11/26/2007 | STEVE SHIELDS | ZONING | REVIEW | Denied | CDRC TRANSMITTAL TO: Development Services Department Plans Coordination Office FROM: Steve Shields Lead Planner PROJECT: Hilton Garden Hotel @ Park Place D07-0018 Development Plan (3rd Review) TRANSMITTAL DATE: September 26, 2007 DUE DATE: October 05, 2007 COMMENTS: Please resubmit revised drawings along a separate response letter for zoning, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is April 30, 2008. 2. This comment was not addressed, provide a dimension for the width of the drop off area. D.S. 2-05.2.4.D.3 Provide a dimension for what appears to be a pedestrian drop of area located along the west side of the building. 3. This comment was not fully addressed. Zoning acknowledges that truncated domes are shown in the vehicle use area along the drop off area. Per ICC/ANSI A117.1-2003 Sec. 406.13.1 truncated domes are required at flush surfaces. D.S. 2-05.2.4.D.3 It appears that the area curb and side are flush with the pavement along the drop of area located along the west side of the building. Detectable warnings (truncated domes) will be required along the entire area where curb and sidewalk are flush with pavement. ICC/ANSI A117.1-2003 Sec. 406.13.1 4. D.S. 2-05.2.4.K Zoning acknowledges the new location for the handicapped vehicle parking spaces along the west side of the building. Demonstrate how the handicapped will gain access from the handicapped vehicle parking spaces access isles to the proposed crosswalk. The area shown as a crosswalk within the landscape island is required to be a sidewalk with truncated domes. Also there is a light pole shown directly within the accessible route within this landscape island, provided dimensions so that zoning can verify that a minimum four (4) foot sidewalk width is maintained. It appears that there is a handicapped access ramp at the east end of the crosswalk, keynote 23 calls for a scupper, please clarify. Provide slopes for the crosswalk area on the site plan. 5. D.S. 2-05.2.4.P Zoning acknowledges that wheel stops are shown on the plan and detail 2, provide a dimension that meets the minimum requirements of D.S. 3-05.2.3.C.2 on the plan and/or detail. 6. D.S. 2-05.2.4.P It appears the proposed handicapped sign shown on the detail 2 obstructs the 2'-6" vehicle overhang, provide a dimension that clearly shows the overhang is not obstructed or relocate the sign. 7. D.S. 2-05.2.4.P Keynote 5, Handicapped signs, indicates that handicapped signs are to be installed directly west of the main entrance of the hotel but not at the handicapped vehicle parking spaces, please clarify. 8. D.S. 2-05.2.4.P The parking calculation shown on sheet 1 show 148 vehicle parking spaces provided but only 147 are provided on the plan, please clarify. 9. There appears to be a lot split proposed for this project. There is what appears to be property lines around the building, please clarify. If some type of lot split is proposed contact the Zoning Administrator to clarify what type of procedure will be required to split this property. 10. Ensure that all changes to the development plan are reflected on the landscape & grading plan. 11. Additional comments may be forth coming depending on how each comment has been addressed. If you have any questions about this transmittal, please contact me at Steve.Shields@tucsonaz.gov or (520) 837-4956. All easements shall be drawn on the plan and include recordation information. All recordation information will need to be provided on development plan prior to approval. 8. Add to Zone X (Shaded -100 year). Zone X can also be unshaded and 500-year so it is important to differentiate. 9. Complied 10. The PAAL cross-section 13/4 shows a slope of more then 5%. This is too steep for handicap accessibility. Either relocate the handicap parking spaces to a location that provides an accessible route or revise the PAAL to a 2% slope.
