Tucson Electric Power Company (TEP) has reviewed the plan submitted March 14, 2008. TEP is unable to approve the plan at this time. There are existing electrical facilities within the boundaries of this project. Please identify all existing TEP facilities within the mapped area of the development including but not limited to overhead & underground electric lines, utility poles, and pad mounted equipment. In order for TEP to approve the plan the facilities and easements must be depicted on the plans.

Enclosed is a copy of a TEP facility map showing the approximate location of the existing facilities. All costs associated with the relocation of the facilities in conflict will be billable to the developer.

Please resubmit two revised bluelines to City of Tucson Development Services Department for TEP’s review. You may contact the area Designer, Steve Garcia at 917-8739 should you have any technical questions.

The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Regional Wastewater Reclamation Department (RWRD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

1. All Sheets: Show the jurisdiction's case number, D08-016, in or near the title block of each sheet. This case number should be shown larger and bolder than any associated cross-reference numbers.

2. Sheet 1: The existing public sewer line shown on this plan is not correct. The public sewer should not be shown on site. It should be shown just south of the property. The public manhole fronting the lot should be shown with the correct IMS# and rim and invert elevations. Also include the construction plan # and pipe size for the existing public sewer line.

3. Sheet 1: Show how and where the existing 4" private BCS connects to the public sewer line.

4. Sheet 1: Are any new sewer lines proposed for this project? If not then add the following note:

THE ON-SITE SEWERS ARE EXISTING AND PRIVATE. NO NEW SEWERS ARE PROPOSED.

5. Sheet 1: If there is new sewer proposed then show it on this plan and add the appropriate sewer notes per the county's development plan checklist.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $50.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

COMMENTS:

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is March 6, 2009.

2. This project was reviewed for compliance with the Land Use Code (LUC), Development Standards (DS), American National Standards Institute (ANSI), Tucson City Code 20-222, and International Building Code 2006 (IBC). Specifically, this plan was reviewed for compliance with criteria outlined for development plans under DS 2-05. This project was reviewed for full code compliance due to the increase in square footage greater than 25% of the existing approved building area.

3. Per DS 2-05.2.2.B.6, please note, the former variance case C10-95-96, does not apply to this project, as it is not the same use.

4. Per DS 2-05.2.2.B.8 -near title block, please note the DSD assigned case number for this project is D08-0016.

5. Per DS 2-05.2.2.B.10, please provide these notes:
A) This project is designed to meet the requirements of the Major Streets & Routes Overlay, LUC 2.8.3.
B) This project is designed to meet the requirements of the Airport Environs Overlay Zone, specifically the ADC-2 and NCD-65 portions of the overlay, LUC 2.8.5.

6. Per DS 2-05.2.2.B.11, I see there has been a lot split that was performed in 2006 under case S06-080. I recall processing the split, however, I do not recall the exact lot sizes that were proposed. Please provide a copy of the lot split drawing with dimensions/bearings, that I stamped, to verify the sizes shown on this proposal are the same.

7. Per DS 2-05.2.3.A, please show any easements graphically on the plan, with recordation information noted.

8. Per DS 2-05.2.4.B, please revise the zoning classification on the east side of the south boundary to include the "RX-1"zoned area. Please call out where the zoning boundary is between the RX-1 zone and the GR-1 zone.

9. Per DS 2-05.2.4.K, regarding pedestrian access:
A) Per DS 2-08.5.1.C - please ensure the surfacing of all sidewalks is concrete. Keynote.
B) Per DS 2-08.3.1 - please provide a pedestrian route to all buildings
C) Per DS 2-08.5.1.A - please keynote the width of the sidewalk to all points of the site.
D) Per DS 2-08.3.1 - provide pedestrian access to the dumpster -whether with a man gate to the enclosure or re-positioning the dumpster.

10. Per DS 2-05.2.4.N - regarding the buildings:
A) please dimension the footprints of the structures - for permitting/records. '

D) note building height from grade to top of flat roof/parapet OR height from grade to midpoint of roof and top of pitch.

11. Per DS 2-05.2.4.O - regarding loading zones:
A) A 2005 aerial of the site does not show the loading area near the 1904 s.f. building, thus it appears it will be a new loading zone installed on this site. Please label as such.
B) please provide maneuvering lines for the loading zone - it appears a vehicle at 12x55 size will have difficulty maneuvering into the PAAL
C) in loading zone calculations, note Building Grounds requires one 12x35 loading zone
D) in loading zone calculations, note Wholesale requires one 12x55 loading zone
E) provide a loading zone by the greenhouse buildings at 12x55 size.

12. Per DS 2-05.2.4.P - regarding parking:
A) please provide detail for handicapped parking space
B) clarify if any outdoor area will be used for wholesale and park accordingly as well
C) please provide curbing at the end of the row of parking by the greenhouses, to ensure no use of the undeveloped land occurs.

A) provide bicycle parking calculations for each of the two uses, in ratio required per LUC 3.3.4 under each use.
