This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. The Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the development plan as submitted. Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality. Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution. Tsang Engineering SUBJECT: Wilmot/I-10 Holiday Inn Express 3rd submittal Engineering Review REVIEWER: Elizabeth Eberbach ACTIVITY NUMBER: D08-0019 SUMMARY: The revised Development Plan was reviewed by Engineering as part of the development for the Wilmot I-10 Commercial Center. The package included the revised Development Plan for the Holiday Inn Express, drainage report, 2 pages of an access agreement, and response letter. Development Services Department Engineering Division does not recommend approval of the Development Plan at this time. The drainage report was reviewed for Development Plan purposes only. DEVELOPMENT PLAN COMMENTS: 1) City of Tucson Development Standards (DS) Section No. 2-05.2.3.I.1, 2-05.2.3.E.1, 2-05.2.4.H, & 10-02.2.3.1.5, 10-02.1.5: Address the remaining drainage comments for the development plan and drainage report: a) Clarify pedestrian access area across basin showing grades/slopes to reflect sufficient area for accessible ramp on north side of south basin. b) Clarify basin outlets details for Basins A and B. c) Clarify runoff discharge amounts on planview to reflect drainage report. d) Basin maintenance access ramp is in conflict with proposed parking. Revise basin design to provide basin access. e) A scupper is indicated at southwest side of building; for the proposed roof drainage from north side of proposed bldg, show where sidewalk scuppers will be needed at north side of sidewalk, and provide calculations in report. f) Planview sheets for the development plan shall match drainage report. Address the following comments: i) Check west and south basin designs to reflect drainage report for 100-yr ponding depth, basin bottom elevations, and outlet invert data. ii) May need to revise drainage design for basins to assure sufficient volume is provided and sufficient runout is available to accommodate ponding depth given northwest basin rim elevations for west basin and to accommodate for accessible ramps for south basin. Show more details in these areas to assure design is feasible. g) Revise basin design to assure sufficient ramp construction area and to reflect current ANSI standards for accessible ramps south of basin. 2) DS Sec.2-05.3.2.D, 2-05.1.1: Regarding Rezoning condition 26, it was stated in response letter that the CofO's will not be issued until all access improvements are completed. Add note to Development Plan regarding this. 3) DS Sec.2-05.2.4.D.4: Label offsite construction easement for north side improvements. 4) DS Sec.2-05.2.4.L: Further clarify the following elements: a) Clarify truncated domes for the proposed southside of the pedestrian accessible walkway at the south pavement area north of basin area. b) Revise the access ramps to ANSI standards and provide details clarifying accessible access along south pedestrian route. c) Clarify widths of all pedestrian walkways and sidewalks. Distinguish between flush sidewalk and raised sidewalk with elevations or other clarification. d) Clarify locations of all curb (with type of curb) on planview. e) Clarify elevations for each element, distinguishing between top of curb and pavement elevations. This may be clarified with legend or planview. f) Dimension south pedestrian accessible route on planview. 5) DS Sec.2-05.2.4.R: Assure SVT information is correct on all planviews. 6) DS Sec.3-01.5.1.A.1: Other than trees as noted below, plant materials located within existing and future sight visibility triangles shall be limited to ground cover or low-growing vegetation of a species that will not grow higher than thirty inches. Trees may be located within existing and future sight visibility triangles only if clear of leaves and branches to a height of at least six feet above grade upon installation, and at all times thereafter. The trunk caliper of any species selected may not exceed twelve inches in diameter at maturity. Trees with multiple trunks are not allowed. Trees may not be planted in a line that could result in a solid wall effect as viewed from the motorist's perspective. The number and location of trees within existing and future sight visibility triangles may be restricted or modified by the City of Tucson in order to preserve visibility. Revise sheet L2 to assure sight visibility; relocate / remove proposed / existing trees from SVT's to assure visibility. Remove / relocate trees from basin access areas. Submit the revised Development Plan addressing all of the comments. Include the revised development plan, the revised drainage report, copies of the Tentative & the revised Final Plat block plat, copy of rezoning conditions, copy of cross access agreement, and response letter thoroughly explaining each comment.
