Plan – 3rd Submittal D08-030 The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Regional Wastewater Reclamation Department (PCRWRD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. The PDEQ and the PCRWRD approve the above referenced submittal of the Development Plan as received by us on October 28, 2008. Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality. The package included the revised Development Plan for the Holiday Inn Express, the revised drainage report, a geotechnical report, landscape plans, and response letters. Development Services Department Engineering Division does not recommend approval of the Development Plan at this time. The drainage report was reviewed for Development Plan purposes only. DEVELOPMENT PLAN COMMENTS: 1) DS Sec.10-02.14.2.6: For clarification on detail section C-C, a stockpile area is indicated per the geotechnical report along the north side of the project. Include the stockpile height on the plans and revise topography accordingly, and show height of stockpile on detail section B. 2) DS Sec.2-05.2.4.H: Address the following drainage comments on the Development Plan: a) Revise design of channel detail section C-C to reflect change of grades at stockpile. b) DS Sec.2-03.2.4.L.7: Clarify by providing sections and details to address conveyance and erosion protection for flows exiting at concentration point northeast of the proposed building pad that cross the water easement. c) DS Sec.2-05.3.2.A: A provision for water harvest area was provided along front of Hotel. Ponding is not accepted so close to buildings without meeting geotechnical engineering setback recommendations. Provide geotechnical recommendation for setback for proposed water harvesting area at the south side of proposed hotel. d) Provide drainage report calculation for north channel. 3) DS Sec.2-05.2.4.H.4, DS Sec.2-05.3.1.H: Provide more general spot elevations on sheet 1 for clarification of grading concept that follows proposed drainage scheme. All drainage improvement areas should have conceptual grading spot elevations to meet minimum standards. 4) DS Sec.3-01.5.1.A.1: Assure sight visibility triangles are accurately depicted on Landscape plans and match development plan, and that the SVT along Commerce Court for south adjacent parcel is depicted, and Landscape Plans are revised. Trees may be located within existing and future sight visibility triangles only if clear of leaves and branches to a height of at least six feet above grade upon installation. 5) DS Sec.11-.01.9.2, DS Sec.10-02.2.3.1.5.G, DS Sec.2-05.2.4.H.5, DS Sec.2-05.2.4.P: Provide minimum setback at south and east property lines adjacent to Parcel 137-27-989A to reflect sufficient area for proposed building foundation construction and required grading setback. Otherwise provide construction access easement for offsite construction activity. Since a building is proposed downstream of the adjacent Parcel 137-27-989A, provide written permission from the appropriate property owner(s) of Parcel 137-27-989A for the proposed offsite improvements. City of Tucson can not approve off-site improvements that are proposed without authorization from the offsite parcel. Provide construction easements, authorization letters, and cross access easement documentation for Parcels 137-27-9870 and 137-27-989A; submit documentation (include parking agreement with a copy of the lease agreement with Parcel 137-27-989A) for the offsite improvement. Resubmittal is required. Submit the revised Development Plan addressing all of the comments. Include the revised drainage report, the revised Development Plan, soils report, other documentation, and response letter thoroughly explaining each comment.
