Engineering Division does not recommend approval of the Development Plan or Drainage Report at this time. The Drainage Report was reviewed for Development Plan purposes only. The following items need to be addressed: DEVELOPMENT PLAN: 1) DS Sec.2-05.2.1.D.2: Revise the location map on the Development Plan to label all major streets adjacent to the project, i.e. Midvale Road. 2) DS Sec.2-05.2.1.G.1: Revise the Development Plan to provide the address for the subject parcel. 3) DS Sec.2-05.2.1.K: The correct Development Plan number (D08-0044) may be added to the lower right hand corner of the plan on all sheets. 4) DS Sec.2-05.2.2.C.2.b: Clarify Note #21 on the Development Plan. If a Floodplain Use Permit and Elevation Certificate is required for this project due to the ponding from the detention/retention basin then a revised Drainage Report is required that addresses finish floor elevation of the proposed building. Verify that the pad elevation is at or above the calculated water surface elevation. 5) DS Sec.2-05.2.3.A: Revise the Development Plan to include the site boundary information for the property line adjacent to Irvington Road. 6) DS Sec.2-03.2.3.C: Revise the Development Plan to provide the dimensions for all existing sidewalks located along the public right-of-ways. Verify that the sidewalks meet the minimum width requirements for MS&R and public roadways. 7) DS Sec.2-05.2.4.D.1: Revise the Development Plan so that it is designed in accordance with Street Development Standard 3-01.0. Label the required 25-foot radii at the access points along both Irvington Road and Midvale Road (MS&R's). The curbs should be constructed at the edge of pavement, which must also be depicted on the Development Plan. Curb returns must be constructed entirely within the subject parcel. Refer to DS Sec.3-01.3.2.C and the Transportation Access Management Guidelines for street development standards. For further information contact the Tucson Department of Transportation, Jose Ortiz, P.E. at 837-6730. 8) DS Sec.2-05.2.4.D.3: Revise the Development Plan and cross sections to show that the wheel stop barriers for the parking spaces located along any adjacent pedestrian circulation paths or landscape area meet the required 2.5-foot overhang to prevent encroachment or damage to the required clear 4-foot pedestrian path and/or landscape areas. 9) DS Sec.2-05.2.4.F: Revise the Development Plan to provide the dimensions for all future road right-of-way improvements. Draw the MS&R future sidewalk and curb widths for all MS&R streets to verify that when future right-of-way is built out there will be sufficient room for all future curb and sidewalk. 10) DS Sec.2-05.2.4.K: Revise the Development Plan and details to label and dimension the required 6-foot wide sidewalk along both MS&R Streets (Irvington and Midvale). Per the adopted Mayor and Counsel policy all sidewalks along MS&R right-of-ways for arterial and collector streets require 6-foot wide sidewalks. All sidewalks must comply with ADA accessibility requirements. If an existing 4- or 5-foot sidewalk is already constructed along the frontage of the roadways provide photo documentation showing that the existing sidewalk is in good condition. If the sidewalk is missing in spots or is cracked and buckled a new 6-foot sidewalk will be required. A DSMR will be required for modifying the development standards to allow the existing sidewalk, if less than the minimum 6-foot required, to remain. The DSMR must be approved prior to Development Plan approval. All exhibits and discussion must reflect any changes made by the approved DSMR. Provide a General Note to list the DSMR number, the Development Standard being modified along with the date of DSMR approval. 11) DS Sec.2-05.2.4.K: Revise the Development Plan to include a pedestrian access point to all street frontages. Per DS Sec.2-08.3.1 this path must connect all public access areas of the development and the pedestrian circulation path located along Irvington Road. 12) DS Sec.2-05.2.4.K: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that are associated with this project. 13) DS Sec.2-05.2.4.K: Clarify Keynote #9 as shown on the Development Plan. The note states "Typical handicap parking space per." Revise to include a standard detail or a reference to a detail on the Development Plan. 14) DS Sec.2-05.2.4.K: Revise the Development Plan to label and dimension the required 5-foot sidewalk along the frontage of Lavender Mountain Place. All new development requires a new 5-foot sidewalk to be constructed within the public right-of-way. If an existing 4- sidewalk is already constructed along the frontage of the roadway provide photo documentation showing that the existing sidewalk is in good condition. If the sidewalk is missing in spots or is cracked and buckled a new 5-foot sidewalk will be required. A DSMR will be required for modifying the development standards to allow the existing sidewalk, if less than the minimum 5-foot required, to remain. 15) DS Sec.2-05.2.4.I: Revise the Development Plan to provide the future sight visibility triangles (SVTs) for all driveway entrances. Verify that proposed improvements are not constructed within the future SVTs. 16) DS Sec.2-05.2.4.I: Revise the Development Plan to provide the SVTs for the intersection of Midvale and Irvington Road that affect this property. 17) DS Sec.2-05.2.4.T: Revise Detail E/5 for the proposed refuse containers to meet the minimum requirements within DS Sec.6-01. Refer to Figure 3 and DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction. Refer to Environmental Services for further clarity on refuse requirements. 18) DS Sec.11-01.9: Revise the Development Plan to provide the required 2-feet setback from all property boundaries to the proposed limits of grading, fill slopes, and associated drainage infrastructure. Provide sufficient room to allow for the 2-feet setback from property lines to top of fill slopes and the proposed basin outlet as shown in Detail I/5. 19) DS Sec.10-02.14.3. Provide a note on the Development Plan stating that, "(a) the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and detention/retention basins; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the drainage and detention/retention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities". DRAINAGE STATEMENT: All Drainage Statements and reports submitted to the City of Tucson must follow the requirements outlined within the City of Tucson Development Standards Sections 10-01 and 10-02. These standards can be accessed online at http://www.tucsonaz.gov/dsd/DevStandsTOC.pdf. 20) DS Sec.10-01.2.1: Revise the Drainage Report to provide a clear easy to read table that shows that all requirements for a balanced basin have been met. Per DS Sec.10-1.1.4 it is the policy that stormwater detention/retention facilities be incorporated within all new development to ensure that, at a minimum, the post development 2-, 10- and 100-year peak discharges from the site will not exceed the predevelopment values. The report only addresses the 100-year discharge not the 2- and 10-year, revise. 21) COT Code Chapter 26, Section 26-5.2.9: Revise the Drainage Report to provide a discussion with calculations on the finish floor elevation and the requirement for both Elevation Certificates that will be required. Per Keynote #21 and the water surface elevation (WSEL) shown within the vehicular use area, the proposed pad elevation must be at or above the calculated WSEL. Verify that the Drainage Report addresses all drainage aspects of this project. GEOTECHNICAL REPORT: 22) DS Sec.10-01.3.5.1.3.a and 10-02.14.2.6: Provide a Geotechnical Report evaluation that addresses the following: a) Soils report should provide conformance with DS Section 10-02.14.2.6 regarding 30-foot boring for the retention basin, and provide a discussion of the potential for hydro-collapsible soils and building setbacks from the required basin. b) Provide percolation rates for the retention basin for 5-year threshold to show that the drain down time meets the maximum per DS Sec.10-01.3.5.1. c) Provide pavement structure design recommendations. d) Provide slope stability recommendations for the proposed constructed slopes that are proposed. GRADING PLAN: 23) DS Sec.11-01.2.1: A grading permit is required for this project. A grading plan and a grading permit application will be required after Development Plan approval and prior to any construction activity. A grading permit may not be issued prior to Development Plan approval. 24) Please ensure that any future grading plan will be consistent with the Development Plan, Drainage Report, and Geotechnical Report. Grading standards may be accessed at: http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf 25) Arizona Pollutant Discharge Elimination System (AZPDES) is applicable to this project. Stormwater Pollution Prevention Plans (SWPPP) and text addressing stormwater controls for all areas affected by construction activities related to this development will be required.
