The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

The Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the development plan as submitted.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.

SUMMARY: The Engineering Division of Development Services Department has received and reviewed the proposed development plan and Drainage Statement (Southwestern Consulting Engineers, LLC, 04APR07). Engineering does not recommend approval of the development plan. The drainage statement was reviewed for development plan purposes only. The following items need to be addressed prior to approval:


DEVELOPMENT PLAN:

1. DS Sec.11-01.9: Clarify in cross-section (K) that minimum 2-foot setback from property lines to the proposed limits of grading and proposed water harvesting area fill slopes are labeled as undisturbed area. Current dimension shows 2% slope and does not indicated if the slope reflects existing or future conditions. Call out 2-foot setback as undisturbed area.
2. Refer to zoning for comments in reference to truncated domes.

GRADING PLAN:

1. Provide area of disturbance on sheet one and include area located within right-of-way. Be advised that all construction disturbances are to be included in the area calculation.

2. Arizona Pollutant Discharge Elimination System (AZPDES) requirements may be applicable to this project. Stormwater Pollution Prevention Plans (SWPPP) and text addressing stormwater controls for all areas affected by construction activities related to this development will be required with a grading plan submittal. COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Previous Comment: A sidewalk will be provided adjacent to any parking space accessed by a PAAL where the space is located on the same side of the PAAL as any building. A DSMR would be required to substitute a striped pedestrian refuge for a four (4) foot sidewalk.

Once the DSMR is approved please add the DSMR case number in the lower right corner of all sheets of the development plan, landscape plan, and NPPO. As a note provide the DSMR case number, conditions of approval if any, and date of approval. The development plan cannot be approved until the DSMR has been approved.

2. The truncated domes provided are to be installed so that the domes are placed in the direction of travel and extend the full width of the access aisle. The domes shall be located so the edge nearest the edge of the access aisle is six (6) inches to eight (8) inches from edge pedestrian path to indicate that a person is leaving the pedestrian path and entering onto the vehicle use area. Please revise the DP plan view and detail E/3 adding truncated domes.

3. Please demonstrate that a delivery vehicle can maneuver in and out of the required off-street loading space on site. The loading space shall be designed so that the delivery vehicle can be maneuvered in and out of the loading space. The size of the maneuvering area shall be based on national standards for turning radii required of the vehicles for which the loading space is designed. By the proposed location it does not appear that this can be accomplished.
