1. The Zoning Review Section conditionally approves the development plan for this project, subject to the following changes on the sign-off copies. However, should there be any changes requested by other CDRC members, the Zoning Review Section approval is void, and we request copies of the revised development plan to verify that those changes do not affect any zoning requirements

2. Provide a copy of the signed approved tentative plat for this subdivision, S07-0025, with your next submittal. The provided tentative plat has not been signed by CDRC.

3. This comment has not been addressed. Per the development plan submitted for "EXCLUDED 1" there is PAAL access across the parcels lines. D.S. 2-05.2.4.D.3 Provide an overall plan showing how the proposed parking area access lanes (PAALs) that cross over property lines will work. Provide a copy of the cross access agreements required by the rezoning.

4. Additional comments may be forth coming depending on how each comment has been addressed.

The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

The improvement plan(G2007-085 ) does not show the BCS in the same location as shown on this plan. Either change this on the improvement plan or change it here on the development plan so that the two plans match. Also the lot lines and lot numbers shown on the improvement plan will need to be revised to match the Final Plat. Currently they do not match.

We have sent to your office via e-mail, a .pdf file containing a Sewer Service Agreement for the proposed number of wastewater fixture unit equivalents. Three originals will need to be printed out from this file for notarized signatures by the Owner of Record. The three signed originals of the Agreement must be returned to this office in order to satisfy the necessary requirements needed to approve the Mylars of thedevelopment plan .

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.


The next submittal of this project will be the third(3rd ) submittal. A check for the review fee of this submittal in the amount of $39.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

SUMMARY: The revised Development Plan was reviewed by Engineering as part of the development for the Wilmot I-10 Commercial Center. The package included the Development Plan for the Holiday Inn Express, copies of the Tentative & Final Plat, the revised drainage report with response letter, and landscape plans. Development Services Department Engineering Division does not recommend approval of the Development Plan at this time. The drainage report was reviewed for Development Plan purposes only.

DEVELOPMENT PLAN COMMENTS:
1) City of Tucson Development Standards (DS) Section No. 2-05.2.3.I.1, 2-05.2.3.E.1, 2-05.2.4.H, & 10-02.2.3.1.5, 10-02.1.5: Address the remaining drainage comments for the development plan and drainage report:
a) Clarify pedestrian access area across basin showing grades/slopes. Revise elevations to reflect scupper crossing at pedestrian crossing for basin. Scuppers are required for sidewalks.
b) Clarify basin outlets for offsite discharge areas. Revise Basin A details on sheet 3.
c) Clarify types of off-site runoff acceptance points and/or on-site runoff discharge points on planview. It is unclear where the basin outlet flow is to be directed.
d) Show basin maintenance access on planview. Access ramp is in conflict with proposed outlet structure slopes. Revise basin design to match drainage report.
e) For the proposed roof drainage from north and south sides, show where sidewalk scuppers will be needed at north and south sides of sidewalks, and provide calculations in report.
f) Provide information on planview showing provision for water harvest areas. Show curb inlet and spot elevations or flow arrows where landscape areas receive water harvest stormwater flows.
g) Planview sheets for the development plan shall match drainage exhibits.
2) DS Sec.2-05.3.2.D, 2-05.1.1: In response letter, explain how Rezoning condition 26 is addressed for this project. Clarify access improvements to be completed prior to Holiday Inn Express C of O. Also address any revised TIA requirements and explain in response letter how the access will be provided for this use.
3) DS Sec.2-05.2.4.D.4: Access is indicated with pavements areas through this project, and only the north access easements is delineated and dedicated for such use. For this and other private easements, protective covenants establishing the right of access and incorporation of future phases into this project are required.
4) DS Sec.2-05.2.4.G: Further clarify the following easements:
a) Delineate clearly the easements on the plan view sheet to differentiate the private stormdrain, flowage, basin access & Maintenance Easement from other entities on the sheet.
b) Include the 24-ft Private Stormdrain, Flowage, Basin Access & Maintenance Easement.
5) DS Sec.2-05.2.4.L: Further clarify the following elements:
a) Clarify truncated domes for the proposed southside of the pedestrian accessible walkway at the south pavement area.
b) Clarify widths of all pedestrian walkways and sidewalks. Not all are labeled with widths.
c) Clarify locations of all curb (with type of curb) on planview.
d) Clarify elevations for each element, distinguishing between top of curb and pavement elevations. This may be clarified with legend or planview.
6) DS Sec.2-05.2.4.R: Show and dimension SVT's for all access points on planview.


Submit the revised Development Plan addressing all of the comments. Include the revised development plan, the revised drainage report, the revised Final Plat block plat, copy of rezoning conditions, copy of cross access agreement, and response letter thoroughly explaining each comment. 2. Recommend moving the north enclosure and positioning it directly west of the south enclosure so face each other in a mirror image perspective. This will allow a more adequate central location for collection and user.

2. The development plan needs to schematically illustrate the required off-site improvements that will be designed for in the private improvement agreement (PIA). DSD requires that any off-site improvements associated with a development be illustrated on the development plan.
