The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at:

The development plan for this project cannot be approved until a copy of this letter has been received by this office. 2nd request.

Sheet 2: The existing public sewer line does not match what is shown in the Legend.

Sheet 3: The existing public sewer should be shown running north thru the intersection and running along Valencia north of the property. 2nd request.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the third(3rd) submittal. A check for the review fee of this submittal in the amount of $78.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of blue lines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the revised Development Plan, Drainage Statement (L.E.A.D.S., Inc., 28JUN07, revised 01NOV07) and Geotechnical Investigation Report (Forsee & Vann, Inc., 14SEP07). Engineering Division does not recommend approval of the Development Plan at this time. The Drainage Statement was reviewed for Development Plan purposes only. The following items need to be addressed:


DRAINAGE STATEMENT:

1) The results of the required 30-foot-deep boring (DS Sec.10-02.14.2.6) should be examined to determine possible causes of slow infiltration or engineering measures needed to ensure infiltration. Threshold retention requirements may be waived in certain cases when stormwater retention is not feasible due to constraints imposed by subsurface conditions. In such cases detention criteria may be imposed in lieu of threshold retention requirements. The submitted geotechnical report did not address the required 30-foot boring, the report submitted shows the deepest boring to 20-feet and does not address Auger refusal at that depth and why the 30-foot boring was not tested.

2) Dry wells are highly discouraged due to substantial drywell failure within the City of Tucson. Floodplain Ordinance Tucson Code Section 26-10(c) states: The design of a detention or retention system, as reviewed and approved by the city engineer, shall include consideration of the degree of existing development within the basin and the capacity of the downstream drainage facilities. The systems will be designed with strict conformance to the public's health, safety and welfare. The effects of recharging storm runoff and possible pollution of the groundwater shall be evaluated for all systems employing infiltration systems, such as dry wells, in order to prevent contamination of the groundwater aquifer. Dry wells designed within gas stations do not satisfy a design that is in strict conformance with the public's health, safety or with a discussion or evidence on potential pollution of the groundwater aquifer.

3) Provide a geotechnical report that specifically assesses the proposed underground stormwater retention/detention system and dry wells beneath the pavement. The geotechnical report shall state whether the chambers are subject to collapsing or whether the pavement structure would be damaged from heavy traffic loads and provide a discussion on groundwater recharge for the proposed drywells.


DEVELOPMENT PLAN:

4) DS Sec.2-03.2.3.C: The design for the intersection widening for Nogales Hwy and Valencia Road will be approved by the Engineering Division when the City of Tucson Department of Transportation gives their final approval of the development plan. Contact Tucson Department of Transportation, Jose Ortiz, for clarity.

5) DS Sec.2-05.2.3.C: Label the dimensioned r-o-w as the future or existing ½ r-o-w width for Valencia Road on the Development Plan.

6) DS Sec.2-05.2.3.C: Dimension from the centerline of Nogales Hwy the future curb and 6-foot sidewalk location to verify that there is room for this area when the future right-of-way and intersection widening is accounted for.

7) DS Sec.2-05.2.3.E: Provide the City of Tucson field book number and page with datum reference for the existing and proposed spot elevations and topography used on the Development Plan. If the City of Tucson Datum was taken off of a ALTA Survey by CEI Engineering Associates the field book number and page must still be referenced on the development plan and the survey should be provided.

8) DS Sec.2-05.2.4.D.3: Revise the Development Plan to correctly reflect the truncated domes locations at the handicap access ramps (see ANSI 705.5. for design criteria). Truncated Domes must be installed at the transition of the pedestrian circulation and vehicular use area. The development plan shows the truncated domes setback away from this transition in plan view, revise. Please refer to this standard and the figures provided for additional curb access ramps requirements.

9) DS Sec.2-05.2.4.E: Revise the Development Plan to show all right-of-way dedications, specifically the intersection widening. Label both Valencia Road and Nogales Hwy as an MS&R. Per the rezoning condition #2 please provide documentation of right-of-way dedication.

10) DS Sec.2-05.2.4.H: Dry wells are highly discouraged due to substantial drywell failure within the City of Tucson. Revise the Drainage Statement to include discussion on all requirements within DS 10-01.3.5.5 and 10-02.14.5 (1-10) for all systems, which utilize a method of subsurface disposal, i.e. dry wells and underground storage chambers. The Drainage Statement must meet or exceed the minimum criteria within both Development Standards and within the ADEQ Type 2.04 General Permit for drywells that drain areas at motor fuel dispensing facilities where motor fuels are used, stored or loaded.

11) DS Sec.2-05.2.4.K: Revise the development plan to label and dimension the minimum distance of 5-feet for the pedestrian refuge that connects the proposed buildings to Valencia Road.

12) DS Sec.2-08.4.1.A: Revise the pedestrian circulation from Nogales Hwy. It appears that the pedestrian circulation from Nogales Highway to the proposed building will be done during Phase 2. The access must be provided within Phase 1 construction to meet the requirement of DS 2-08.4.1.A incase Phase 2 is never built out.

13) DS Sec.2-05.2.4.T: Verify that the Trash Enclosure Detail on Sheet C-4 meets the minimum standards in DS Sec.6-01. Provide the minimum refuse enclosure requirements per DS Sec.6-01, Figure 3, for the required refuse enclosure dimensions and construction, refer to Environmental Services for further clarity.

14) DS Sec.2-05.2.4.U: Indicate graphically, where possible, and by notes, in all other instances, compliance with conditions of rezoning, specifically for engineering:

a) Rezoning Condition # 2- The owner/developer shall dedicate the applicable r-o-w along Valencia Road and Nogales Hwy street frontage including applicable intersection widening.
b) Rezoning Condition # 3- The owner/developer shall dedicate a 30-foot radius spandrel at the northeast corner of the site prior to development plan approval. Label and dimension the 30-foot radius on the plan.
c) Rezoning Condition # 7- Prior to Development Plan approval, the Department of Transportation shall review the project for compliance with future Regional Transportation Authority limited Parkway requirements as it applies to Valencia Road. This approval is required prior to development plan approval.
d) Rezoning Condition # 10- The owner/developer shall construct a bus pull-out/pull-through and a bus shelter on the Old Tucson-Nogales Hwy (US 89) as determined by the Department of Transportation. Provide approval for the proposed bus shelter shown on the Development Plan.
e) Rezoning Condition # 16- The owner/developer shall provide for signal improvements at the intersection of Valencia Road and Nogales Hwy not to exceed $25,000. This must be done prior to Development Plan approval, contact Thomas Weiderman at 837-6617 for further clarification.

15) A private improvement agreement (PIA) is required for the proposed work within the public right-of-way. An approved site plan is required prior to applying for a PIA. Contact the PIA Coordinator for additional PIA information at 791-5550 ext. 1107.

16) Review and approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. Refer to the following links for TDOT Forms and applications:

GEOTECHNICAL REPORT:

17) DS Sec.10-02.14.2.6: A revised geotechnical evaluation needs to be submitted for review, addressing the following:

a) Soils report should provide conformance with DS section 10-02.14.2.6 regarding 30-foot boring for the proposed retention systems, the report submitted shows the deepest boring to 20-feet, which does not address the required 30-foot.

b) Provide infiltration rates for the underground detention/retention design. If underground stormwater chambers and dry wells are proposed for the retention requirements a pre- and post percolation test will be required to assure that the system drains within the required time limit of 12-hours. A discussion on groundwater recharge is required due to the proposed dry wells.

18) Provide a revised geotechnical report, or addendum, that specifically assesses the proposed underground stormwater retention/detention system with dry wells beneath the pavement. The geotechnical report shall state whether the chambers are subject to collapsing or whether the pavement structure would be damaged from heavy traffic loads.

19) Per Page 24 of the geotechnical report the percolation test results do not reflect an underground retention system. All percolation rates must be determined to meet the minimum requirements within DS Sec.10-01.3.5.5.3, Sec.10-01.3.5.5.4, DS Sec.10-02.14.5.8, and Sec.10-02.14.5.9.


GRADING PLAN:

20) DS Sec.11-01.2.1: A grading permit will be required for this project. A grading plan and a grading permit application will be required after Development Plan approval and prior to any construction activity. A grading permit may not be issued prior to Development Plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the Development Plans

21) Please ensure that any future grading plan will be consistent with the Development Plan, Drainage Statement, and geotechnical report. Grading standards may be accessed at: http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf

22) Arizona Pollutant Discharge Elimination System (AZPDES) requirements are applicable to this project. Stormwater Pollution Prevention Plans (SWPPP) and text addressing stormwater controls for all areas affected by construction activities related to this development will be required with a grading plan submittal.
