Sheet 1: Add a General Note that states:

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is 07/14/09.

2. DS 2-05.2.2.B.2 Case number D08-0034 has been assigned to this development plan (DP). Please place this number in the right corner of all sheets of the development plan, landscape plan, NPPO, and any other associated sheets.

3. DS 2-05.2.2.3 In general note #1 list the existing use as vacant and the proposed use as General Merchandise Sales "28", subject to: Sec. 3.5.9.2.C. and Sec. 2.5.3.6.

4. DS 2-05.2.4.A This site contains two (2) separate parcels therefore you will need to show how the parcels can work as stand alone parcels if sold separately or provide a Pima County Tax Parcel Combo and a record covenant regarding development and use of real property. 5. DS 2-05.2.4.D.3 The two way PAAL adjacent to the indicated loading zoning does not appear to meet the minimum requirement of 24' in width. Provide dimension indicating the 24' width or a redesign may be required. (appears to be 21' width)

6. Provide cumulative expansion calculations for the entire site from the last time full code compliance was required for the site. It appears that with this expansion of building area the expansion will exceed the 25% expansion and full code compliance with current land use code requirements and development standards will be required for the entire site.

7. DS 2-05.2.4.P Provide a dimensioned detail of a standard parking space.

8. DS 2-05.2.4.Q Provide locations of the class one and class two bicycle parking spaces on the development plan

Please provide a dimensioned detail for class 1 and class 2 bicycle parking spaces. Be aware that that development standard 2-09 has been revised. Once provided and reviewed further comments may result. The revised standards can be found at the DSD web site: http://www.tucsonaz.gov/dsd/Codes___Ordinances/DevStd209.pdf

Please provide a plan view detail of the proposed class one and class 2 bicycle parking spaces. Single rack spaces placed in a row will allow a minimum of seventy -two (72) inch length per bicycle parking space and a minimum of thirty (30) inches between outer spaces of racks. A five (5) foot wide access aisle measured from the front or rear of the seventy-two (72) inch long parking space will be provided beside each row. Lighting will be provided such that all facilities are thoroughly illuminated and visible from adjacent sidewalks, parking lots, or buildings, during working hours. The surface of the facility can be surfaced the same as for motor vehicle parking or with a minimum of one (1) inch thickness of one-fourth (1/4) inch aggregate material.

Bicycle parking provided on the DP does not meet the requirements of revised DS (Development Standard) 2-09. Per DS 2-09.4.1 Class 2 bicycle parking facilities will be located no more than fifty (50) feet from the main building entrance(s) and will be along the front side of the building as well as along other sides of the building that has an entrance. Bicycle access through the development will be separate from the pedestrian ways. Vehicular access may be used as bicycle access. Bicycle access to a parking facility may cross a pedestrian way at a right angle (DS2-09.3.2).

9. DS 2-05.2.4.K Provide a 5' pedestrian refuge area with a 4' minimum width sidewalk along the west side of the proposed building. See DS 2-08.4.1.B and DS 3-01.2.2.B.1.

Provide a pedestrian circulation path connecting to the trash enclosures. See DS 2-08.3.1.

10. Provide a copy of the vehicular and pedestrian cross access agreement that includes this project as well as all other sites in this shopping center.

11. DS 2-05.2.4.V Please indicate the location and type of postal service to assure there are no conflicts with other requirements. If mail is to be delivered to an area within a building please state so on the plan.

12. DS 2-05.2.4.W Indicate the locations and types of proposed signs (wall, freestanding, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Also indicate if there are existing billboards on site. Billboards will be required to meet all LUC requirements as stated in LUC Sec. 3.5.4.26. If none exists please state so.

A. Include a 10 ft x 10 ft inside clear container/service area between the wall protectors/bollards and center gate post (for double wide type) if applicable.

The Development Plan (DP) and Drainage Statement (DS) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Development Plan:

1. Please include a response letter to the comments along with the corrected copies of the DP.
2. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207.
3. The minimum access with between the face of curb and the edge of the loading area shall be 12'.
4. Show the width of the access lane at the south of the property.
5. Incorporate water harvesting techniques in the development. For example: provide depressed curb openings for the parking islands to allow stormwater to percolate and by depressing the remaining portion of lot 6 by 6".
6. Please provide property description per D.S. 2-02.2.1.3.
7. Fully-dimensioned loading space(s) and maneuvering area(s) per D.S. 2-02.2.1.14.
8. Please list estimated cut & fill quantities per D.S. 2-02.2.1.17.
9. All easement of record must be graphically shown on the plan together with recording docket and page per D.S. 2-02.2.1.20.
10. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21.

12. Show refuse container location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32 and D.S. 6-01.0. C.
