1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is August 21, 2007.

2. Per Table C.2 Landscape Borders and Screens and Exhibit C-7, a thirty (30) inch high plant screen is required along the realigned part of Los Reales Road on the south side. Please locate and label the required screen on the landscape plan. Indicate the type of vegetation that will be used for the screen

SUMMARY: The Development Plan, Drainage Report, and Landscape documents, were received by Development Services Department Engineering. Development Services Department Engineering has reviewed the received items and does not recommend approval of the Development Plan at this time. The Drainage Report was reviewed for development plan purposes only.

DRAINAGE REPORT COMMENTS:
1) City of Tucson Development Standards (DS) Section No.10-02: Provide registrant's sealed drainage report.
2) DS Sec.2-05.2.4.H.3: Clarify the following other drainage comments in the drainage report:
a) Clarify concentration point flowrates by providing appendix references to Los Reales Drainage Report, or other documents that provides the data, or provide all watershed calculations for each concentration point / watershed. Clarify and label existing Q100 and developed condition Q100 entering and exiting the parcel on drainage exhibit and on Development Plan.
b) DS Sec.2-05.2.3.I.2: Show water surface elevations clearly depicted on drainage exhibit. Label water surface contour intervals. The linear distance between water surface contour intervals should not exceed 200 feet.
c) DS Sec.2-08.4.1.e: Provide scupper calculation in Drainage Report, showing at minimum, that the 10-year flow is conveyed beneath the sidewalk scupper. Clarify in report as to why sidewalk terminates before connecting to Craycroft.
d) DS Sec.2-05.2.4.H.3, Tucson Code Sec. 26-8(b) (2)c: For this phase of the project, provide discussion in the drainage report regarding sediment transport through project and whether a sediment trap structure for reduction of potential sediments entering proposed basin is needed. When further development is proposed for this parcel, any leachate will need to be controlled on site; future basin and proposed containment of leachates or landfill runoff shall be designed for future basins at future plan submittal. Discussion clarifying this design consideration shall be provided in report under scope or other section of the report.
e) DS Sec.2-05.2.3.A&E: On the exhibit and within the report indicate basis of elevation and clarify datum for floodplain data as well as topography shown on plans.
f) DS Sec.10-02.2.1: State in the drainage report that the project falls within a Critical Basin Management Area watershed. Summarize detention basin requirements. If retention is proposed to be waived, state subsurface condition (adjacent to landfill) and provide discussion in report.
3) DS Sec.2-05.3.2.A: Submit a copy of the Geotechnical Engineering Investigation report that discussed suitability and feasibility of soils for proposed project. The report should discuss existing geotechnical conditions, and proposed recommendations. The report shall have minimum setbacks for basins from pavement structures. Infiltration test results for proposed basin will be required to be submitted.
4) Tucson Code Sec.26.ArticleI.5.2(4): If there is any proposed disturbance of the regulated 100-yr jurisdictional floodplain that overlaps riparian habitat area within your proposed Development Plan project site, an Environmental Resource Report (ERR) will be required to be submitted for review. The subject project shows potential areas of riparian 100-year floodplain. The ERR reflects requirements in Tucson Code Chapter 26 Article I Section 5.2.(4) which states: Development in the floodway fringe shall not unnecessarily alter riparian habitats of watercourse and adjacent bank areas. 5) Submit associated Los Reales Landfill PAD documents, including any approval of location of proposed road alignment, or street cross section design.

DEVELOPMENT PLAN COMMENTS:
6) City of Tucson Development Standards (DS) Section 10-02.14.3.2: Development Plan shall have a note stating (a) that the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and detention basins; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at least once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and detention/retention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with maintaining the drainage and detention/retention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities. Per Standards Manual for Drainage Design and Floodplain Management, the drainage area maintenance and responsibility verbiage from DS Sec.10-02.14.3.2.a-d (above) as well as DS Sec.10-02.14.3.3 must be placed on the Development Plan.
7) DS Sec.2-05.2.1.G.2: Provide a legal description of the project parcel in Title Block.
8) DS Sec.2-05.2.2: Provide general notes and clarification:
a) DS Sec.2-05.2.2.B(1, 3, 10): Assure that applicable information is provided as general notes for this section of the Development Plan standards.
b) DS Sec.2-05.2.2.C.1.a & b: Assure that applicable information is provided as general notes for this section of the Development Plan standards.
c) DS Sec.2-05.2.3: Revise general note 17 to clarify that there is no FEMA flood limits - there is local City jurisdictional floodplain. Add the words, "This project is affected by the City of Tucson Floodplain Regulations."
d) DS Sec.2-05.2.2.C.3: Add a note stating that the property has Riparian Habitat within the 100-year floodplain and the project is designed to comply with the regulation DS Sec.2-13.
e) DS Sec.2-05.2.2.D.1 & 2: Assure that applicable information is provided as general notes for this section of the Development Plan standards.
f) DS Sec.2-05.2.2.E: Add Utilities Note per this section as general note to cover sheet. "Any relocation or modification of existing utilities and/or public improvements necessitated by the proposed development will be at no expense to the public."
9) DS Sec.2-05.2.1.H: Next to the north arrow, for planviews on each sheet that has topography lines, provide contour interval with scale.
10) DS Sec.2-05.2.1: Label each sheet that is part of the Development Plan as "Development Plan" with applicable case number D07-0037 at lower right hand corner of sheet.
11) DS Sec.2-05.2.4.W: Indicate the locations and types of any proposed signs (traffic).
12) DS Sec.2-05.2.3.A: Provide site boundary information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system.
13) DS Sec.2-05.2.3.B: All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate
14) DS Sec.2-05.2.3.C: The following information regarding existing private or public right-of-way adjacent to the site (for Los Reales and Craycroft) shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.
15) DS Sec.2-05.2.4.R: Provide and dimension SVT's on plan view for Craycroft Road.
16) Show any proposed H/C ramps in sidewalk along Craycroft. State whether any ramps are needed at Early Avenue alignment.
17) If there are any proposed street section design modifications, a DSMR may be required.
18) Please acknowledge that a separate grading permit application submittal and floodplain use permit will be required for development of the site once the Development Plan is approved. Also, a Right-of-way Use Permit may be needed; contact TDOT Permits and Codes.
