This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. The Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the development plan as submitted. Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality. Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution. Development Services Department Engineering has reviewed the received items and recommends conditional approval of the Development Plan. A grading permit is required prior to disturbance of the site. The Drainage Statement was reviewed for development plan purposes only. DEVELOPMENT PLAN COMMENTS: 1) City of Tucson Development Standards (DS) Sections 2-05.2.3.I.2, 2-05.2.4.H.1: Per the labeled water surface contour intervals, the floodplain line extends into the proposed parking area on the southwest side of the building 3. Revise the floodplain limits and correct proposed spot elevations to provide positive drainage from the building through the parking area and coincide with the surface drainage arrows shown on planview. 2) DS Sec.2-05.2.3.C: The following information regarding existing public right-of-way for Country Club shall be provided: type and dimensioned width of paving, curbs, curb cuts, and sidewalks, preferably in a cross section for clarity. This information must be shown on the Development Plan. Specifically clarify, depict, and label existing, extents of existing curb, type of curb, and radii of existing curb. The response letter stated that the required information had been provided per this standard yet these items are still not addressed. Please assure that the information is provided on the development plan as this document acts as a basis from which improvements plans including PIA's and grading plans are derived and compared. 3) The following comments must be addressed at grading plan review stage: a) DS Sec.2-05.2.4.D.1: The existing 40-ft (industrial) ribbon curb at Country Club is acceptable for floodplain purposes; any vertical curb may obstruct jurisdictional stormwater runoff from the east that is to be directed to the basin; proposed design for the PIA shall not be in conflict with drainage recommendations of revised drainage report. b) DS Sec.2-05.2.4.D.1, general note 23: Discuss in Drainage Statement for grading plan submittal how any proposed curb will not obstruct jurisdictional stormwater runoff from Country Club from the east that is to be directed to the basin. c) DS Sec.2-05.2.3.E, 2-05.2.1.H: It will be necessary to provide a local benchmark for basis of elevation for this project at grading plan review stage. For the grading plan, provide a local benchmark on planview and the datum for the vertical data. Corrections must be made so that the final copy of the Development Plan addresses comments 1 and 2. Once the necessary corrections are made per on-line comments, please submit the following documents for sign-off. 1 Double Matte right-reading Océ or Photo Mylar of the COMPLETE SET of the Development Plan, Landscape Plan, and the Native Plant Preservation Plan (if part of the original submittal). AND 1 Double Matte right-reading Océ or Photo Mylar of the Development Plan. AND 1 CD that contains all of the drainage/hydrology and other reports submitted for the review and approval of this plan. The extra Double Matte right-reading Océ or Photo Mylar that you submit will be delivered to Pima County for permanent recording. Additional blackline copies will be made from the complete mylar set and distributed to various review agencies for their files. These copies will be ordered from the City's contracted print company and billed to you unless you already have an account at another printing company. Please let us know which printing company you would prefer to use and list them on your attached transmittal form when submitting your mylars to the CDRC office for sign-off approval. Your printing company will deliver the mylar and two (2) blackline copies to your office. If you are out of town you will need to contact the printing company for pick up or mailing arrangement options.
