Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is August 11, 2009. 2. Double the size of the CDRC stamp shown on the plan on all sheets. 3. D.S. 2-05.2.2.B.2 Place the development plan number D08-0037 in the lower right hand corner of the plan. 4. D.S. 2-05.2.3.B The is a sixty (60) foot gas easement that crosses the south end of this parcel, show the easement on the plan along with the recording docket and page. 5. D.S. 2-05.2.4.D.3 Provide a dimension from the proposed landscape island curbing, located on the east side of the western entrance parking area access lane (PAAL), to the proposed sidewalk along the north side of the proposed building. 6. D.S. 2-05.2.4.P Due to the handrail called out under Keynote 42 the handicapped vehicle parking space is required to be ten (10) foot wide, see D.S. 3-05.2.1.3 When the side(s) of a parking space abuts any vertical barrier over six (6) inches in height, other than a vertical support for a carport, the required width for the space is ten (10) feet to provide extra width to allow passengers to enter and exit the vehicle on the side where the barrier exists. Zoning recommends that you make the handicapped vehicle parking space eleven (11) foot wide with a five (5) foot wide access aisle, see ICC/ANSI A117.1-2003 Section 502.2. 7. D.S. 2-05.2.4.P The dimension for the wheel stop shown on the parking space detail is not shown correctly. See D.S. 3-05.2.3.C.2 and D.S. 3-05.0 Figure 5. 8. D.S. 2-05.2.4.P Per D.S. 3-05.2.3.C.1 A vehicular use area must be provided with post barricades or wheel stop curbing designed to prevent vehicles from driving onto unimproved portions of the site. This said some type of barrier is required at the southeast end of the building where the pavement ends. 9. D.S. 2-05.2.4.Q Show the five foot access aisle on the bicycle detail, see D.S. 2-09.5.2. 10. D.S. 2-05.2.4.Q Identify the main entrance to the building so that the requirements of D.S. 2-09.4.1 can be verified. 11. D.S. 2-05.2.4.V If applicable show the location and type of postal service to be provided. 12. D.S. 2-05.2.4.V If applicable show the location and type of proposed signs (wall, free-standing, pedestal) on the plan. 13. The provided landscape plans do not match the provided development plan. There are numerous area where plants area shown in areas on the landscape plan where sidewalks, bicycle parking etc. are shown on the development plan. 14. It appears that the proposed 10,000 S.F. Food Service building is proposed to be built over a property line, which is not allowed. Demonstrate on the plan how the proposed building can be built on the plan without a lot split/lot combo being done. 15. Ensure that all changes to the development plan are reflected on the landscape plans. 16. Additional comments may be forth coming depending on how each comment has been addressed. Address the following comments before review can continue. Prepare a detailed response that explains the revisions that were made and references the exact location in the Drainage Report and on the Development Plan where the revisions were made: Drainage Report: 1. According to Brown/Rita Ranch Subdivision Final Plat General Notes 7-10, this development requires onsite detention/retention. Furthermore, the subdivision does not appear to be directly connected to Rita Ranch Regional Detention Basin through the existing drainage channel network, which means the lot drainage does not directly discharge into the said channels and consequently, detention can not be waived. Redo the drainage report and address provision of onsite detention/retention. 2. Provide all design calculations for any required drainage structures (i.e. scuppers, erosion control structures, channels, detention/retention basins, etc.). 3. Provide detention/retention basin maintenance checklist. 4. Address water harvesting requirements for this development. Development Plan: 1. The Drainage Report requires significant revisions that a complete Development Plan review can not be accomplished at this time. A cursory review has been conducted at this time. A full review will be conducted once the drainage report addresses the provision of detention/retention and additional comments might be offered at that time. 2. Complete the D (yr)-______ subdivision case number as required by D.S. 2-05.2.2.B.2. 3. Provide a brief legal description for the parcel in the Title Block D.S. 2-05.2.1.G.2. 4. Show, on the plan, the basis of bearing and the tie between one of the parcel corners to the basis of bearing (D.S. 2-05.2.3.A). 5. Show, on the plan, the basis of elevation. 6. Provide additional existing contour line elevations to clarify how the parcel slopes D.S. 2-05.2.3.E. 7. Provide all existing storm drainage facilities on and adjacent to the site, if applicable, D.S. 2-05.2.3.F. 8. Provide water harvesting areas and demonstrate how the drainage will be conveyed from the building roof and paved areas to the proposed water harvesting areas to maximize water harvesting (D.S. 2-05.2.4.H.2). 9. Show all proposed drainage structures including the number of proposed sidewalk scuppers, roof drains and roof drainage arrows, detention/retention areas, erosion control structures, etc. as required by (D.S. 2-05.2.4.H.3). 10. Indicate all proposed ground elevations at different points to provide reference to future grading and site drainage (D.S. 2-05.2.4.H.4). 11. According to D.S. 2-08.4.1.E. and D.S. 2-08.5.1.E.. 10-year flow has to be completely conveyed under sidewalks when the runoff crosses any sidewalk/walkway. Additionally, show the roof drainage proposed sidewalk scuppers where applicable. Please be advised that the 10-year flow requirement does not apply to roof drainage. Roof drainage has to be discharged in its entirety to avoid prolonged ponding on the roof that might cause the roof to collapse. Show the roof drainage direction and revise the Development Plan accordingly. 12. Provide maintenance access ramps for the proposed detention/retention basin. 13. All proposed work in the public right of way will require a right of way excavation permit or a Private Improvement Agreement. Additional information and details might be required with the Grading Plan and the PIA plans Landscape Plan: 1. Demonstrate compliance with water harvesting requirements. 2. Ensure that proposed landscaping does not conflict with the detention/retention basin inlet, outlet and maintenance access ramp. 3.
