The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


Add a General Note that states:

THE ON-SITE SANITARY SEWERS WILL BE PRIVATE AND WILL BE CONSTRUCTED, OPERATED AND MAINTAINED ON A PRIVATE BASIS, AND IN ACCORDANCE WITH AN APPROVED OPERATION AND MAINTENANCE PLAN, IF REQUIRED. THE LOCATION AND METHOD OF CONNECTION TO AN EXISTING PUBLIC SANITARY SEWER IS SUBJECT TO REVIEW AND APPROVAL BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT.

Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the development plan. The required revision(s) may be shown on the Mylars.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.

COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is February, 07, 2009.

Add the site address of the development on teh cover sheet.

2. The General Manufacturing use falls under the "Industrial Use Group Section 6.3.6" category not Commercial. Please revise the note accordingly. DS 2-05.2.2.B.2

3. Per DS 2-05.2.2.B.7, If the property is subject to annexation requirements, provide the Planning Department's applicable C9-__-__ annexation file number, preferably in the lower right corner of the plan. Also list the conditions of development as a note. The case number has been listed as required. List the conditions of development preferably on the cover sheet. DS 2-05.2.2.B.7

4. Delineate the AEZ - ADC-2 and ADC-3 line on the plan. The line appears to affect a small portion of lot 3. General note 18 should include information that states that lot 3 is affected by the AEZ overlay specifically ADC-2 and ADC-3. Add the requested information to general note 3 and add the ADC-2 and ADC-3 line on the plan. DS 2-05.2.2.B.10

5. Provide copies of the recorded lot combo covenant and the Pima County assessor's parcel combo with the next submittal. DS 2-05.2.4.A

6. Per DS 2-05.2.4.N - On the drawing, show the locations and footprints of all structures. Label the heights and dimensions. The main building and the both covered loading areas must be labeled with the building footprint dimensions. DS 2-05.2.4.N

7. The parking calculation must be revised to include the new storage area. Based on the 38,818 square feet as noted on the plan, and additional 78 parking spaces will be required of which three of the required 78 spaces must be disabled parking spaces. Revise the parking calculation to reflect the additional spaces and disabled parking. The drawing must be revised to depict the location of the additional parking spaces required. DS 2-05.2.4.P

8. As a result of the additional vehicle parking spaces required the number of class one and class two bicycle parking spaces or facilities will increase. Revise the bicycle parking calculation to reflect the number of class one and class two spaces needed.

Per DS 2-05.2.4.Q Show, on the drawing, off-street bicycle parking locations, including materials for lighting and paving, type of security, dimensions, specific type of rack and the number of bicycles it supports, and the location and type of directional signage, and distance (50 feet max allowed) from the main entrance to the class two facilities. When adjacent to pedestrian paths, indicate the width of clearance available for the pedestrian area. For specifics, refer to Development Standard 2-09.0. Provide, as a note, calculations on the number of bicycle spaces required and the number provided.

9. Indicate the location, size, height, and type of all existing or proposed freestanding signs, including existing billboards. DS 2-05.2.4.W

10. See landscape reviewer comments related to landscaping and screening requirements. DS 2-05.2.4.X

11. Per an interpretation made by the Zoning Administrator, the surface areas for proposed storage areas may be treated with a minimum of two inches of compacted gravel. If this is the case for this development a note is to be added to the plan stating that the storage areas as defined on the plan will only be accessed by forklift vehicles. Add an additional keynote for the surface treatment. If materials other than gravel are proposed indicate the material type. Approval for materials not listed in the LUC may or will require approval by the Zoning Administrator.

If vehicles other than forklifts will be accessing the storage area the vehicular use must be paved per LUC section 3.3.73 surfacing requirements. Additional comments may be forthcoming on this issue based on revised plans.

If the storage is not to be accessed by vehicles other than forklifts provide barriers to keep vehicles off the storage area. Draw and label the type of barrier proposed i.e., extruded curbing, fence etc.
