On behalf of the Department of Environmental Quality, the Development Plan has been reviewed for conformance with Pima County Department of Environmental Quality requirements for on-site wastewater disposal and air quality. Please note the following comments:

1. Please delete the Wastewater Management Notes category and associated Note 1. Please add a General Note and Permitting Note section to the cover sheet.

2. Please add a General Note identifying the water service provider for this development.

3. Please add a General Note to reflect the daily design flow of each on-site wastewater disposal system, based on Arizona Administrative Code, Title 18, Chapter 9, Unit Flows Table. Please note the expectation is such that this information shall be in table form, will be building specific and will include the applicable unit and design flow/unit calculations. Additionally, please indicate the total g/d loading for the entire site.

4. Please add a Permitting Note as follows: On-site disposal systems shall be designed and constructed in accordance with Arizona Administrative Code, Title 18, Chapter 9.

Please add a Permitting Note as follows: The proposed development will be served by on-site sewage disposal system(s). Prior to construction, a Notice of Intent to Discharge shall be submitted to PDEQ in order to receive a Construction Authorization for each system.

Please add a Permitting Note as follows: The proposed on-site wastewater disposal systems, as indicated, are conceptual. Approval of the proposed designs is not granted, nor implied, by approval of this Development Plan.

Although conceptual areas have been indicated for primary and reserve on-site wastewater disposal, please provide the results of soil analysis and/or percolation testing, at an adequate depth, in both the primary and reserve disposal areas, along with trench design calculations, to ensure the areas are appropriately sized based on the proposed loading (refer to comment 3) and the assigned Soil Absorption Rate (SAR). Additionally, please indicate the location of such testing on the site plan(s).

SWPPP - The SWPPP is not approved. The following comments are offered:

There is no SWPPP text to accompany the plan. Please provide text in conformance with the 2008 General Permit.

Revise SWPPP plan to reflect that landscape disturbance will extend into Golf Links right-of-way. The current plan shows silt fence to be installed between the landscape on the site and that within Golf Links right-of-way.

Sheets L3 and L4 indicate landscaping to be installed beyond the disturbance limits indicated by the SWPPP. The SWPPP should be revised to reflect this disturbance.

If the intent of the silt fence along the southern boundary is intended to keep sediment generated onsite from discharging off-project, it should probably be relocated to beyond landscape areas where landscaping abuts the property line. Describe the perimeter controls in the SWPPP text.


Drainage Report - The drainage report is acceptable for the development and grading plans. It should be noted that the retention volume was calculated incorrectly (5-year coefficients should be used, not 100-year values). However, the water harvesting scheme provides extra volume not accounted for in the basin calculation.


Landscape Plan -- Sheet L3 indicates ¼" minus d.g. is to be placed in all non-paved areas. From a stormwater perspective, this office's experience has been that this will retard infiltration in water harvesting areas and the smaller fractions (clays, e.g.) in the d.g. will be carried into detention/retention facilities and cause the basin to lose infiltration capacity.

Rezoning -- Three roadways bound the 28.1-acre site: Old Spanish Trail, Houghton Road and Golf Links Road. Old Spanish Trail is a Scenic Route and designated as an MS&R Arterial with a proposed right-of-way of 100'. Houghton Road is also a designated Scenic Route and Arterial with a proposed right-of-way of 200'. Golf Links Road is a local street east of Houghton Road. Access is proposed from Golf Links Road. Houghton Road is proposed to be improved as part of RTA Project #32.

The northeastern portion of the site lies within the Hidden Hills Wash watershed and drains toward Old Spanish Trail. The majority of the site lies within the Eastview Wash watershed and drains toward Houghton Road and Golf Links Road. The existing corrugated metal pipes beneath Houghton Road are undersized for the 100-year event and will be replaced as part of the Houghton Road improvements. 2-36" RCPs were installed beneath Golf Links Road as part of the Eckerd Drugstore (now CVS Pharmacy) development and are designed to current standards. The site does not contain any regulatory floodplains, ERZ washes or WASH washes. Neither watershed is considered to be a balanced/critical basin. Detention is not required. Threshold retention for the 5-year event is required as is water harvesting.

The following conditions are requested:

1. Preparation of a complete Drainage Report, including details of detention/retention, is required.

2. Each detention/retention basin shall include a sediment trap, or other sediment control measures as approved by the City Engineer, to prevent sedimentation of the detention/retention basin. Each sediment trap, or other sediment control measure, shall have a provision for total drainage.

3. Detention/retention basin floors shall be graded to drain either toward the outlet structure or other logical point. Basin floors shall not be flat.

4. Detention/retention basins shall be located adjacent to a street or accessible common area. Basin sideslopes in the adjacent area(s) shall be designed and constructed in accordance with the requirements of the Detention/Retention Manual for human activity zones.

5. Rectangular basin shapes shall be avoided unless necessitated by recreational or visual amenities within the basin.

6. Vegetation shall be used as screening and/or security barrier for a minimum of ten percent of the basin perimeter.

DEVELOPMENT PLAN COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is July 16, 2009.

The following comments are in regards to the layout of the development package, see the Draft DEVELOPMENT PACKAGE SUBMITTAL REQUIREMENTS:

1. The landscape plans and storm water pollution prevention plans should be put into the development package not shown as separate sheets. List the landscape plans and storm water pollution prevention plans under the SHEET INDEX for a total of 32 sheets and number the landscape plans and storm water pollution prevention plans accordingly.

2. The detail/section references to not match the detail number and sheet numbers.

The following comments are based on the Draft Development Standards 2-01.0.0 DEVELOPMENT PACKAGE DOCUMENTS, dated 2-26-08.

1. D.S. 2-01.3.1 If available provide the email addresses for owner, developer, architect, engineer and landscape registrant(s) on the plan.

2. D.S. 2-01.3.3 Provide the development plan number D08-0033, rezoning case number C9-08-10, grading plan number T0BU01203 and the Scenic Corridor Overlay number T08SA00244 adjacent to the title block on each sheet.

3. D.S. 2-01.3.7.A.1 The existing zoning listed under "ZONING AND LAND USE NOTES" number 1 in not correct. Revise the existing zoning to be "SR".

4. D.S. 2-01.3.7.A.3 List the rezoning conditions of approval on the plan.

5. D.S. 2-01.3.7.A.4 Under "ZONING AND LAND USE NOTES" number 3 the existing use should be "DISTRIBUTION SYSTEM". The proposed use should include "DISTRIBUTION SYSTEM", SUBJECT TO: SEC. 3.5.11.1.A, .E, AND .I.

6. D.S. 2-01.3.7.A.6.b Under "ZONING AND LAND USE NOTES" number 4 revise the note to read "THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE CRITERIA; Sec. 2.8.2, Scenic Corridor Zone (SCZ); Sec. 2.8.3, Major Streets and Routes (MS&R) Setback Zone. For the Scenic Corridor Zone Overlay provide the case number date of approval, what was approved and the conditions of approval.

7. For all calculations, allowed and provided, must be provided for both uses on site, i.e. Floor Area Ration (FAR), Vehicle Parking, Handicapped Vehicle Parking, Bicycle Parking, Loading Space etc.

8. D.S. 2-01.3.7.A.9.b Based on development designator "30" for both the Construction Service and Distribution System the Allowed Floor Area Ratio (FAR) should be 0.75.

9. D.S. 2-01.3.7.A.9.b Just for clarification the allowed building height of thirty (30) feet is only applicable within the Scenic Corridor Zone (SCZ). Development Designator "30" allows forty (40) feet. Revise the building height calculation to reflect both the SCZ and Development Designator "30" requirements.

10. D.S. 2-01.3.8.B If applicable show all existing easements of record graphically on the plan together with purpose and recording docket and page reference.

11. D.S. 2-01.3.8.C Provide the recordation data for Houghton Road on the site plan.

12. D.S. 2-01.3.9.E Provide the zoning for the parcel located across the Golf Links right-of-way southeast of this parcel on sheet 2. The zoning is County Zone CR-1.

13. D.S. 2-01.3.9.G.2 Show the future sight visibility triangles (SVT's) for the entrance off of Golf Links road.

The additional area is necessary to provide clearance for fire, sanitation, and delivery vehicles.

16. D.S. 2-01.3.9.G.5 Sheet 4 provide a dimension from the fence shown along the west side of the proposed vehicle parking spaces, shown without wheel stops, to the curb. Per D.S. 3-05.2.3.C.2 this distance must be two (2) foot six (6) inches from the face of curb.

17. D.S. 2-01.3.9.G.5 It appears that one-way PAALs are proposed along the south, east and north side of the Operations Buildings and some type of drive-thru is proposed of Operations East Building, indicate on the plan how the one-way PAAL system will be controlled, i.e. signage, pavement marking.

18. D.S. 2-01.3.9.G.5 Show the required paved access PAAL from Houghton Road to the required parking for the Distribution System (reservoir) on the lane.

19. D.S. 2-01.3.9.G.5 Any area around the Distribution System (reservoir) for vehicle use is required to be paved, show on the plan.

20. D.S. 2-01.3.9.G.5 Per D.S. 3-05.2.3.C.1 Provide some type of barriers to prevent a vehicular from driving onto unimproved portions of the site.

21. D.S. 2-01.3.9.G.5.a The vehicle parking calculation does not appear to be correct. Based on my count there are only 147 vehicle parking spaces provided.

22. D.S. 2-01.3.9.G.5.a Provide a separate parking calculation for the Distribution System (reservoir).

23. D.S. 2-01.3.9.G.5.a It does not appear that the handicapped vehicle parking space shown north of the warehouse matches the provided detail, provide width dimension for this parking space.

Based on 148 vehicle parking spaces provided per the plan twelve (12) Class 2 bicycle parking spaces are required.

28. D.S. 2-01.3.9.G.5.d The proposed location for the Class 2 bicycle parking does not meet the location requirements of D.S. 2-09.4.0. Review the revised D.S. 2-09.

d. Fencing and freestanding walls facing Houghton Road or Old Spanish Trail will meet material restrictions in Land Use Code Sec. 3.7.3, Screening Requirements.

e. All areas between the MS&R right-of-way line and the existing street right-of-way that are disturbed by development shall be re-vegetated with native vegetation.

f. All disturbed areas on the site that are visible from Houghton Road or Old Spanish Trail and are not covered by permanent improvements shall be re-vegetated with native plants, plants from the Drought Tolerant Plant List, or a combination of both.

1) Fencing shall be required during construction for all undisturbed natural desert areas of Protected Native Plants and for individual Protected Native Plants to be
preserved-in-place. The area to be fenced shall be beyond the "drip-line" of the vegetation by one-half (½) the distance of the "drip-line" radius. DS 2-15.6.A Show the fence locations on the native plant preservation plan.

2) Show and identify all existing or proposed chain link type fencing. Non-wood fences, such as chain link, may not be used along a street frontage along a Gateway Route or within the SCZ. LUC 3.7.3.7.D

3) We could not locate the appendices A & B referred to in the Environmental Resource Report.

4) The set-aside area is required to be protected in perpetuity as Natural Undisturbed Open Space (NUOS).
