The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

1. Sheet 1: Add a General Note that states:

THE ON-SITE SEWERS ARE EXISTING AND PRIVATE. NO NEW SEWERS ARE PROPOSED.

Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the development plan. The required revision(s) may be shown on the Mylars.

Tucson Electric Power Company (TEP) has reviewed the plan submitted March 19, 2008. TEP is unable to approve the plan at this time. There are existing electrical facilities within the boundaries of this project. Please identify all existing TEP facilities within the mapped area of the development (both on site and off site) including but not limited to overhead & underground electric lines, utility poles, and pad mounted equipment. In order for TEP to approve the plan the facilities and easements must be depicted on the plans.

Enclosed is a copy of a TEP facility map showing the approximate location of the existing facilities. All costs associated with the relocation of the facilities in conflict will be billable to the developer.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is 03/30/08.

2. Provide a copy of the last stamped and approved development plan with next submittal. D99-0047.

Per research done on the aerial photos and the submitted approved landscape plan, it appears the area between the main building and training area has been converted into vehicular use area (parking spaces and PAALs). This area was to remain as a landscape area. Along the east side of the existing truck driving school paved area, it appears that approximately 45' of undisturbed area has also been converted into vehicular use area. Provide vehicular use area expansion calculations for the entire site including the area for the "phase 2" vehicular use area. Per note #5 the additional vehicle area expansion will be greater than 25% therefore full code compliance for the entire site will be required.

FYI: The phase plan submitted expired two years after approval of the development plan. Remove notes regarding Phase 2.

Provide documentation showing that the canopy located west of the modular building for the truck driving school has been permitted. Provide documentation from El Paso Natural Gas clearly indicating approval of the modular building and the canopy being located within the gas line easement.

3. DS 2-05.2.1.D A small, project-location map shall be drawn on the first sheet of the development plan, preferably in the upper right corner. The map should cover approximately one (1) square mile, be drawn at a minimum scale of 3" = 1 mile, and provide the following information.

1. The scale will be labeled. Valencia Rd. does not appear to be in the correct location. Should be approximately centered between Drexel and Littletown Rd at Wilmot Rd..
2. The shaded area indicating the project is incorrect. Revise.

4. DS 2-05.2.2.B.2 Case number D08-0023 has been assigned to this development plan (DP). Please place this number in the right corner of all sheets of the development plan, landscape plan, NPPO, and any other associated sheets

5. DS 2-05.2.2.B.10 Provide a note on the plans that indicate this project is designed to meet the criteria of : Sec. 2.8.3, Major Streets and Routes (MS&R) Setback Zone.

6. DS 2-05.2.4.D.3 Per the letter from Wayne Bogdan dated 2-26-08 the only areas that can use the asphalt millings are the storage areas for the trailers. All off street parking and loading areas as well as PAALs (which are the access areas to the storage areas) including existing storage areas must meet the LUC Sec.3.3.7.3 for surfacing materials. This will also apply to the area being used for parking spaces indicated in comment #2 (b).

Per DS 3-05.2.3.C.1 A vehicular use area must be provided with post barricades or wheel stop curbing designed to prevent parked vehicles from extending beyond the property lines; damaging adjacent landscaping, walls, or buildings; or overhanging adjacent sidewalk areas or unpaved areas on or off site and to prevent vehicles from driving onto unimproved portions of the site. This comment will apply to the entire site.

Additional comments may be forth coming based on changes to the plan.

7. DS 2-05.2.4.F Provide location of existing and future curb along Wilmot Rd. See engineering comments.

8. DS 2-05.2.4.G If applicable, all proposed easements are to be dimensioned and labeled as to their purposes and whether they will be public or private.

9. DS 2-05.2.4.I Indicate all applicable building setbacks.

10. DS 2-05.2.4.K Show on site pedestrian circulation as required by the LUC utilizing location and design criteria in DS 2-08.

11. DS 2-05.2.4.M Provide, as a note, the square footage of each commercial, industrial, or business structure and the specific use proposed.


12. DS 2-05.2.4.N On the drawing, show the locations and footprints of all structures. Label the heights and dimensions.

13. DS 2-05.2.4.O Show all loading zones, fully dimensioned, and provide, as a note, the number of loading spaces required and the number provided.

14. DS 2-05.2.4.P Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking
requirements for the physically disabled, refer to the Uniform Building Code. Design
criteria for parking spaces and access are located in Development Standard 3-05.0.

15. DS 2-05.2.4.T Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned. If dumpster service is not proposed, indicate type of service. See engineering comments.

16. Per The ADC-2 Airport Environs Zone overlay the maximum allowed Floor Area Ratio (FAR) is 0.30 not 6.00 as indicated in note #7. Revise note and allowed FAR. See LUC 2.8.5.8.B.1.c.

17. DS 2-05.2.4.V Indicate location and type of postal service to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping.

18. DS 2-05.2.4.W Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met.

SUMMARY: The Development Plan was submitted and reviewed. Development Services Department Engineering Division does not recommend approval of the Development Plan at this time.

DRAINAGE COMMENTS:
1) City of Tucson Development Standards (DS) Section No.10-02.2.3.1.3.A.2: The project is within the Julian Wash Watershed, a balanced basin management area. Address the following drainage comments:
a) From field visit, erosion is evident along edges of top of basin and appears lower than weir. Add more spot existing elevations at existing South Basin outlet weir to clarify intent of this structure, or show proposed spot elevations for top of basin in areas that need build-up / reconstruction. Discuss in report.
b) State in the report that the project shall meet balanced basin requirements.
c) Label north basin on Figure 3 exhibit.
d) Add case number D08-0023 and administrative address to cover page of report.
e) DS Sec.2-05.3.2.A, 10-02.3.5.1: Percolation tests are required for any basin which utilizes infiltration as a means of basin drainage. Include percolation test results in revised drainage report, or provide geotechnical report and include discussion of drain down time in drainage report.
f) DS Sec.10-02.2.3.1.6.A.4.a: It is imperative that a bleed pipe be provided if post construction percolation tests do not provide adequate drain down time. If infiltration rates are poor, it may be necessary to revise basin design to provide outlet and clarify the outlet structure on Development Plan.
g) For the Onsite Drainage Plan, revise the proposed basin contours to stay out of the gas easement or it may be necessary to provide acceptance from El Paso Gas.
h) DS Sec.2-05.2.3.I.2, 2-05.2.4.H.1: Delineate the 100-year flood limits, for all flows of 100 cfs or more with 100-year flood water surface elevations. Label water surface contour intervals. The linear distance between water surface contour intervals should not exceed 200 feet.
i) Provide pre-developed and post developed WSEL's and velocities for the floodplain.
j) DS Sec.10-02.3.5.1: No "on-line" detention facilities are permitted if any portion of a wash is in a natural state upstream of the proposed basin, or if the upstream watershed is greater than 100 acres. In order to determine whether the proposed additional on-line basin detention volume can be permitted, existing and proposed detention volumes, the floodplain limits, velocities, WSEL's need to be reviewed. Provide discussion in report. If the basin falls within the main flow area of the floodplain, it may be necessary to provide additional detention in "north basin"
k) DS Sec.2-05: Provide minimum finished floor elevation for existing building based on determined WSEL.
l) DS Sec.10-02.12.5: Obstructions are not allowed in the floodplain. Where floodplain impacts the existing chain link fences, openings may be required depending on 100-year flow depth. Discuss flow depths along existing fences. Show any areas and provide details if/where the chain link fence will need to be modified to allow for openings.
m) DS Sec.10-02.12.2.1.4, 10-02.12.3.2: Flow depths shall not exceed 1-foot during the 100-year event. Provide cross sections for the site to show all weather access is provided during 100-year event.
n) Special Note 2 on sheet 1 indicates 3" millings are proposed. In floodplain areas the material must meet stormwater pollution prevention requirements; discuss in drainage report how this will not be detrimental to floodplain (will be combined with hot asphalt).

DEVELOPMENT PLAN COMMENTS:
2) DS Sec.2-05.2.4.S, 6-01.4.1.I, & 3.2.A: Show / explain where solid waste pick-up facility and solid waste vehicle circulation is provided.
3) Label existing CMU block wall along east side of project.
4) DS Sec.2-05.2.2.B.10: Add general note stating that the project is designed to meet the special overlay zone criteria: LUC Sec. 2.8.3, Major Streets and Routes (MS&R) Setback Zone.
5) DS Sec.2-05.2.3.C, 2-05.2.4.D.1: The following information regarding existing public right-of-way for Wilmot Road shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. Label existing and any new header curb radius dimension of 25-ft or 40-ft (industrial) for entrances to accommodate future vehicle and truck use will be provided at Wilmot Road.
6) Please acknowledge that a separate grading permit application and floodplain use permit application submittal will be required for development of the site once the Development Plan is approved.
