The Development Plan (DP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Development Plan:

1. Please include a response letter to the comments along with the corrected copies of the DP.
2. This project is in a balanced basin and requires retention as well as detention. A current DR is also required.
3. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207.
4. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10.
5. Show all points of egress and ingress including locations and width of driveways and parking area access lanes (P.A.A.L.) per D.S. 2-02.2.1.11. Show a cross-section of a typical area of the P.A.A.L.
6. Show the limits of the 100-year floodplain and water surface elevation per D.S. 2-02.2.1.15.
7. Please show dimensioned right-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way per D.S. 2-02.2.1.19.
8. Add the basin(s) maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DP.
9. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21.
10. Location and orientation of existing major physical features, such as railroad tracks and drainageways per D.S. 2-02.2.1.22.
11. Show Development plan number (D07-0023) on all sheets per D.S. 2-02.2.1.29.
12. Show refuse container location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32 and D.S. 6-01.0. There must be a clear area of 10'x10' inside the refuse container from side to side and front to back.
13. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
14. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the D/W, if applicable.
15. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice.
16. List the consulting engineer and the owner/developer on the plans with the pertinent information.
17. Add note: "Depress all landscaped areas 6" maximum for water harvesting".
18. A Stormwater pollution prevention plan is required. Contact Paul P. Machado at 791-5550 x1193 for additional information.
19. "A grading permit and Stormwater Pollution Prevention Plans (SWPPP's) will be required for this project. Submit 3 sets of grading and SWPPP's with text, upon completion and submittal of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans".
20. The Basis of Bearing called out on the plans does not seen to match the plat of Rita/Brown. Address as necessary.

Drainage Report:
1. The DR submitted is for the entire Rita Ranch Industrial, lots 1-42, submitted in 2002. A new and separate DR for the two lots being developed will be required.
2. This project is in a balanced basin.
3. The DR will include calculations pertaining to retention as well as detention.
4. A Drainage report is required for any site greater than one acre in size or for any site subject to detention requirements…..per S.M.D.D.F.M., chap. II, 2.1.2.
5. The content and format of the Drainage Report should follow S.M.D.D.F.M., chap. II, 2.2.
6. Show the project address or administration address on the cover sheet of the DR.
7. If applicable, add the basin(s) maintenance responsibility note and checklist per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DR.

The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at:

The development plan for this project cannot be approved until a copy of this letter has been received by this office.


All Sheets: Add the case number, D07-0023, to the title block of each sheet. This number should be shown larger or bolder than any cross reference numbers. No wastewater review fees will be charged for sheets where this is the only required revision.

Sheet C1: Revise Note #14 so that it states:

THIS PROJECT WILL HAVE ______ EXISTING AND______ PROPOSED WASTEWATER FIXTURE UNIT EQUIVALENTS PER TABLE 13.20.045(E)(1) IN PIMA COUNTY CODE 13.20.045(E).

And fill in the blanks with the appropriate values.

Sheet C1: Add a General Note that states:

ANY WASTEWATER DISCHARGED INTO THE PUBLIC SANITARY SEWERAGE SYSTEM SHALL MEET THE REQUIREMENTS OF THE INDUSTRIAL WASTE ORDINANCE (PIMA COUNTY ORDINANCE NO. 1991-140, AS AMENDED).

Sheet 1: Add a Permitting Note that states:

A PROJECT CONSTRUCTION PERMIT MUST BE SECURED FROM PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT BEFORE BEGINNING ANY WORK ON THIS PROJECT.

Sheet C2: Show the public and private sewer lines using different line-types, so that they can readily be distinguished from each other. Also, show and describe examples of these different linetypes in the legend on Sheet 1.There should also be a difference between the existing and the proposed sewer line as well.


Sheet C2: The IMS #’s for all existing manholes need to be shown on plan. Also the existing sewer line/manholes need to be marked as public and the plan # for the public sewer line should be shown. Show directional flow arrows on existing public sewer and private HCS.

Sheet C2: The size/length/slope and material of HCS needs to be shown on plan.

Sheet C2: Revise the plan to show cleanouts w/ rim and invert elevations at all bends in HCS. Also there should be a cleanout symbol in the legend on Sheet 1.

SheetC 2: Revise the plan to show where the existing public sewer goes from sta. 150 on Camino de Café.

The BCS needs to show size/slope/length and material. Also cleanouts need to be clearly marked w/rim and invert elevations. There should be a cleanout at every bend. The method of connection to the existing sewer should be shown.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the 2nd submittal. A check for the review fee of this submittal in the amount of $100.00(made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

22. All sidewalks are to be accessible and are to be flood free for all storm discharges of up to ten (10) year flood event. The adjacent surfaces at transitions at curb ramps to walks, gutters and streets shall be at the same level. All slopes are to be indicated on the plan/plat and associated details.

24. Per LUC Sec. 3.4.3.3, the required calculation for the required number of off-street loading spaces is based on the proposed land use and the size of the project which includes the GFA of the use and any outdoor area dedicated to the use, but excluding vehicle use areas. Areas within covered loading area and outdoor concrete pads if dedicated to the use as storage or work area must be included in the off-street loading calculation. This may require addition spaces be provided. Please respond and revise as necessary.

25. Per DS 2-09.4.1 Class 2 bicycle parking facilities will be located no more than fifty (50) feet from the main building entrance(s) and will be along the front side of the building as well as along other sides of the building that has an entrance. Bicycle access through the development will be separate from the pedestrian ways. Vehicular access may be used as bicycle access. Bicycle access to a parking facility may cross a pedestrian way at a right angle (DS2-09.3.2). Lighting will be provided such that all facilities are thoroughly illuminated and visible from adjacent sidewalks, parking lots, or buildings, during working hours. The surface of the facility can be surfaced the same as for motor vehicle parking or with a minimum of one (1) inch thickness of one-fourth (1/4) inch aggregate material. Please indicate on the plan compliance to these requirements.

DS 2-15.3.1.A. The list shall include the identification number, genus and species, size and ratings for viability and transplantability.

2) Native Plant Viability and Transplantability Status shall be determined for each native plant.
A rating for each plant is required. Separate ratings are required for each category. Revise the plant inventory list. DS 2-15.3.2

3) At least thirty (30) percent of each species of Viable Protected Native Plant shall be preserved-in-place or salvaged and transplanted on-site. Revise the plans as necessary to comply. LUC 3.8.3.A.3

4) All Protected Native Plants that require tagging and flagging shall be addressed per
DS 2-15.5.0. Revise the notes to correspond with City standards.

5) All Viable Protected Native Plants shall be tagged with an embossed metal,
or approved equal, inventory number. Add appropriate notes to the plans.

6) Revise the landscape plan to include the location and purpose of utility easements and other easements. Trees and shrubs are to be selected and located so that, at maturity, they do not interfere with existing on-site or off-site utility service lines or utility easements. Maintain appropriate setbacks from utility installations. LUC 3.7.2.6.B, DS 2-07.2.2.E.1

7) All plant material used for landscaping shall be selected from the Drought Tolerant Plant List in Development Standard 2-16.0. per LUC 3.7.2.2. Abronia villosa is no longer on the list and may only be used in oasis areas as described in LUC 3.7.2.2.C.3

8) Revise the notes for landscape requirements on sheet L-1 to reflect compliance with the current code requirement for canopy trees in vehicular use areas. LUC 3.7.2.3.A.1

9) Refer to table LUC 3.7.2-I for screening requirements applicable to loading areas. Show any required screening and define the loading areas on the landscape plans.

A. Must provide a 10 ft. inside clear service area between the side wall protectors and between the rear wall protectors and the front gates. DS 6-01.4.1.B & 6-01.4.2.C.2. Recommend a 6 inch minimum separation between the wall and the wall protectors (steel pipes).
B. Enclosure gates are not required if compound is screened from public and adjacent business view. However, if gates are installed details will require annotation of "positive locking with (bayonet) anchors for securing gates in the open position during service and when closed.
DS 6-01.4.2.C.4
Recommend installing the gates to the face of the CMU wall or post with the ability to open a minimum of 180 degrees.

2. DP demonstrates adequate access and maneuverability within the development and service area.
