Tucson Electric Power Company has reviewed and approved the development plan submitted June 28, 2007. It appears that there are no conflicts with the existing facilities within the boundaries of this proposed development. TEP will need a full set of approved site, electrical load, paving off-site improvements and irrigation plans.

Enclosed is a copy of a TEP facilities map showing the approximate location of the existing facilities. Any relocation costs will be billable to the customer.

In order to apply for electric service, call the New Construction Department at (520) 918-8300. Submit a final set of plans including approved site, offsite and electrical load plans. Include a CD with the AutoCAD version of the plans. If easements are required, they will be secured by separate instrument. Your final plans should be sent to:

The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

1. Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at:

The development plan for this project cannot be approved until a copy of this letter has been received by this office.

2. All Sheets: Show the jurisdiction's case number, D07-029, in or near the title block of each sheet. This case number should be shown larger and bolder than any associated cross-reference numbers.

3. Sheet SPT.1A: Add a General Note that states:

THIS PROJECT WILL HAVE ______ EXISTING AND______ PROPOSED WASTEWATER FIXTURE UNIT EQUIVALENTS PER TABLE 13.20.045(E)(1) IN PIMA COUNTY CODE 13.20.045(E).

And fill in the blanks with the appropriate values.

4. Sheet SP1.1A: Add a General Note that states:

THE ON-SITE SEWERS ARE EXISTING AND PRIVATE. NO NEW SEWERS ARE PROPOSED.

5. Sheet SP1.3: Show the size of private sewer line and include sewer directional flow arrows.

6. Sheet SP1.3: Mark the sewer lines on site as private. Also mark the section of pipe running to the proposed building as private BCS and show the pipe size/length/slope.

7. Sheet SP1.3: Include the rim and invert elevations for the manholes shown on property. Also mark the manholes as private.

8. Sheet SP1.4: The sewer line section running north of MH 7169-07 should be marked as private.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $150.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is June 27, 2008.

2. Case number D07-0029 has been assigned to this development plan (DP). Please place this number in the right corner of all sheets of the development plan, landscape plan, NPPO, and any other associated sheets.

7. Please dimension sidewalk areas north, south and west abutting building.

8. Please provide location of pedestrian connection/path to the main buildings of the El Con Mall from Pad 6. Per DS 2-08.3.1 a pedestrian connection is required to all areas within the development such as buildings, all bicycle and vehicle use areas, and all other common use areas. This path shall be an accessible route as well.

9. Please show all awnings along the south side of proposed building as indicated on elevations submitted by the architect on the development plan. Provide dimensions from the awning overhang to the existing/future curb location. Along street property lines roof overhangs or open structures may extend two (2) feet into the required perimeter yard.

10. Per DS 2-08.4.1.B a sidewalk will be provided adjacent and parallel to any PAAL on the side where buildings are located. This would require the sidewalk to be extended along the west side of the proposed building. Please provide.

11. Bicycle parking provided on the DP does not meet the requirements of revised DS (Development Standard) 2-09. Per DS 2-09.4.1 Class 2 bicycle parking facilities will be located no more than fifty (50) feet from the main building entrance(s) and will be along the front side of the building as well as along other sides of the building that has an entrance. Bicycle access through the development will be separate from the pedestrian ways. Vehicular access may be used as bicycle access. Bicycle access to a parking facility may cross a pedestrian way at a right angle (DS2-09.3.2).

12. Please provide a detail of the proposed class 2 bicycle parking spaces. Single rack spaces placed in a row will allow a minimum of seventy-two (72) inch lengths per bicycle parking space and a minimum of thirty (30) inches between spaces of racks. A five (5) foot wide access aisle measured from the front or rear of the seventy-two (72) inch long parking space will be provided beside each row. Lighting will be provided such that all facilities are thoroughly illuminated and visible from adjacent sidewalks, parking lots, or buildings, during working hours. The surface of the facility can be surfaced the same as for motor vehicle parking or with a minimum of one (1) inch thickness of one-fourth (1/4) inch aggregate material.

13. Please provide a detail of accessible ramp from the access aisle. Curb ramps shall be a minimum of three (3) feet in width, exclusive of flared sides. The adjacent surfaces at transitions at curb ramps to walks, gutters and streets shall be at the same level. All slopes are to be indicated on the plan/plat and associated details.

SUMMARY: The Development Plan and Drainage Report were received by Engineering on June 28th, 2007. Engineering has reviewed the received items and does not recommend approval of the Development Plan or the Drainage Report.

RESUBMITTAL REQUIRED: DEVELOPMENT PLAN,

APPROVED: DRAINAGE STATEMENT

Please be advised an addendum to the drainage statement will be required if scupper calculations are required.

GENERAL COMMENTS

1. The Drainage Report was reviewed for Development Plan purposes only.

2. A Grading Plan and Permit could be required.

3. Proposed developments exceeding 1 acre of disturbance are subject to AzPDES requirements.

4. Proposed fills in excess of two feet above existing grade at any location in the outer one hundred feet of the developing site adjacent to residentially zoned property require the procedure outlined in Development Standards 11-01.8.1. This process must be complete prior to Grading Plan approval.


The next submittal must address the following items:

DEVELOPMENT PLAN

1. Provide the assigned activity number to the lower right hand corner of each sheet of the development plan package. DS 2-05.2.2.

2. Provide the following note per DS 2-05.2.2.D.2., "No structure or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Development Standard 3-01.0."

3. Indicate if the 60' ½ ROW is existing, future or coincident. Label the ROW dimension accordingly. DS 2-02.2.3.C.

4. Include on the development plan estimated cut and fill quantities. If cut and fill quantities equal zero, please note on the plan. DS 2-02.2.1.A.17.

5. Dimension the sidewalk areas surrounding the building. DS 2-08.

6. Provide the location of accessible pedestrian connection/path to the main buildings of the El Con Mall from Pad 6. A pedestrian connection is required to all areas within the development such as buildings, all bicycle and vehicle use areas, and all other common use areas. DS 2-08.3.1

7. Indicate on sheet SP1.3, in keynote 9, that truncated domes will be utilized.

8. Handicap curb access ramps are required to be constructed with truncated domes, per recent a Federal ADA requirement. Show a detail to the plan indicating all public and private handicap curb access ramps will have truncated domes.

9. Show solid waste provisions for Pad 6. Refer to Development Standard 6-01 for commercial provisions.

10. Show the direction of drainage on the roof and provide the location of roof down spouts. If downspout locations cross pedestrian circulation areas provide calculations in the drainage report and on the plan a detail for scupper sizing to show that the 10-year flow is contained under the sidewalk.
