The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at:

The development plan for this project cannot be approved until a copy of this letter has been received by this office.

All Sheets: Show the jurisdiction’s case number, D08-003, in or near the title block of each sheet. This case number should be shown larger and bolder than any associated cross-reference numbers.

Sheet 1: Add a General Note that states:

THE LOCATION AND METHOD OF CONNECTION TO AN EXISTING PUBLIC SANITARY SEWER IS SUBJECT TO REVIEW AND APPROVAL BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT.

Sheet 2: Show the BCS connections to each building. Include the length/size/slope and material of pipe for each BCS.

Sheet 2: The existing public sewer shown on plan should not be running through the property but should be shown running just southwest of the property.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

02/22/2008 JOE LINVILLE LANDSCAPE REVIEW Denied 1) Basin slopes are required to have slopes no steeper than 4:1 where depths are three feet or greater. Slopes for basins less than three feet are to be no steeper than 3:1 for unprotected slopes and 2: 1 for protected. DS 10-01.4 (P.78 of SDRM)

2) The loading areas and any outdoor storage areas are required to be screened from the street per LUC table 3.7.2-I.

3) Revise the Development and landscape plans to agree regarding the existing walls along Old Vail Road.

4) Notes 3,6, &7 on sheet 1 and the Seeding Notes on sheet 5 of the landscape plan may not be applicable. Revise as necessary.

5) Revise the Development plan to identify new asphalt and concrete areas and to indicate appropriate barriers per DS 3-05.2.3.C

6) Revise the landscape plans to locate the plantings shown east of the basin in appropriate planting areas. Provide dimensions and details for planting areas.

DS 2-07.2.2.A.1.

8) Rain water harvesting must be conducted at this site per the requirements in Land Use Code (LUC) Section 3.7.1.1.A, requiring that landscaping should accomplish natural resources conservation; LUC Section 3.7.4.3.B requiring integration of grading, hydrology and landscaping to make the maximum use of stormwater for on-site irrigation; and LUC Section 3.7.4.5.B requiring that stormwater and runoff harvesting be used to supplement drip irrigation for both new and preserved vegetation. Techniques to design and implement water harvesting are described in the City of Tucson's Water Harvesting Guidance Manual. This document can be downloaded as from the following website: http://dot.tucsonaz.gov/stormwater/

To comply with the above-referenced LUC sections, rain water harvested from building roofs, sidewalks, and parking lots shall be employed to assist in supporting landscaped areas including parking lot tree wells, landscape buffers, sidewalk plantings, and other vegetation locations at the site. Details and Specifications for water harvesting shall be clearly indicated on site plans to ensure it is correctly implemented at all necessary stages of construction.

The City of Tucson's Office of Conservation and Sustainable Development is available for consultation regarding water harvesting principles, techniques and code requirements. Please contact Ann Audrey or Frank Sousa in OCSD to make an appointment.

9) Add notes to the irrigation plan regarding any irrigation provisions for existing plantings.

10) The landscape plan indicates that the required screening along Old Vail Road is provided by shrubs. When vegetation is used to satisfy a screen requirement, the size of the plant material specified will be five (5) gallon minimum and be of a type that will maintain an opaque screen year round. 2-06.3.5.A

11) Revise the development/landscape plans to indicate the minimum width and square footage of tree planters in vehicular use areas. Planters are to be measured from the inside edge of tree planters. DS 2-07.2.2.A.2.e, LUC 3.7.2.3.A.1.c

12) Show planters for trees located near the loading areas on the Development Plan.

13) Revise the Development Plan and landscape plan to show bike parking facilities. DS 2-09

14) Show required sight visibility triangles on the landscape plan. Plant materials located within SVT's should consist of ground cover or low-growing vegetation of a species that will not grow higher than (30) inches. However, trees may be planted within SVT's provided that: A) The trunk caliper, at maturity, will not exceed twelve (12) inches in diameter; B) The lowest branch of any tree is at least six (6) feet above the grade of the street, and C) Trees are not planted in a line that could result in a solid wall effect when viewed from an angle. Address any existing vegetation that interfere with the SVT's. LUC 3.7.2.8 & DS 2-06

15) Revise the landscape plan to clarify the footnotes used for the Landscape Border Summaries on Sheet 5.

2. Sheet 3, enclosure detail - Must dimension inside and outside of enclosure. Identify post barricades (bollards) spacing and minimum required 10 ft x 10 ft inside clear service area between the rear and side bollards and the front gates. DS 6-01.4.1..B.

3. Gates must be equipped with the ability to be secured in the open and closed positions. DS 6-01.4.2.C.4. Annotate and include in detail. 1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is 01/23/08.

2. DS 2-05.2..1.K The annexation case number (C9-54-04)provided in the lower right corner of all sheets is incorrect. The correct annexation case number is C9-84-84. Revise.

3. DS 2-05.2.2.B.2 Case number D08-0003 has been assigned to this development plan (DP). Please place this number in the right corner of all sheets of the development plan, landscape plan, NPPO, and any other associated sheets.

A lot split was completed in 2006 for this parcel. Provide the lot split case number (S06-080) in the lower right corner of all sheets of the development plan.

4. DS 2-05.2.2.B.3 In note number 2 of the general notes, the indicated office/warehouse and contractors yard uses are not uses listed within the LUC Sec. 2.7.3. Review this section of the LUC and provide corrected uses with the development designator and any subject to: sections for the uses in the general note #2 for proposed use(s). The parking calculations indicate a manufacturing use. Clarify.

For purposes of this review, the reviewer will use "Commercial Storage "35" subject to: Sec.3.5.5.5" as the use for this site.

5. DS 2-05 2.2.B.10 Please correct General Note 19 to read This project has been designed to meet the criteria of the "Major Streets and Routes (MS&R) Setback Zone LUC section 2.8.3", and "Airport Environs Zone (AEZ) LUC section 2.8.6".

6. DS 2-05.2.2.B.11 List the gross area of the site by square footage and acreage in general note #3.

7. DS2-02.2.3.B The indicated 60' utility easement, located approximately in the center of the property, must either be abandoned (provide docket and page recording information for the abandonment) or provide documentation from all utility companies granting permission for the building of structures with in the easement.

8. DS 2-05.2.3.C & DS 2-05.2.4.F Provide the ½ right of way dimension for Old Vail Rd. Provide the location, with dimensions, of the future curb, future sidewalk, future and existing sight visibility triangles.

9. DS 2-05.2.4.B The zoning of the adjacent property to the south of this project is not GR-1 (Pima County). Revise to the correct zoning of RX-1. This property is located with in the City of Tucson boundaries.

10. DS 2-05.2.4.D.3 Per DS 3-05.2.2.B.3 a minimum distance of two (2) feet must be maintained between a PAAL and any wall, screen, or other obstruction. The proposed fence along the north side of the property appears to be closer to the PAAL than required. Provide a dimension from the fence to the edge of the PAAL.

Review DS 3-05.2.2.D for requirements for backup spurs required at the end of a row of parking spaces where no ingress or egress is provided at that end. (required at parking spaces north of buildings #3 and #5) Provide dimensions clearly indicating the required 3' radius, 3' clear area and width of the backup spur.

Review DS 3-05.2.3.C.1 for requirements regarding post barricades or wheel stop curbing being provided to prevent vehicles from driving onto unimproved portions of the site or from overhanging adjacent sidewalk limiting the sidewalk to less than the required 4' width.

This project is being reviewed as Commercial Storage. Clearly indicate the areas of outdoor storage, provide square footage of outdoor storage areas. Per LUC Sec. 3.3.7.3 all vehicular use areas must be surfaced with asphaltic concrete, concrete cement or 2 shot chip seal. Outdoor storage areas will be considered vehicular use areas. (Loading zones appear to be located in the outdoor storage areas). Clearly indicate surfacing materials for all vehicular use areas. See LUC Sec. 3.3.4 for parking requirements regarding storage areas.

Provide a dimensions for the width of the PAALs near the north corners of building #4.

Clearly indicate the location of all gates, vehicle and man gates.

11. DS 2-05.2.4.K Review DS 2-08 for required onsite pedestrian circulation criteria.

DS 2-08.5.1 Please dimension all sidewalks within site. Minimum width for sidewalks is four (4) feet and meets all requirements per Development Standard 2-08.5.1. Note: Some areas of the sidewalk will be limited to less than 4' because of vehicle overhang. Revise.

Clearly indicate the location and width of all crosswalks. Crosswalks must be a minimum 4' width and must be striped.

DS 2-08.4.1.B, DS 2-08.5.1.A & D A 5' pedestrian refuge with sidewalk will be provided adjacent and parallel to any PAAL on the side where buildings are located. All sidewalks are to be flood free for all storm discharges of up to ten (10) year flood event. Sidewalks are to a minimum of four (4) feet wide and be installed to avoid any obstruction which decreases the minimum width to less than four (4) feet. The cross slope on all sidewalks will not exceed two (2) percent.

DS 2-08.4.1.C A sidewalk will be provided adjacent to any parking space accessed by a PAAL where the space is located on the same side of the PAAL as any building and no
other parking spaces or PAALs intervene. (See Figure 2.) Including parking spaces located in the storage yards.

A 5' pedestrian refuge area will be required at the buildings where public pedestrian access will not be required such as in the storage yards. This area must be striped. Provide location of entrances to the buildings (overhead doors and man door.

Provide details for all of the types of handicap ramps being used on this project. Indicate slope, width, landing, location of truncated domes. On the detail for the handicap parking spaces indicate the landing at the top of the handicap ramp (min. 4' width).

Access ramps at crosswalks connecting to sidewalks must be provided. In addition Truncated Dome (early warning systems) must be added to all access ramps where transitioning from the pedestrian area to the vehicular use area or at HC access aisles transitioning to the sidewalk area.

12. DS 2-05.2.4.M If multiple uses are being proposed for this project, provide as a note the square footage of each building and the specific use proposed for each building.

13. DS 2-05.2.4.N Label the dimensions of the footprints of all structures.

14. DS 2-05.2.4 Show all loading zones, fully dimensioned, and provide, as a note, the number of loading spaces required and the number provided. See LUC Sec. 3.4.1 for requirements.

Indicate maneuverability in and out of the loading zones. See engineering comments.

15. DS 2-05.2.4.P Indicate on the plan the location of all provided wheel stops for the parking spaces.

On the detail for the handicap parking space clearly indicate the maximum cross slope of the parking space and access aisle per ANSI 117.1-2003 Sec. 502.5. (max. 1:48).

Provide the number of required and provided parking spaces per LUC Sec. 3.3.4. Required parking spaces are based on the proposed use or uses. Revise notes.

Provide a detail of the required handicap parking sign including verbiage, height above grade to the bottom of the sign (min. 7'-0"), and location.

16. DS 2-05.2.4.Q Show, on the drawing, off-street bicycle parking locations, including materials for lighting and paving, type of security, dimensions, specific type of rack and the number of bicycles it supports, and the location and type of directional signage. When
adjacent to pedestrian paths, indicate the width of clearance available for the pedestrian area. For specifics, refer to Development Standard 2-09.0. Provide, as a note, calculations on the number of bicycle spaces required and the number provided.

See LUC Sec. 3.3.4 for the number of required bicycle parking spaces. Revise general note #4.

Please provide a dimensioned detail for class 1 and class 2 bicycle parking spaces.

Please provide a plan view detail of the proposed class 2 bicycle parking spaces. Single rack spaces placed in a row will allow a minimum of seventy -two (72) inch length per bicycle parking space and a minimum of thirty (30) inches between outer spaces of racks. A five (5) foot wide access aisle measured from the front or rear of the seventy-two (72) inch long parking space will be provided beside each row. Lighting will be provided such that all facilities are thoroughly illuminated and visible from adjacent sidewalks, parking lots, or buildings, during working hours. The surface of the facility can be surfaced the same as for motor vehicle parking or with a minimum of one (1) inch thickness of one-fourth (1/4) inch aggregate material.
DS 2-09.5.1, DS2-09.5.2, DS 2-09.5.4, & DS 2-09.6.2

Per DS 2-09.4.1 Class 2 bicycle parking facilities will be located no more than fifty (50) feet from the main building entrance(s) and will be along the front side of the building as well as along other sides of the building that has an entrance. Bicycle access through the development will be separate from the pedestrian ways. Vehicular access may be used as bicycle access. Bicycle access to a parking facility may cross a pedestrian way at a right angle (DS2-09.3.2)

Please review the revised DS 2-09 and provide the necessary corrections to the bicycle parking as required. Once changes are provided and reviewed further comments may result.

17. Provide Floor Area Ratio (FAR) calculations. Provide as a note the required FAR and proposed FAR. Per the ADC-2 overlay zone affecting this site the maximum allowed FAR is .30. Review LUC Sec. 3.2.11 for FAR criteria.

18. DS 2-05.2.4.V Please indicate the location and type of postal service to assure there are no conflicts with other requirements. If mail is to be delivered to an area within a building please state so on the plan.

19. DS 2-05.2.4.W & LUC 3.5.4.26 Indicate the locations and types of proposed signs (wall, freestanding, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Also indicate if there are existing billboards on site. Billboards will be required to meet all LUC requirements as stated in LUC Sec. 3.5.4.26. If none exists please state so.

The subject submittal has been reviewed and it can not be approved at this time. Address the following comments before review can continue. Prepare a detailed response that explains the revisions that were made and references the exact location in the Drainage Report and on the Development Plan where the revisions were made:

Drainage Report:

1. According to Rita Ranch Master Drainage Report and the Drainage Report for Rita Ranch #28 (a nearby project), the subject is impacted by offsite drainage. The 100-year offsite runoff that impacts the site appears to be at least 300-cfs and it enters the site at the southern end of the parcel (near the railroad tracks). The project is required to accommodate this runoff by installing a drainage channel that conveys the runoff and become part of a channel that shall be built by every development in that area, to convey their runoffs to the existing regional detention basin. Revise the drainage report and quantify the amount of offsite runoff and demonstrate how this project will accommodate it.
2. The detention basin requirement can be waived for this development because all developments between Old Vail Road and the railroad tracks, west of Rita Road shall use the existing regional detention basin. Runoff retention is still required for this project.
3. Section A-A v-ditch is proposed to be earthen, but the Development plan appears to show it as protected with either grouted riprap or gunite. Clarify the discrepancy and provide the proposed thickness of the grout.
4. The report does not address erosion control requirements for this project. Address.
5. Address water harvesting requirements in the report and demonstrate how roof and site drainage will be directed to maximize water harvesting.
6. Provide a geotechnical report that addresses the retention basin percolation rate. If the percolation rate is not adequate to empty the retention basin within 12 hours, other methods shall be used to drain out the basin (i.e. bleed pipes, etc.).
7. The drainage report does not address roof drainage and sidewalk scuppers. According to D.S. 2-05.2.4.H.3. and D.S. 3-01.4.4.F. 10-year flow has to be completely conveyed under sidewalks when concentrated runoff crosses any sidewalk/walkway. Additionally, show the roof drainage direction on the drainage exhibit and provide sidewalk scuppers for the roof drains. Please be advised that the 10-year flow requirement does not apply to roof drainage. Roof drainage has to be discharged in its entirety to avoid prolonged ponding on the roof that might cause the roof to collapse. Demonstrate compliance with the sidewalk scupper requirement including design calculations. Show roof drainage on Figure 4.
8. According to Section 14.3 of the "Standard Manual for Drainage Design and Floodplain Management In Tucson, Arizona", the proposed retention basins require maintenance access ramps that shall be wide enough to accommodate vehicular access. The minimum width should be 15' and the ramp slope should not exceed 15 percent. Please be advised that maintenance ramps should be designed in such a way that does not allow access to vehicles except maintenance vehicles. Verify that the maintenance ramps will not reduce the required size of the basins.
9. According to Section 3.3.5 "Low-Flow Channels" of the Stormwater Detention/Retention Manual the proposed basins floors shall be sloped to provide positive drainage. The section recommends a minimum of 0.5% floor slope and 0.2% low flow concrete channel slope. Please be advised that based on the City's experience with similar projects, 0.5% slope was difficult to construct and maintain which resulted in nuisance ponding in the basins. Show the provided positive drainage on the drainage exhibit.
10. Determine and show on the drainage exhibits the proposed slope treatment and setback lines for the proposed detention/retention basins and channels based on the Soils Report recommendation.
11. In accordance with Chapter 4 of the Stormwater Detention/Retention Manual, the retention basins shall be designed to be natural looking, aesthetically pleasing and have multi-use. Verify compliance with these recommendations.
12. The channel and scupper analyses do not include relevant information such as velocity, location, material, how the runoff amounts were determined, etc. Provide the required information.
13. The Drainage Report does not address water harvesting and does not demonstrate how drainage will be directed to maximize water harvesting.
14. Show all 100-year flood limits for all runoffs of 100-cfs or more on the drainage exhibits. The buildings finished floor elevations shall be based on the regulatory runoff water surface elevation.

Development Plan:

1. Complete the D (yr)-______ subdivision case number as required by D.S. 2-05.2.2.B.2.
2. Are public roads proposed with this development? If not, revise General Note #13 accordingly.
3. Provide the Basis of Bearing tie to one of the subject parcel corners (D.S. 2-05.2.3.A.).
4. The "City Engineer" signature line should be revised to read "City of Tucson DSD
5. Verify that there are no existing easements on site. Provide a recent title report for review (D.S. 2-05.2.3.B.).
6. Provide the width of Old Vail Road as required by D.S. 2-05.2.3.C.
7. Provide the width of the existing sidewalk. If the sidewalk is less than 6' wide, it shall be removed and replaced with a 6' sidewalk (Old Vail Road is an MS & R Road) (D.S. 2-05.2.3.C.). Additionally, provide the existing curb cuts information and clarify if they will be closed off (D.S. 2-05.2.3.C.).
8. The contour line elevations are covered with proposed improvements information and are not readable. Clearly show the contour line elevations (D.S. 2-05.2.3.E.).
9. Are there existing storm drainage facilities adjacent to the site (D.S. 2-05.2.3.F.).
10. Show existing 100-year flood limits for all runoffs of 100-cfs or more as required by (D.S. 2-05.2.3.I.).
11. Call out the security gate (Keynote #3) if it is existing or proposed.
12. Show all proposed easements as required by (D.S. 2-05.2.4.G.).
13. Clarify how the drainage will be conveyed from paved areas to the proposed retention and water harvesting areas (D.S. 2-05.2.4.H.2).
14. Show all proposed drainage structures including sidewalk scuppers, retention basin access ramp, roof drains and roof drainage arrows, etc. as required by (D.S. 2-05.2.4.H.3).
15. Add a general note that addresses the drainage structures maintenance responsibility, the frequency of maintenance activities and who will be conducting the maintenance inspections. Please be advised that a registered civil engineer shall be responsible for the inspections and the preparation on the required maintenance report.
16. Draw locations and indicate types of offsite runoff acceptance points and/or onsite runoff discharge points (D.S. 2-05.2.4.H.7).
17. Provide all applicable building setback lines including erosion hazard setback, retention basin setbacks and sight visibility triangles (D.S. 2-05.2.4.I.).
18. Reference Standard Detail 207 (City of Tucson/Pima County Standard Details for Public Improvements) for all proposed wheelchair ramps.
19. Demonstrate how the site runoff including roof drainage will be directed towards water harvesting areas to maximize water harvesting.
20. The treatment of any proposed slopes shall be in accordance with the recommendations of the Geotechnical Report. Provide a copy of the Geotechnical Report and verify compliance with its recommendations.
21. Provide the proposed grouted thickness on Sheet 2/3 Details.
22. Show the water depth on Detail A/2. Additionally, it appears that the retention basin requires security barriers as required by Section 4.3 of the Stormwater Detention/Retention Manual.
23. According to D.S. 2-05.2.4.H.3. and D.S. 3-01.4.4.F. 10-year flow has to be completely conveyed under sidewalks when the runoff crosses any sidewalk/walkway. Additionally, show the roof drainage proposed sidewalk scuppers where applicable. Please be advised that the 10-year flow requirement does not apply to roof drainage. 25. As per Federal ADA requirements, all wheel chair ramps shall have the Truncated Domes instead of the standard grooves, which are shown on City of Tucson Standard Detail 207. Aside from the Truncated Domes, the wheel chair ramps shall be constructed in accordance with the Standard Detail 207.
26. All proposed work in the public right of way will require a right of way excavation permit or a Private Improvement Agreement. Contact Steve Tineo of Transportation Department Permit and Codes at 791-5100 for additional information.
27. Revise the Development Plan according to the Drainage Report revisions.
28. Additional information and details might be required with the Grading Plan and the PIA plans

Landscape Plan:

1. Demonstrate compliance with water harvesting requirements.
2. Show the sight visibility triangle and demonstrate that the proposed landscaping does not conflict with the sight visibility triangles.
