Development Services Department Engineering has reviewed the received items and recommends conditional approval of the Development Plan. The condition items 1 (a-f) shall be addressed on a revised "Development Plan". The Drainage Report was reviewed for development plan purposes only. DEVELOPMENT PLAN CONDITIONS OF APPROVAL: 1) City of Tucson Development Standards (DS) Section 2-05: A Development Plan is required per the PAD. Address the following conditions of approval for the Development Plan: a) DS Sec.10-02.14.3.2: Development Plan shall have a note stating (a) the owner shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at least once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (b) that City staff may periodically inspect the drainage and detention/retention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately. Per Standards Manual for Drainage Design and Floodplain Management, the drainage area maintenance and responsibility verbiage from DS Sec.10-02.14.3.3 must be placed on the Development Plan. b) DS Sec.2-05.2.1.G.2: Provide a legal description of the project parcel in Title Block of the Development Plan. c) DS Sec.2-05.2.2.C.1. b: Assure that the following general note is added to the Development Plan: "Drainage will remain in its natural state and will not be altered, disturbed, or obstructed other than as shown on this development plan." d) DS Sec.2-05.2.1: Label each sheet as "Development Plan". A Development Plan must be on file with DSD CDRC for reference for this project. e) DS Sec.2-05.2.2.D.1: Assure that the following general note is added to the Development Plan. "All new public roads within and adjacent to this project will be constructed in accordance with approved plans. Construction plans will be submitted to the City Engineer's Office for review and approval." f) DS Sec.2-05.2.3.I.2: Show water surface elevations for OS1 and OS2 on the Development Plan plan view. 2) The following will need to be addressed when the future improvement plans are submitted for the CRC District; add as general notes if specifically addressed in PAD: a) DS Sec.2-05.2.4.W: Indicate the locations and types of any proposed signs (traffic). b) Per PAD section C-6.f, pedestrian connectivity with ADA compliant H/C ramps will be provided for any future improvements for the future entrance and customer facilities area (CRC District) as detailed in Los Reales Landfill PAD and Development Standard 2-08. c) DS Sec.2-05.3.2.A: Infiltration test results for proposed basin will be required. d) DS Sec.10-01.2.1: A drainage report with detention basin design will be required. e) DS Sec.2-05.2.4.H.3, Tucson Code Sec. 26-8(b) (2)c: When further development is proposed for this parcel, any leachate will need to be controlled on site; future basin and proposed containment of leachates or landfill runoff shall be designed for future basins at future plan submittal. f) Regarding the existing public right-of-way adjacent to the site (for Los Reales and Craycroft) the right-of-way location and width of paving, curbs, curb cuts, and any sidewalks shall be determined/confirmed in PIA review. 3) Admin.Dir.1.07-6.III.A: No construction may start until a grading permit is issued. A separate grading permit application submittal and floodplain use permit application is required for this development once the Development Plan is approved. Also, a Right-of-way Use Permit may be needed; contact TDOT Permits and Codes. Submittal of a Development Plan is required. Submit a copy of the Drainage Report, revised Development Plan, and response letter. The screening method/location and type of vegetation must be approved by the landscape reviewer. If the landscape reviewer denies the resubmittal the conditional approval by zoning is void. 1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is August 21, 2008. 2. While it appears that Karol's previous comment has been addressed, it is not clear whether some of the vegetative materials are acceptable for the required screening or the location. See the Landscape reviewer comments to ensure that the all the materials proposed for the screen are approved and the location of the vegetative screen complies with the location requirement. (Previous Comment: Per Table C.2 Landscape Borders and Screens and Exhibit C-7, a thirty (30) inch high plant screen is required along the realigned part of Los Reales Road on the south side. Please locate and label the required screen on the landscape plan.
