The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

This project will be tributary to the Roger Road Wastewater Treatment Facility via the Southeast Interceptor. Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at:

The development plan for this project cannot be approved until a copy of this letter has been received by this office.

All Sheets: Show the jurisdiction’s case number, D07-0047, in or near the title block of each sheet. This case number should be shown larger and bolder than any associated cross-reference numbers.

Sheet 1: Revise General Note #33 to read as follows:

THE ON-SITE SANITARY SEWERS, EXCEPT PUBLIC SEWERS WITHIN PUBLIC SEWER EASEMENTS OR RIGHTS-OF-WAY, WILL BE PRIVATE AND WILL BE CONSTRUCTED, OPERATED AND MAINTAINED ON A PRIVATE BASIS, AND IN ACCORDANCE WITH AN APPROVED OPERATION AND MAINTENANCE PLAN, IF REQUIRED. THE LOCATION AND METHOD OF CONNECTION TO AN EXISTING PUBLIC SANITARY SEWER IS SUBJECT TO REVIEW AND APPROVAL BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT.

Sheet 1: Add a General Note that states:

Sheet 2: If you are proposing to fence off the property including the public sewer easement, a gate will be required in order to maintain access to the public sewer line. Contact Ilene Deckard of the PCWMD Development Services Section (520)740-6544.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

DSD Engineering has reviewed the development plan, landscape plan and drainage report and found them unacceptable for approval. The following comments are offered:

DRAINAGE REPORT:

1. The use of the 0.7 Contributing Area Factor has not been justified. The factor is typical of moderately urban conditions and is generally not reflective of industrial development. Please use a coefficient for industrial development.

2. Encroachment is shown in the platted floodplain shown on the plat for Rita Commerce Center (C12-95-33). General Note #12 B on said plat prohibits development in this area unless an analysis shows no increase in post-development flows. This includes any increases in flows, particularly at the UPRR culvert, that may be caused by loss of storage volume caused by encroachment. Provide an analysis showing no increase in flow or remove the encroachment from the platted floodplain.

3. Please revise the location map to reflect the location of this development, not the Direct TV site.

4. The Development Plan and Landscape Plans indicate that this development is to be phased. Please indicate that all development phases can be accommodated drainage-wise.

LANDSCAPE PLANS:

1. Sheet L3 - There is a proposed concrete channel along the eastern property line. Please indicate channel location and locate vegetation to avoid adverse effects upon the channel.

2. Sheet L4 - The development plan indicates 2 spillways into the detention basin that are not indicated on this sheet.

3. Sheet L4 -- The drainage report and development plan call out the basin bottom elevation as 52, not 53.

4. Sheet L4 - There is a proposed concrete channel along the eastern property line. Please indicate channel location and locate vegetation to avoid adverse effects upon the channel.

5. Sheet L7 - Please fill in the right-of-way width.

DEVELOPMENT PLAN:

1. General Note #5 - Please indicate the specific monumentation used. Most monumentation for the Rita Ranch Commerce Center plat was set, not found, and may not reflect the bearings shown on the plat.

2. General Note #6 - Please add that this location is found on the north side of Old Vail Road.

3. Sheet 2 - Please indicate the weir location and provide a detail for the weir (similar to that contained in the drainage report).

4. Sheet 2 - Please indicate the location of the concrete channel to be locate near the eastern property line and indicate its presence in Section 3B.

5. Sheet 2 - Please indicate the location of the slotted drain and indicate its location in Section 3A (or otherwise indicate what it'll look like).

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is 12/12/08.

2. DS 2-05.2.2.A.1 Provide the name, address, and telephone number of the developer of this project.

3. DS 2-05.2.2.B.2 Case number D07-0047 has been assigned to this development plan (DP). Please place this number in the right corner of all sheets of the development plan, landscape plan, NPPO, and any other associated sheets.

4. DS 2-05.2.4.A A tax parcel combination will be required in order combine the two lots into one lot. Provide documentation indicating that the tax parcel combination has been completed.

A covenant regarding the development and use of real property is required to be completed and recorded. Provide on the plan the recording docket and page information and provide a copy of the covenant with the next submittal. A copy of the required covenant can be obtained at the front counter at DSD.

5. DS 2-05.2.4.Q The required number of class one bicycle parking spaces is incorrect. Per LUC Sec. 3.3.4 the required number of class one spaces is 90 percent of the total required spaces. Plan indicates 8 spaces provided, 9 are required. Revise.

A 5' access aisle is required at the class two bicycle parking spaces. The plan indicates only a 4' area available for the access aisle. Turning the bicycle parking spaces 90 degrees would provide the required access aisle.

6. DS 2-05.2.4.W Indicate the locations and types of proposed signs (wall, freestanding, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Also indicate if there are existing billboards on site. Billboards will be required to meet all LUC requirements as stated in LUC Sec. 3.5.4.26. If none exists please state so.

12/11/2007 CDRC1 COT NON-DSD REAL ESTATE Denied Remove the blank Docket and Page for the combo request on page two of the development plan (center of the future development site). The lot combo request is simply a Pima County Assessors note on the tax information sheet combining parcels 141-18-5300 and 141-18-5310 and not a recorded document.

The new 6" public water line (Key note 52) should have already been submitted to Tucson Water for review as a water plan with the water line easement request being forwarded to the Real Estate Division as a Work Order.
