The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

This project will be tributary to the Roger Road Wastewater Treatment Facility via the SRWC Interceptor.
Per written guidance provided by the PCWMD Development Services Section, sufficient conveyance and treatment capacity exists in the downstream public sewerage system for this small project, and a formal capacity response letter from the PCWMD will not be required for this small project.

All Sheets: Show the jurisdiction’s case number, D07-0043, in or near the title block of each sheet. This case number should be shown larger and bolder than any associated cross-reference numbers.

Sheet 1: Add a General Note that states:

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $50.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is November 5, 2008.

2. This project was reviewed for compliance with the Land Use Code (LUC), Development Standard (DS), American National Standard Institute (ANSI) and International Building Code 2006 (IBC). Specifically, this project was reviewed for content of DS 2-05, Development plan criteria.

3. Per Zoning Administrator advisement written May 1, 2007 - the new parking lot to be developed on the vacant portion of the existing Tu Nidito site is not an expansion that will require full code compliance. This parking area expansion is to allow the Tu Nidito children's medical outpatient service to come into compliance for the parking needs of the existing use. The existing Special Exception and variance cases existing on the site will not be altered by the parking area expansion.

4. Per DS 2-05.2.1.C, please increase all type size (even on map) to a minimum of 12 point, for microfilming.

5. Per DS 2-05.2.1.D, please add Duke Drive and Prince Road to the location map.

6. Per DS 2-05.2.1.D, please add the township range and section of the location and adjacent sections to the location map.

2) DS Sec.2-05.2.1.C: Revise the Development Plan to include all lettering and dimensions to be the equivalent of twelve point or greater in size.

15) DS Sec.2-05.2.4.D.3: Revise the Development Plan to show wheel stop barrier for the parking spaces located along any adjacent pedestrian circulation paths or landscape area. The barriers are to be set at a minimum 15.5-feet to accommodate the required 2.5-foot overhang to prevent encroachment or damage to the required clear 4-foot pedestrian path and/or landscape areas.

16) DS Sec.2-05.2.4.D.3: Revise the back-up spur provided at the end of the PAAL located on the east-side of the proposed Development Plan. The spur must label the minimum 3-foot depth with a 3-foot radius at both corners. Refer to DS Sec.3-05.2.2.3.D.

17) DS Sec.2-05.2.4.D.3: Verify that the Development Plan reflects handicap access ramps with truncated domes (see ANSI 705.5. for design criteria) at all proposed handicap ramp location. Please refer to this standard and the figures provided for additional curb access ramps requirements. Revise General Note #9 to include verbiage of the required truncated domes.

18) DS Sec.2-05.2.4.G: Verify the location of all proposed utilities and provide any applicable easements for sewer, electric, water, gas, etc.

19) DS Sec.2-05.2.4.H.1: Provide a revised Hydrology Report or addendum to show the new parking lot and impervious area. Verify that the 5-year retention is still addressed due to the new asphalt for the parking lot.

24) DS Sec.2-05.2.4.O: Label and dimension the maneuverability for all required loading zones on the subject property, if applicable through the Zoning Section.

25) DS Sec.2-05.2.4.P: Provide a detail for all proposed parking spaces. A typical parking space detail shall be provided for both standards parking spaces and those for the physically disabled. Refer to DS Sec.3-05 for design criteria for parking spaces and access.

26) DS Sec.2-05.2.4.T: Provide the location with a detail for any existing or proposed refuse containers, per DS Sec.6-01.4.1.A current curbside APC collection service is in excess of the minimum allowed (DS Sec.6-01.3.2.A) and therefore must meet the above-mentioned standard. The enclosures must have a minimum inside clear dimension of 10 feet by 10 feet between the steel bollards that are required between the container and the enclosure's rear and sidewall. The inside clear dimensions must be shown from the face of the wall protectors. Refer to Figure 3 and DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction. Provide the minimum 14-ft x 40-ft clear approach to the enclosure area. Refer to Environmental Services for further clarity on refuse requirements.


DRAINAGE REPORT:

27) DS Sec.2-05.2.4.H.1: Provide a revised Hydrology Report or addendum to show the new parking lot and impervious area. Verify that the 5-year retention is still addressed due to the new asphalt for the parking lot.

28) DS Sec.2-05.2.4.H.2: Provide a discussion within the revised Hydrology Report on the proposed water harvesting area with the inlet and outlet and how flow is conveyed from the concentration point to the outlet.

29) DS Sec.2-05.2.4.H.3: Provide a discussion and calculations within the revised Hydrology Report for the proposed wall openings for Concentration Points II and III along with the riprap design as shown on the proposed Development Plan.


GENERAL COMMENTS:

Please provide a revised Development Plan, a revised Drainage Report, and a Floodplain Use Permit that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.
