The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at:

http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf.

The development plan for this project cannot be approved until a copy of this letter has been received by this office. 2ND REQUEST

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the third(3rd) submittal. A check for the review fee of this submittal in the amount of $39.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

Staff offers the following comments:

Rezoning case C9-07-05 was approved by Mayor and Council on June 26, 2007, with 27 rezoning conditions. The rezoning conditions apply to the entire site and therefore full site compliance is required. Please revise the development plan and landscape plan accordingly. The following are required revisions:

Revise development plan, sheet 3 of 4 to include rezoning case number at top of page.
As a requirement of rezoning condition # 11, revise development plan to show service bay doors only on north oriented building elevations (existing buildings and proposed buildings).
Development plan, sheet 1 of 4 identifies under keynote (22) a free-standing business sign. However, it is hard to determine if sign location meets rezoning condition # 13 since two different locations are being shown for this one sign. Revise DP and landscape plan to identify the correct location of freestanding sign. If two signs are proposed, please review with DSD staff to determine if allowed.
Revise development plan and landscape plan to identify a masonry wall (single course of block with wrought iron top) along the full eastern perimeter as required by rezoning condition # 26. Include a cross-section of this wall. Fence permit # T060T3210 does not void rezoning condition # 26 if issued in conflict of this condition.
Revise development plan and landscape plan to identify location of all on-site pole and bollard lighting, or other similar lighting (illustrations), drawn to scale to demonstrate site design compliance with rezoning condition # 22.


Staff comments 2 through 5 are requirements of rezoning. Change of rezoning conditions may only be approved by Mayor and Council.

RECEIVED: Development Plan and Drainage Report on June 20, 2008

The subject submittal has been reviewed and it can not be approved at this time. Address the following comments before review can continue. Prepare a detailed response that explains the revisions that were made and references the exact location in the Drainage Report and on the Development Plan where the revisions were made (responses such as drawings revised, provided, noted, etc. are not sufficient):

Drainage Report:

1. Show on the Drainage Exhibit all proposed drainage solutions/structures with all required details (i.e. type, materials, location, size and dimensions, slopes, grades, high and low points, water ponding and slope setback lines, retention/detention basins inlet details, water harvesting basins, surface flow arrows, finished floor elevations, cross section locations and details, etc.) that would clarify how the proposed drainage scheme will work. The drainage information shown on the Development and Grading plans will be based on the information provided in the drainage report text and drainage exhibits.
2. The drainage exhibit and the Development Plan show one roof drainage downspout and one sidewalk scupper. Is this sufficient for the proposed building?

Development Plan:

1. Revise the D (yr)-______ subdivision case number on all sheets (i.e. D08-0014) (D.S. 2-05.2.2.B.2.).
2. All lettering and dimensions shall be equivalent to twelve (0.12") point or greater in size (D.S. 2-05.2.1.C). Revise all affected sheets.
3. Provide (show and describe) the Basis of Bearing between two established monuments and provide its bearing and distance between the monuments. Additionally provide the tie between one of the subject parcel corners and the basis of bearing (D.S. 2-05.2.3.A.).
4. Existing contour lines are very light. Provide darker contour lines as needed (D.S. 2-05.2.3.E.).
5. Since this project is not providing runoff detention, remove any reference to "detention" from the "Retention Facility Maintenance" statement.
6. Show clearly how site drainage will be conveyed from paved areas to the proposed retention and water harvesting areas (D.S. 2-05.2.4.H.2).
7. Show all proposed drainage structures including sidewalk scuppers, retention basin, basin inlet and outlet structures, roof drains and roof drainage arrows, etc. as required by (D.S. 2-05.2.4.H.3). Provide drainage structures details such as cross section, dimensions, materials, water depth, etc.
8. Revise the drainage structures maintenance responsibility statement to include that the structures have to be inspected annually and after every major storm.
9. Check if one roof drain is sufficient for the proposed building.
10. Revise the Development Plan according to the Drainage Report revisions.
Landscape Plan:

1. Landscape Plan is acceptable pertaining to Engineering and Floodplain Review.

For staff to accept plan, provide written advisement from Rezoning or Glenn Moyer indicating this condition does not apply to the existing building.
C) show location of free-standing lighting on the site - meeting condition 22 - provide elevation drawing noting pole height. Also, appears poles will be on south lot line. Condition 22 indicates pole lighting only allowed within 15' of north lot line and other light sources on the site can only be 5' tall. See condition 22 please.
D) sheet 4, detail A, wrought iron fencing elevation is missing a block under it per-condition 26. In addition, the wrought iron is not allowed to bow out of the property line. Please provide a note stating that wrought iron tips shall be directed inward to the property, or will be erected straight.
