The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

The Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the development plan as submitted.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the revised Development Plan and Drainage Statement (Stanley Engineering & Drainage, Inc., 18NOV07, revised 02JUN08 and 20OCT08). Engineering Division does not recommend approval of the Development Plan at this time. The Drainage Statement was reviewed for Development Plan purposes only. The following items need to be addressed:


DEVELOPMENT PLAN:

1) Complied.

2) Complied.

3) DS Sec.2-03.2.3.I.1: Revise the Development Plan to correctly label the 100-year floodplain limits of the regulatory wash (168 cfs) and the erosion hazard setback line that is shown on the Development Plan and within the proposed Drainage Statement. The 3rd submittal does not have the floodplain limits or the EHSB labeled correctly per the Drainage Statement or per the lines as drawn on the proposed plan.

4) Complied.

5) DS Sec.2-05.2.4.D.3: Revise the Development Plan to include 6-inch curbing (or proposed wheel stops) around the entire proposed vehicular use area. Curbing is required along the sides of the required concrete apron approach pad for the refuse container. This comment was not fully addressed at all areas of the parking lot.

7) DS Sec.2-05.2.4.G: Provide the recordation information for the proposed 15-foot utility easement that is shown on the Development Plan. The Development Plan can not be approved prior to the recordation of the easement. Not addressed on the 3rd submittal.

8) DS Sec.2-05.2.4.H.3: Revise the Development Plan to provide a detail for the proposed corrugated metal pipes (CMPs). Provide the percent slope, inlet and outlet erosion protection (due to the calculated velocities), and spot elevations at the inlet, outlet and top of PAAL, and depth of water at inlet. This information must be shown on the Development Plan, clarify that the invert elevations for the inlet and outlet of the pipes match on both sheets of the Development Plan and within the required detail. This comment was not fully addressed on this submittal.

11) DS Sec.2-05.2.4.L: Revise dimensions on Development Plan to show the required 6-foot wide sidewalk along Old Vail Road. Revise Keynote #11 to state the minimum width requirement and to clarify the R&R call out. All new development is required to install a minimum 6-foot sidewalk along MS&R street frontage adjacent to the property. A DSMR will be required for modifying the development standards to allow a sidewalk that does not meet the minimum 6-foot width requirements along Old Vail Road. The DSMR must be approved prior to Development Plan approval. All exhibits and discussion must reflect any changes made by the approved DSMR. Provide a General Note to list the DSMR number, the Development Standard being modified along with the date of DSMR approval. This comment was not fully addressed.

12) DS Sec.2-05.2.4.T: DS Sec.2-05.2.4.T: Refer to comments from Environmental Services related to the container design. The detail provided for the refuse container does not meet the minimum requirements within DS Sec.6-01 and Figure 3. Refer to Figure 3 and DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction. Specifically the width and length dimensions for the screen wall, the minimum 3,000 psi for the 5-inch concrete thickness, the required 10' x 10' approach apron and the required 10' x 10' inside clear dimension, revise.

13) DS Sec.2-05.2.4.T: Refer to Environmental Services for further comments related to the required refuse requirements. Any changes to the Development Standards will require a DSMR for the proposed modifications.

14) NEW: Revise Sheet 1 to correctly label the proposed material storage area. Plan view keynotes this area as #7 which is for a new 6-inch curb. Keynote #11 should be labeled at this location, revise.

15) NEW: Clarify keynote #3 on Sheet 2. The note calls out a 10-inch landscape border, clarify or revise as appropriate.

16) NEW: Revise the Development Plan and the proposed material storage area to meet the minimum requirements of the Land Use Code (LUC). Per the LUC Section 3.3.7.3 all areas of vehicular use (this includes areas for storage that requires access for vehicles dropping off and picking up the material) are required to be surfaced with one of the following materials; asphalt concrete, cement concrete or a penetration treatment of bituminous material and seal coat of bituminous binder and mineral aggregate. Keynote #20 calls out gravel or D.G., which does not satisfy these requirements.

GRADING PLAN:

21) Restated: DS Sec.11-01.2.1: A grading permit is required for this project. A grading plan and a grading permit application (T08BU01896) have been submitted for review and comments will be posted under a separate letter. The grading plan can only be approved after Development Plan approval and is required prior to any construction activity. A grading permit may not be issued prior to Development Plan approval.

COMMENTS:

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is 12/23/08.

2. Provide the lot split number S08-080 near the lower right corner next to the title block of all associated sheets.

3. DS 2-05.2.4.D.3 The vehicle use area as indicated on the plan is required to provide barriers to prevent driving onto unimproved portions of the site at the area used for the entrance to the trash enclosure. (see DS 3-05.2.3.C).

4. Provide recording docket and page information for the new 15' utility easement at the north corner of the property.

5. Development plan keynote #7 is indicated in the wrong location of sheet 1 or should be renumbered to #11. Revise. Show the location of keynote #7 on both sheets.
