The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at:

The development plan for this project cannot be approved until a copy of this letter has been received by this office.


All Sheets: Add the case number, D07-0016, to the title block of each sheet. This number should be shown larger or bolder than any cross reference numbers. No wastewater review fees will be charged for sheets where this is the only required revision.

Sheet 1& 2: Show the public and private sewer lines using different line-types, so that they can readily be distinguished from each other. Also show and describe examples of these different line types in the legend on Sheet 1. Also the line types between existing and proposed should be readily distinguishable.

Sheet 1: Add a General Note that states:

THIS PROJECT WILL HAVE ______ EXISTING AND______ PROPOSED WASTEWATER FIXTURE UNIT EQUIVALENTS PER TABLE 13.20.045(E)(1) IN PIMA COUNTY CODE 13.20.045(E).

And fill in the blanks with the appropriate values.


Sheet 2: The IMS #’s for all existing manholes need to be shown on plan. Also the rim and invert elevations need to be shown and the existing sewer line/manholes need to be marked as public. Some of the information for the existing sewer G-137 appears to be inaccurate. For instance the sewer line west of the project on Santa Rita is an 8” pipe w/ slope of 0.5%. Revise the existing public sewer information as required.

Sheet 2: In some cases the sewer segment length/slope are not clear as to what sewer segment is being referred to, please revise.

Sheet 2: When calling out the existing sewer state PER PLAN G-137.

Sheet 2: Show the rim and invert elevations for proposed cleanout and it is unclear per the plan if the HCS exists or is proposed, please clarify. Also the BCS from cleanout to building should be a minimum of 2% slope and show the directional flow arrows.

Sheet 2: A Joint Use and Maintenance Agreement, between the proposed (5)new buildings will need to be recorded for the shared private sewer line, before this office will be able to approve this development plan. Prior to signature or recordation, this agreement must be reviewed and approved by Ms. Ilene Deckard of the PCWMD Development Services Section. Also, this property may need to grant a private sewer easement over the shared sewer line. Please contact Ms. Deckard about this matter as soon as possible. She can be reached at 740-6544.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the 2nd submittal. A check for the review fee of this submittal in the amount of $200(made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the proposed development plan and Drainage Statement (Southwestern Consulting Engineers, LLC, 04APR07). Engineering does not recommend approval of the development plan at this time. The drainage report was reviewed for development plan purposes only. The following items need to be addressed:

DEVELOPMENT PLAN: Any changes to the development plan due to Zoning Comments may cause additional engineering comments to be generated at the next resubmittal.

1) DS Sec.2-05.2.1.C: Verify that 12-point font is used throughout the development plan. Specifically within the Vicinity Map located on Sheet 1.

2) DS Sec.2-05.2.1.K: The correct development plan number (D07-0006) may be added to the lower right hand corner of the plan on all sheets.

3) DS Sec.2-05.2.2.A.1: Provide the telephone number for the Owner/Developer that is shown on Sheet 1.

4) DS Sec.2-05.2.3.B: Verify that all easements are shown on the development plan.

5) DS Sec.2-05.2.3.C: Provide the right-of-way (r-o-w) recordation information for Santa Rita Ave, Mountain Ave, and 21st Street. Label and dimension the r-o-w width for both Mountain Ave and 21st Street on the development plan.

6) DS Sec.2-05.2.4.D.3: Label and dimension all points of egress and ingress for the subject parcel. Refer to the Transportation Access Management Guidelines for the minimum driveway width requirements.

7) DS Sec.2-05.2.4.H.2: Review and approval from TDOT Permits and Codes for all proposed improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. Contact Steve Tineo at 741-3115 for all right-of-way requirements and permit applications.

8) DS Sec.2-05.2.4.H.3: The scuppers proposed under the sidewalk must be designed and constructed to convey the 10-year flood flow. Provide a revised drainage statement showing scupper calculations and design that demonstrate that the 10-year flood flow is contained under the sidewalk.

9) DS Sec.11-01.9: Revise the grading plan to provide cross sections at all property boundaries to verify that the required 2-feet setback from property lines to the proposed limits of grading and proposed water harvesting area fill slopes have been met. Provide sufficient room to allow for the 2-feet setback from property lines to top of and toe of fill slopes.

10) DS Sec.11-01.2.1: Provide estimated cut and fill quantities on the development plan for grading plan purposes.

DRAINAGE REPORT:

11) Provide a discussion within the revised drainage statement that addresses localized street flooding. Due to previous drainage complaints and past site inspections of the area it has been noted that the roads act as collector channels for all storm events. Verify that this localized drainage does not effect the subject property and that all flows are contained within the adjacent streets or proposed water harvesting areas.

12) DS Sec. 3-01.4.4.F: Provide a revised drainage report showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk at all scupper concentration points. Provide details and dimensions in plan view for the scuppers on the proposed development plan.

GRADING PLAN:

13) DS Sec.11-01.2.1: A grading permit may be required for this project depending on the cut and fill quantities provided at resubmittal. If fill quantities exceed 50 cubic yards a grading plan and a grading permit application will be required after development plan approval and prior to any construction activity. A grading permit may not be issued prior to development plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the development plans

15) Arizona Pollutant Discharge Elimination System (AZPDES) requirements are applicable to this project.
