The Development Plan (DP) cannot be approved as submitted. Please address the following review comments prior to the next submittal. Development Plan: 1. Please include a detailed response letter to the comments along with the corrected copies of the DP. 2. It appears that the revisions to the DP shown are not drawn on the originally approved DP but are instead shown on a different copy of the DP with the registrants seal and the City of Tucson CDRC office approval stamp photocopied and affixed to the plan. All revisions must be shown on the originally approved stamped DP with the original stamps not copied and affixed. 3. FYI - Per AzTBR Statute 32-125.D: "It is unlawful for any nonregistrant to cause or permit the illegal use of a registrant's seal, signature or stamp on any document prepared by the nonregistrant." Also, per the Page 4 of the Arizona State Board of Technical Registration seal information, March 8, 2008, section F. "Methods of transferring a seal other than an original seal imprint or a computer-generated seal are not acceptable." Per a recent field visit to the site an array of grading and construction issues were observed. Some of the issues are but not limited to: The area beyond the outlet for the ret./det. basin appears to be located outside the ret./det. esmt. and graded to low to drain; the off site turnaround is not built per plan; the parking lot for the RV's is not graded per plan , sidewalk scuppers located in high spots instead of low spots, the reconfigured storage areas must have soil protection, not just dirt etc. 5. The plan is difficult to read; perhaps an addition sheet is warranted for the grading information. Address as required. 6. All easement of record must be graphically shown on the plan together with recording docket and page per D.S. 2-02.2.1.20. 7. Add the basin(s) maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DP. 8. Please provide existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number per D.S. 2-02.2.1.23. Because of the multitude of grading issues, there may be a difference of datum elevations. It is suggested that the bench mark elevation and the contour elevation be rechecked. 9. Per the City of Tucson engineering inspector, Dave Roberts - 837-7643, he has posted his comment on the City of Tucson web page and has also given a copy of the comments to the owner of the project. All field revisions shall be shown on the revised DP. 10. Add note: "Depress all landscaped areas 6" maximum for water harvesting". 11. The previous Stormwater Pollution Prevention Plan (SWPPP's) and the grading plan must be revised also. Drainage Report: 1. Please include a response letter to the comments along with the corrected copies of the DR. 2. Because of the grading and construction issues mentioned above, the DR will have to be revised also. 3. Address the drainage solution to the ret./det. basin in the DR. 4. If applicable, add the basin(s) maintenance responsibility note and checklist per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DR. As there have been numerous changes to this development plan provide a clean plan that clearly shows all changes. Remove any items shown that now are not being used, i.e. "X"ed out. Once a cleaned up development plan has been provided additional comments maybe forth coming. 2. Remove the signed and dated City of Tucson DSD/CDRC Approval stamp from the drawings. 3. D.S. 2-05.2.3.B There is a "NEW 15' PUBLIC WATER EASEMENT" called out under keynote 17 on sheets 2 & 3, provide the recordation information, docket and page, on the plan. 4. That said the calculations do not show phasing and it is not clear on the plan if any temporary improvements are proposed or required. 6. D.S. 2-05.2.4.D.3 Provide a PAAL width dimension for the secondary access shown southwest of building #11. If this is a two-way PAAL the minimum width is 24'. 7. D.S. 2-05.2.4.D.4 The area labeled as "PHASE 2", it is not clear what is to be constructed and what isn't, i.e. if areas of pavement are not going to be constructed some type of barrier will be required to prevent vehicles from accessing area that are not developed. 8. D.S. 2-05.2.4.K The pedestrian access/accessible route, crosswalk, shown at the northeast corner of building #5 appears to encroach into the 24' PAAL width. Clearly show on the plan how the 24' PAAL width is maintained. 9. D.S. 2-05.2.4.K The pedestrian access/accessible route, crosswalk, shown directly east of building #7 is a safety hazard. This crosswalk should run perpendicular to the PAAL. 10. D.S. 2-05.2.4.K The pedestrian access/accessible route, crosswalk, shown directly east of building #8 is a safety hazard. This crosswalk should run perpendicular to the PAAL. 11. D.S. 2-05.2.4.K Building #9, southern most corner, there is what appears to be an overhead door shown. Demonstrate on the plan how access to this door is provided across the sidewalk. Vehicle parking spaces may not be used for access to this door. 12. D.S. 2-05.2.4.K Building #10, northwest side of the building, there are two (2) overhead doors shown. Demonstrate on the plan how access to these doors is provided across the sidewalk. 13. D.S. 2-05.2.4.K The pedestrian access/accessible route, crosswalk, shown running west from building #10 to the parking area is a safety hazard. This crosswalk should run perpendicular to the PAAL. 14. These wheel stops should be shown perpendicular to the long dimension of the parking space.
