks. If sidewalks already exist along the frontage of both streets provide photo documentation showing that the existing sidewalk is in good condition. If the sidewalk is missing in spots or is cracked and buckled a new 6-foot sidewalk will be required. A DSMR will be required for modifying the development standards to allow the existing sidewalk, if less than the minimum 6-foot required, to remain. The DSMR must be approved prior to development plan approval. All exhibits and discussion must reflect any changes made by the approved DSMR. Provide a General Note to list the DSMR number, the Development Standard being modified along with the date of DSMR approval.

48) DS Sec.2-01.3.9.S: Revise the development plan documents to either relocate the loading zone or refuse container so that they are not in conflict with their associated maneuverability.

49) DS Sec.11-01.9: Revise the development plan documents and associated details to provide the word "minimum 2 foot" setback from all property boundaries to the proposed limits of grading, water harvesting basins, fill slopes, block wall and any associated erosion protection.

50) DS Sec.10-02.14.3.2: Provide a General Note on the development plan documents to state that, "(a) the owner or owners shall be solely responsible for operation, maintenance, and liability for all detention/retention basins, drainage infrastructure, drainage channels and water harvesting areas; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once every 12-months, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the detention/retention basins and drainage structures should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities."

51) Provide a General Note on the development plan documents stating that "All proposed fencing and walls will require a separate permit for review and approval by all necessary Development Services Departments."

52) Revise General Note #4 on the development plan documents to reference the Geotechnical Evaluation that was prepared for this project. Provide the name, date and job number that relates to the Geotechnical Evaluation and additional addendums.

53) Provide a General Note on the development plan documents to state the following: "Call for a Pre-construction meeting prior to start of earthwork. To schedule a DSD Pre-construction meeting, SWPPP inspection or general Engineering Inspections, call IVR (740-6970), or schedule with a Customer Service Representative at the Development Services Department, or contact DSD Engineering at 791-5550 extension 2101, or schedule inspections online at:

54) Approval from TDOT Permits and Codes will be required for all improvements within the public right-of-way and for the connection of the private storm drains into the public infrastructure. A right-of-way use permit application will be required prior to construction. GEOTECHNICAL REPORT:

55) DS Sec.10-01.3.5.1: Provide a revised Geotechnical Report (or addendum) with percolation rates for the retention basin for 5-year threshold to show that the drain down time meets the maximum allotted time.



STORMWATER POLLUTION PREVENTION PLAN: The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP according to these comments:

56) Part III.A.3 and VIII.J.2: Ensure the SWPPP is signed by a person meeting the certification requirements of Permit Part VIII.J. The owner of the property, since known, is required to sign the owner certification section prior to SWPPP approval.

57) Part III.C.3.h: Show the location and registration number of all onsite dry-wells and dry-wells located on adjacent properties that could receive Stormwater from the site (if none exist, indicate that).

58) Part III.D.3: Include a copy of the completed NOI form that will be submitted to ADEQ. The NOI must be signed by the owner prior to SWPPP approval.


GENERAL COMMENTS:

Please provide a revised Development Plan Package, Drainage Report, Geotechnical Report, and SWPPP that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

Further comments may be generated upon re-submittal of the Development Plan Package, Drainage Report, Geotechnical Report, and SWPPP.
