The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

Sheet SP1.4: The MH 7169-07 should be marked as public.

Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the development plan. The required revision(s) may be shown on the Mylars.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.

1. Previous Comment: Please provide location of pedestrian connection/path to the main buildings of the El Con Mall from Pad 6. Per DS 2-08.3.1 a pedestrian connection is required to all areas within the development such as buildings, all bicycle and vehicle use areas, and all other common use areas. This path shall be an accessible route as well.

The use of pedestrian paths within the rights-of-way does not count toward on-site pedestrian connection/circulation as defined by DS 2-08.3.1. If a connection cannot be made on site then a DSMR will be required to modify this requirement.

SUBJECT: Engineering review of the El Con Pad 6 Development Plan. The activity number is D07-0029.

SUMMARY: The Development Plan and Drainage Report were received by Engineering on October 17th, 2007. Engineering has reviewed the received items and does not recommend approval of the Development Plan or the Drainage Report.

RESUBMITTAL REQUIRED: DEVELOPMENT PLAN,

APPROVED: DRAINAGE STATEMENT

Please be advised an addendum to the drainage statement will be required if scupper calculations are required.


The next submittal must address the following items:

DEVELOPMENT PLAN


1. On sheet SP1.3 indicate if the 60' ½ ROW is existing, future or coincident. Label the ROW dimension accordingly. DS 2-02.2.3.C.

The above comment is from the first review. The revisions show only the existing ROW dimension and shows a leader arrow to call out the existing/future curb location. It must be clear on the plan if the existing ROW dimension is also the future ROW dimension. To reiterate it must be clearly indicated on the plan if Broadway Blvd in this specific location is built out to the future ROW per the Major Streets and Route Plan. After researching the Department of Transportation Map Site it appears Broadway Blvd in this area is not built out to the future ROW. Verify and correct the plan appropriately.

2. Dimension the sidewalk areas surrounding the building. DS 2-08.

The above comment is from the previous review. It is acknowledged dimensions have been provided for the sidewalk located on the south side of the building that leads to the sidewalk in the ROW. However it is not clear if sidewalk is provided from the front doors of the building to the sidewalk in the ROW. Sidewalk is not provided between the loading space and building and the retention basin and building. Please clearly indicate on the plan (sheet SP1.3) pedestrian circulation with at minimum a 4' sidewalk surrounding the building.

3. Provide the location of accessible pedestrian connection/path to the main buildings of the El Con Mall from Pad 6. A pedestrian connection is required to all areas within the development such as buildings, all bicycle and vehicle use areas, and all other common use areas. DS 2-08.3.1

4. Show the direction of drainage on the roof and provide the location of roof down spouts. If downspout locations cross pedestrian circulation areas provide calculations in the drainage report and on the plan a detail for scupper sizing to show that the 10-year flow is contained under the sidewalk.

The above comment is from the previous review. It is acknowledged the response letter indicates the roof downspouts are on the west and east side of the building however it must be clear on the plan (sheet SP1.3). It is not clear where the downspouts are located. Indicate on the plan (sheet SP1.3) the location of the downspouts via keynote, leader call out, etc. Be advised if a sidewalk is provided in either location scuppers may be required.

11/21/2007 ANDY VERA ENV SVCS REVIEW Approv-Cond 1. SP1.4, Dumpster detail as shown works for single enclosure type. However, existing enclosure on site is a double wide that can accomodate for one refuse and recycle dumpster. It is highly recommended to retain existing double wide enclosure and add appropriate side wall protection and provide a 10 ft x 10 ft inside clear service area for each dumpster between the wall protection and the front gates. Enclosure detail design must include proper dimensions for double enclosure type.

2. Recommend installing a post in front of the enclosure on each side and attach the gate doors to the post. Also, gate doors be constructed of a minimum standard
"3 in. x 3 in. x 1/4 in. thick welded steel angle iron with a type B metal deck", for better durability than the proposed wood deck.

Please provide corrections on resubmittal.
