The Development Plan (DP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Development Plan:

1. Please include a response letter to the comments along with the corrected copies of the DP.
2. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207. Dimension all truncated domes as a min. 2' wide.
3. Incorporate water harvesting into the DR by showing where the water harvesting areas will be with depressed curbs and/or scuppers.
4. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10. Show exist. SVT at the corner of Cam. De Café and Cam. Abril. Also Cam. De Café is not on the the Major Streets and Routes (MS&R) Plan.
5. Show all points of egress and ingress including locations and width of driveways and parking area access lanes (P.A.A.L.) per D.S. 2-02.2.1.11.
6. Fully-dimensioned loading space(s) and maneuvering area(s) per D.S. 2-02.2.1.14. Show how the refuse vehicle services the refuse enclosure.
7. Please provide Drainage patterns and finished grades per D.S. 2-02.2.1.16. Show how the stormwater enters the water harvesting areas.
8. Add a depressed landscaped maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DP.
9. Show all fences, walls, or vegetation for screening and sight visibility by type, material, height, location and spacing per D.S. 2-02.2.1.27.
10. Show the Development plan number (D07-0027) on all sheets per D.S. 2-02.2.1.29.
11. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information. Provide documentation from Permits and Codes for the use of driveway aprons instead of curb returns and for the number and placement of the driveways.
12. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the D/W, if applicable.

Drainage Report:
1. Please include a response letter to the comments along with the corrected copies of the DR.
2. This review was performed for Development purposes only. Final review and acceptance will be at the grading plan stage.
3. Stormwater cannot directly discharge into the public right-of-way, the stormwater must drain into water harvesting areas prior to discharging into the public right-of-way.
4. Incorporate water harvesting into the DR by showing where the water harvesting areas will be with depressed curbs and/or scuppers.
5. Show where sidewalk scuppers will be used and call out COT detail number.

The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at:

The development plan for this project cannot be approved until a copy of this letter has been received by this office.

All Sheets: Show the jurisdiction’s case number, D07-027, in or near the title block of each sheet. This case number should be shown larger and bolder than any associated cross-reference numbers.

Sheet 1: Add a Permitting Note that states:

A PROJECT CONSTRUCTION PERMIT MUST BE SECURED FROM PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT BEFORE BEGINNING ANY WORK ON THIS PROJECT.




Sheet 2: The distinction between existing and proposed sewer line is not adequate. The line types are too similar.

Sheet 2: The size of pipe for the existing public sewer line should be shown on plan.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

Tucson Electric Power Company (TEP) has reviewed the plan submitted July 2, 2007. TEP is unable to approve the plan at this time. There are existing electrical facilities within the boundaries of this project. In order for TEP to approve the plan the facilities and easements must be depicted on the plans.

Enclosed is a copy of a TEP facility map showing the approximate location of the existing facilities. All costs associated with the relocation of the facilities in conflict will be billable to the developer.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is 07/23/08.

2. DS 2-05.2.1.D Provide on the location map the street names for Camino De Café and Camino Abril.

3. DS 2-05.2.2.B.3 Remove from the building footprint the "Proposed Warehouse" as this does not meet any of the listed proposed uses.

4. DS 2-05.2.3.B The trash enclosure appears to be inside of the indicated 15' public electric easement. Provide documentation from TEP allowing the structure to be built over the easement or relocate the trash enclosure.

5. DS 2-05.2.2.B.2 This project has been assigned the case number D07-0027. List the case number in the lower right corner next to the title block of all plan sheets including the Landscape and NPPO sheets.

6. DS2-05.2.4.D.3 At the northwest corner of the building the handicap ramp and sidewalk is required to have a radius of a minimum 5' or 18' if the PAAL is designated as fire lanes or are used as access lanes for refuse collection or loading zones. See DS 3-05.2.1.C.3.a & .b. See engineering comments.

The backup spur located near the southwest corner of the building is required to have 3' minimum distance provided between the backup spur and any obstruction over 6" in height. See DS 3-05.2.2.D

7. DS 2-05.2.4.K A continuous pedestrian circulation path is required to connect all public access areas of the development and the pedestrian circulation path located in any adjacent streets. See DS 2-08.3.1. If pedestrian circulation is going to be through the building clearly indicate such. Clearly indicate the location of all entrances to the building.

Provide a detail of each type of handicap ramp including dimensioned widths and lengths, slopes, aprons, depths and widths of truncated domes. (minimum depth of 24" for truncated domes)

On detail A sheet 3 by the location of the truncated domes it appears the sidewalk is flush with the access aisle. The note on the detail indicates a ramp per COT standards. Clarify.

8. DS 2-05.2.4.O Indicate the vehicle maneuverability for the loading zone. See engineering comments.

9. DS 2-05.2.4.P Indicate on detail A of sheet 3 , the handicap parking space, the maximum slope of the parking space and access aisle as being 1:48 as per ANSI 117.1-2003 Sec. 502.5.

10. DS 2-05.2.4.P Please provide on the plan view detail and on the site plan for the proposed class 2 bicycle parking spaces a five (5) foot wide access aisle measured from the front or rear of the seventy-two (72) inch long parking space will be provided beside each row. Lighting will be provided such that all facilities are thoroughly illuminated and visible from adjacent sidewalks, parking lots, or buildings, during working hours.

Bicycle parking provided on the DP does not meet the requirements of revised DS (Development Standard) 2-09. Per DS 2-09.4.1 Class 2 bicycle parking facilities will be located no more than fifty (50) feet from the main building entrance(s) and will be along the front side of the building as well as along other sides of the building that has an entrance. Bicycle access through the development will be separate from the pedestrian ways. Vehicular access may be used as bicycle access.

11. DS 2-05.2.4.W If applicable, indicate the locations and types of proposed signs (wall, freestanding, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Also indicate if there are existing billboards on site. Billboards will be required to meet all LUC requirements as stated in LUC Sec. 3.5.4.26. If none exists please state so.

12. In note #21 revise to the correct AEZ criteria. This project is not in a AHD-2 but is in the ADC-2 portion of the AEZ overlay.

13. Depending on changes to the plan and responses to the above comments further comments may be forth coming.
