Any grading land clearing or earthmoving of more than one acre, more than 50 feet of road construction, or more than 300 feet of trenching will require an Air Quality Activity Permit. Zoning acknowledges your response. The SCZ review and approval is required before approval of the development plan can be granted. The following comment will remain as a reminder to the reviewer. This project is located with in the Scenic Corridor Zone Overlay and will require a separate submittal and approval. Contact Patricia Gehlen @ 837-4919 for instructions on how to proceed with a Scenic Corridor Zone submittal. The Overlay Zone case number must be noted in the lower right corner of each sheet of the development plan, landscape, and NPPO plans. All required elements of the SCZ (i.e. 30 foot buffer, view corridors, approved colors, etc.) along with date of approval and any conditions placed on that approval. The development plan may not be approved prior to Overlay Zone application approval. (LUC 2.8.2) (LUC 2.8.1) (D.S. 2-12) (D.S. 9-04) Please include a thirty (30) foot buffer on the development plan. Label the buffer "30 foot undisturbed natural buffer to be preserved and maintained in it's natural state". Please add the view corridor calculations to the plan. Any development which has at least two hundred (200) feet of frontage along a scenic route will have view corridors, with a combined width of at least twenty (20) percent of that frontage, which allow vision from a least one point into and through that portion of the project. The calculations as provided are not correct. 1. Please add the appropriate following notes to the tentative, development, or site plan plat. a) This development is subject to the review and approval of the special application for the Scenic Corridor Overlay. The Special application case number is (add case number).The special application has been reviewed and approved, approval date (add date), without conditions. b) Maximum height of structures will be 1/3 the distance of the structure from the future right-of-way of Houghton Road, not to exceed 24 feet. c) No grading beyond that is necessary for siting of buildings, drives, private yards, and structural improvements. All viable vegetation with a caliper of 4 inches or greater and all saguaro cacti will be preserved or relocated on the site per the Native Plant and Preservation Ordinance. d) Drainageways are to be maintained in their natural state. e) All new utilities for development on private property or public right-of-way along Tanque Verde Rd. will be underground. Trenching is permitted for the placement of utilities lines, if area is revegetated in accordance with Land Use Code Sec. 3.7.5.2.D f) Building or structure surfaces, which are visible from Tanque Verde Road will have natural earth tone colors, which are, predominate within the surrounding landscape. (Please note when using this note a color matrix is not required. It is suggested that specific color designations be removed from the development plan and overlay review plan.) g) Fencing and freestanding walls facing Tanque Verde Road will meet material restrictions in Land Use Code Sec. 3.7.3, Screening Requirements. h) All areas between the MS & R right-of-way line and the existing street right-of-way that are disturbed by development shall be revegetated with native vegetation. i) All disturbed areas on the site that are visible from Houghton Road and are not covered by permanent improvements shall be revegetated with native plants, plants from the Drought Tolerant Plant List, or a combination of both. j) Exposed cut and fill slopes shall be no greater than 1-foot rise or fall over a 3-foot length. A separate sheet may be used to indicate the SCZ requirements and attached to the development plan. The 30' buffer and SCZ required setbacks from the street property line must be indicated on the development plan. 2. DS 2-05.2.4.F Clearly indicate the location of the future curb along the street frontage of Tanque Verde. 3. If the existing structure is to remain as a family dwelling this project then will have two principal uses. In note #2 add "Family Dwelling "C", subject to: Sec. 3.5.7.1.F". 4. DS 2-05.2.4..I The height of the existing shed has not been indicated on page 2 as indicated in your response. In note #11 the height of the proposed structure is indicated as "25' to ridge". Per submitted elevation drawings the structure has no ridge. Revise note. Remove the indicated 96' and 49' side setback lines and provide dimensions from the structures to the perimeter property lines and from the future curb. 5. DS 2-05.2.4.P Clarify the parking calculations provided. The parking calculations in note #11 indicates parking per 300 fixed seats, the detail of the assembly area indicates no fixed seating, clarify. The detail also calls the assembly area "Building 2" which on the plan is the residence. If the residence is to remain the required parking for a SFR is 2.25 parking spaces required. Revise calculations in note #11. Revise the total number of required parking spaces in note #11. 6. DS 2-05.2.4.Q The number of required bicycle parking spaces as indicated is 8 with one required class one and 7 required class two spaces. The development plan indicates 8 class two but the detail only indicates a possible six locations? Revise so detail and development plan match. This comment has not been addressed. Ten (10) percent of the required bicycle parking spaces are required to be class one type bicycle parking spaces. Provide a detail of the one (1) required class one type locker. See DS 2-09. On detail N of page 3 the size of the class one locker is not correct. Revise. 7. The lot coverage calculations provided must include all structures on the property as well as vehicular use area. Revise calculations Lot coverage calculations are ok to be located on sheet #4 but for clarity provide the total lot coverage percentage in note #11. 8. In general note #11 revise the gross floor area to include all structures. 9. Depending on changes to the plan and responses to the above comments further comments may be forth coming. The Development Plan (DP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal. Development Plan: 1. Please include a response letter to the comments along with the corrected copies of the DP. 2. Show the existing 42" RCP in the R/W. The RCP's shall be shown to alert contractors for any work done in the R/W. 3. Provide documentation from City of Tucson traffic engineering for the omission of the requirement for curb returns. It is also called out on the plans that the current driveway aprons will be replaced, show those future driveways. 4. Cut or fill slopes require a 2' minimum setback from property line. Cross-sections still show work being done in the 2' setback from the property line. Per previous comment. 5. Show, dimension and call out the recording information correctly for the existing 18' ingress and egress easement along the East property line. 6. The pedestrian SVT shall have to be change to a far side SVT because the egress onto Tanque Verde will still allow a left turn (East). 7. Explain Flood Plain Use Permit note no. 27. The project is not in a regulated floodplain. The City of Tucson does regulate 500-year shaded x zones. A FUP and elevation certificate are not required for this project. Remove or edit note no. 27. 8. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10. Per previous comment. 9. Show the limits of the 100-year floodplain and water surface elevations per D.S. 2-02.2.1.15. Per previous comment. 10. Please provide existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number per D.S. 2-02.2.1.23. Per previous comment. 11. Show refuse container location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32 and D.S. 6-01.0. Provide documentation from environmental services allowing curbside service. The refuse vehicle cannot back-up an excess of 40' nor can it back-up on a curve. Straiten out the approach to the enclosure by skewing and moving the enclosure to the East so the refuse enclosure will be aligned with the ingress aisle of the parking lot. Also a larger radius is needed at the egress where the refuse vehicle exits the parking lot. 12. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information. The striping of the 4" wide line and the new D/W's will require a right-of-way permit. See comment no. 13. Per pervious comment. 13. The 4" wide line (18' radius) shall be in line with the face of curb so that the solid line does not cross the bike path. Drainage Report: 1.
