1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is December 20, 2008.

2. D.S. 2-05.2.1.K Clarify what effect Development Plan D05-0044 has on this parcel and provide a copy of the approved development plan.

It appears that this access will remove three (3) vehicle parking spaces. Provide documentation that shows that by removing the three (3) vehicle parking the existing development still retains enough vehicle parking spaces to meet code. Also provide the docket and page for the easement.

9. D.S. 2-05.2.4.K The proposed pedestrian access/accessible route, sidewalk, that connects to the sidewalk along Valencia Road appears to connect into the side of a curb access ramp. Provide a detail showing how this will work, minimum slopes, etc., or relocate the sidewalk.

10. D.S. 2-05.2.4.K The pedestrian circulation/accessible route, sidewalk, located near the southwest corner of the proposed building, appears to be blocked by the proposed bicycle rack, please clarify.

11. D.S. 2-05.2.4.K All curb access ramps will require detectable warnings (truncated domes), provide a detail on the plan that shows the location for the detectable warnings per ICC/ANSI A117.1.1-2003 Section 406.13

12. D.S. 2-05.2.4.K Provide a width dimension for all sidewalks on the plan.

13. D.S. 2-05.2.4.K Per D.S. 2-08.3.1 Provide a pedestrian circulation/accessible route to the proposed dumpster and loading space locations.

14. D.S. 2-05.2.4.O Per LUC Sections 3.4.3.3, 3.4.4.1.B.1, 3.4.5.3 and 3.4.5.6 two (2) loading spaces are required for this project. One (1) 12X35 and one (1) 10x18. Zoning acknowledges that the 12x36 shown on the plan meets the requirement for LUC Sec. 3.4.5.3, provide the 10x18 required by LUC Sec. 3.4.5.6. Revised the loading zone calculation accordingly.

15. D.S. 2-05.2.4.P The handicapped vehicle parking space calculation is not correct. Per the International Building Code (IBC) Section 1106, Table 1106.1, the require number of handicapped vehicle parking spaces required is based on the total number of vehicle parking spaces provided. This said, sixty-seven (67) vehicle parking spaces provide requires three (3) handicapped vehicle parking spaces, one (1) van accessible, and two (2) accessible. Revise the calculation and provide an additional handicapped vehicle parking space on the plan.

16. D.S. 2-05.2.4.P Show the required truncated domes on the handicapped parking space detail.

17. D.S. 2-05.2.4.P Per ICC/ANSI A117.1-2003 Section 502.5 show the maximum allowed surface slopes on the detail.

18. D.S. 2-05.2.4.Q The bicycle rack shown on the does not meet the requirements of revised D.S. 2-09. Re the revised standard and revise the detail. On this detail provide materials for lighting, and paving, type of security, dimensions, specific type of rack and the number of bicycles it supports.

19. D.S. 2-05.2.4.Q The provided bicycle parking calculation is not correct. Per LUC Sec. 3.3.3.5 the required number of bicycle parking spaces is based on the total number of vehicle parking spaces provided. Since General Merchandise Sales and Food service have the same requirement for bicycle parking, eight (8) percent, fifty (50) percent Class 1 and fifty (50) percent Class 2, the required bicycle parking would be 5, two (2) Class 1 and three (3) Class 2. Revise the bicycle parking calculation and show the location of the Class 1 bicycle parking on the plan. A Class 1 detail that provides the requirements listed in comment 18 is required.

20. D.S. 2-05.2.4.Q The proposed bicycle rack shown near the southwest corner of the proposed building appears to encroach into a required pedestrian access/accessible route, sidewalk, see comment 10 above.

21. D.S. 2-05.2.4.W If applicable indicate the location and types of all proposed signs (wall, free-standing and pedestal).

22. The "BLDG. HT. ALLOWED" under the 'SITE DEVELOMENT DATA" is not correct. Per the annexation conditions the maximum height allowed is thirty-nine (39) feet. Revise the calculation.

23. As cross access and cross parking is possible for this site and the adjacent parcels to the east and west a cross access/parking agreement is recommended for the entire site.

1. Clearly show the existing drywell on the basin detail. Include information such as the well rim elevation and invert.

2. Show the maintenance access to the basin. Adjust the basin volume accordingly.

3. Clearly indicate in the details and plan view that the cut slopes of the basin will be at least two feet from the property line.

4. Provide representative existing and proposed elevations for the entire site. Provide existing contours with labels. Provide basin top and bottom elevations as various locations around the basin. Show the size that the basin will have to be in order to accommodate the side slopes, bottom widths and depth to grade.

5. Provide cross-sections throught representative axes through the property showing proposed grades.

6. The proposed spot elevations are not clearly discernable from other numbers on the plan view. Provide some clear distinction.

7. Clarify the spot elevations and water surface data in the basin detail as complared to the spot elevations in the plan view.

8. Label Valencia Road as an MS&R route and provide dedication information.

9. Provide an evaluation report on the condition and maintenance status of the drywell.

The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at:

The development plan for this project cannot be approved until a copy of this letter has been received by this office.

All Sheets: Show the jurisdiction’s case number, D07-052, in or near the title block of each sheet. This case number should be shown larger and bolder than any associated cross-reference numbers.

Sheet 1: There should be a symbol in the Legend for proposed PRIVATE BCS.

Sheet 1: You are proposing a 6” BCS to be directly connected to the 8” public sewer line. This will require a public manhole to be constructed at the point of connection.

Sheet 1: The BCS shown for the Starbucks is not marked. Also show the pipe size/length/slope and material of pipe for all proposed private sewer lines.

Sheet 1: The public sewer line in Valencia should be shown as terminating at MH 4226-06.

Sheet 1: Are you proposing to connect to an existing stubout off of MH 4226-06? If so show this clearly.

Sheet 1: Show the existing connection from the parcel to the west(140-29-043B) into the existing 6” HCS out of MH #4226-06. Joint use & maintenance agreement will be required for this parcel and a private manhole may be required at the point of connection of the two private HCS.

Sheet 2: Revise General Note #19 to read as follows:

THE ON-SITE SANITARY SEWERS WILL BE PRIVATE AND WILL BE CONSTRUCTED, OPERATED AND MAINTAINED ON A PRIVATE BASIS, AND IN ACCORDANCE WITH AN APPROVED OPERATION AND MAINTENANCE PLAN, IF REQUIRED. THE LOCATION AND METHOD OF CONNECTION TO AN EXISTING PUBLIC SANITARY SEWER IS SUBJECT TO REVIEW AND APPROVAL BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT.

Sheet 2: Fill in the blanks on General Note #21.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.
