Enclosed is a copy of a TEP facilities map showing the approximate location of the existing facilities. Any relocation costs will be billable to the customer.

The Development Plan (DP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Development Plan:

1. Please include a response letter to the comments along with the corrected copies of the DP.
2. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207. Standard COT W/C ramps shall be used.
3. A min. of 18' R curb returns are required at the ingress/egress on any Major Streets and Routes (MS&R) per City of Tucson Transportation Access Management Guidelines.
4. Cut or fill slopes require a 2' minimum setback from property line.
5. Clarify note no. 31 or quote directly from the Land Use Code.
6. Explain Flood Plain Use Permit note no. 27. The project is not in a regulated floodplain.
7. Sidewalks are required as part of new development of all properties. A six foot sidewalk along the entire length of the frontage on Tanque Verde Road per the Major Streets and Routes (MS&R) Plan and per D.S. 3-01.3.3.A.
8. Please provide property description per D.S. 2-02.2.1.3.
9. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10.
10. Please label all vehicular, bicycle, pedestrian, and handicapped circulation clearly identified per D.S. 2-02.2.1.12.
11. Show the limits of the 100-year floodplain and water surface elevation per D.S. 2-02.2.1.15. Show the ponding limits in the parking lot.
12. Please list estimated cut & fill quantities per D.S. 2-02.2.1.17.
13. Please show dimensioned right-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way per D.S. 2-02.2.1.19.
14. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21.
15. Please provide existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number per D.S. 2-02.2.1.23.
16. Show Development plan number (D07-0011) on all sheets per D.S. 2-02.2.1.29.
17. Show refuse container location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32 and D.S. 6-01.0. Provide documentation from enviromental services allowing curbside service.
18. Placement of fill in excess of 2' above existing grade at any location in the outer 100' of the developing site is not allowed and/or shall meet the requirements per D.S. 11-01. Please address.
19. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
20. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the D/W, if applicable.
21. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice.
22. A Stormwater pollution prevention plan is required. Contact Paul P. Machado at 837-4932 for additional information.
23. "A grading permit and Stormwater Pollution Prevention Plans (SWPPP's) will be required for this project. Submit 3 sets of grading and SWPPP's with text, upon completion and submittal of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans".

Drainage Report:
1. Please include a response letter to the comments along with the corrected copies of the DR.
2. The DR has been accepted for TP purposes only. The following comments can be addressed at the grading plan submittal.
3. Address all weather access for the driveway to the West where the basin discharges.
4. Addendums to any Drainage Reports and Hydrology Reports etc. are not accecpted. The new layout or revisions must be incorporated into the approved Drainage Report.

On behalf of the Department of Environmental Quality, the Development Plan has been reviewed for conformance with Pima County Department of Environmental Quality requirements for on-site wastewater disposal and air quality. Please note the following comments:

1. Revise General Note 8 as follows: The proposed development will be served by on-site disposal system(s). Prior to an increase in loading to any existing system or construction of a new system, a Notice of Intent to Discharge shall be submitted to PDEQ in order to obtain Construction Authorization.

2. Add a General Note to reflect the daily design flow of the new facility (gallons/day), based on Arizona Administrative Code, Title 18, Chapter 9, Units Flows Table. Based on the proposed facility type, Church, loading will be based on either 5 or 7 gallons per day per occupant/member.

3. Add a General Note to identify the provider and/or water company that will serve this development for domestic water service.

4. Although a conceptual area has been indicated for the primary and reserve on-site disposal system, please provide the results of soil analysis and/or percolation testing to ensure the areas, as shown, are appropriately sized based on the proposed loading and assigned Soil Absorption Rate. Additionally, please indicate the location of such soil testing on the site plan(s).

5. Add an additional Permitting Note as follows: The on-site disposal system(s) shall be designed and constructed in accordance with Arizona Administrative Code Title 18 Chapter 9.

6. Prior to the approval of the Development Plan it must be shown that the existing on-site disposal system is in good repair and functioning properly. This demonstration shall be made through use of the Pima County Report of Inspection and recertification process.

7. It appears a reserve area, equivalent to 100% of the primary disposal area, has not been shown/indicated for the existing on-site disposal system, please revise the plan accordingly.

04/18/2007 JOE LINVILLE LANDSCAPE REVIEW Denied 1) The project is subject to the Scenic Corridor Overlay Zone. Approval of the plans is contingent upon approval of the SCZ Application. LUC 2.8.2.11

2) Add the following notes to the landscape plan:

A) Within the Scenic Route buffer area and the MS&R right-of-way, all areas between the MS&R right-of-way line and the existing street right-of-way that are disturbed by development shall be revegetated with native vegetation.

B) Within the SCZ, excluding the Scenic Routes buffer area, all disturbed areas on the site that are visible from the Scenic Route and are not covered by permanent improvements shall be revegetated with native plants, plants from the Drought Tolerant Plant List, or a combination of both.

C) No grading can occur until thirty (30) days prior to construction. Construction plans must be in the review process for permits, or construction permits must have already been issued. Grading permits are to cover only those areas for which building permits are granted. LUC 2.8.2.13

3) The vehicular use area must be provided with post barricades or wheel stop curbing designed to prevent parked vehicles from extending beyond the property lines; damaging adjacent landscaping, walls, or buildings and to prevent vehicles from driving onto unimproved portions of the site per DS 3-05.2.3.C. Revise the plans to provide the barrier at the northeast side of the vehicular use area and along both sides of the ingress/egress easement.

4) The area between the right-of-way line and sidewalk and the area between the sidewalk and the curb, if not covered with vegetation, shall be covered with an appropriate inorganic ground cover, such as decomposed granite. Revise the plans to clarify compliance. LUC 3.7.2.4.A.4

5) Revise the symbols on the NPP aerial photo and the proposed status of each plant on the Native Plant Inventory List to correspond. At least ten did not match.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is 04/23/08.

2. This project is located with in the Scenic Corridor Zone Overlay and will require a separate submittal and approval. Contact Patricia Gehlen @ 837-4919 for instructions on how to proceed with a Scenic Corridor Zone submittal.

3. DS 2-05.2.1.D On the location map indicate the jurisdictional boundaries between City of Tucson and Pima County. Clearly indicate the location of Sabino Creek, Tanque Verde Creek and Fahringer Wash.

4. DS 2-05.2.1.K Provide the annexation case number (C15-89-2) in the lower right corner, next to the title block.

6. DS 2-05.2.2.3 The proposed use listed in general note #2 should read "Religious Use "6".

8. DS 2-05.2.3.B If applicable, provide all easements on the plan. The recordation information, location, width, and purpose of all easements on the site will be stated.

9. DS 2-05.2.4.D.3 Per DS 3-05.2.2.B.3 a minimum distance of two (2) feet must be maintained between the PAAL and the east property line.

Per DS 3-05.2.3.C.1 a barrier must be provided in a vehicular use area to prevent vehicles from driving onto unimproved portions of the site. Note #17 indicates a thickened edge and the detail indicates curb, clarify. Clearly indicate the required barriers along the two 20' wide PAALs being used as entrances.

Clearly indicate the maximum distance of five (5) feet between the bollards located along the west side of the parking lot.

10. DS 2-05.2.4.F Clearly indicate the location of the future curb along the street frontage of Tanque Verde.

11. DS 2-05.2.4..I Provide elevation drawings of all structures clearly dimensioned for height of structure measured from the adjacent grade. These are required in order to review for required setbacks.

The required perimeter yard setback for a religious use in an SR zone (perimeter yard indicator "FF") is four (4) times the height of the wall facing the property line. It does not appear that any of the structures will meet the required setbacks. Provide dimensions from all points of all structures to property lines.

Remove from the site plan the indicated 25' required setback line. The required street perimeter yard setback along Tanque Verde will be established by the SCZ criteria and LUC Sec. 3.2.6.5.B (21' or the height of structure from back of future curb) See LUC 2.8.2.5 for SCZ setback criteria..

It is unclear whether the existing residence is to remain or be converted to Sunday school class rooms at this time. If it is to be converted to class rooms it will be considered a change of use. A change of use requires the existing structure to meet the required setbacks as indicated in previous comment. The indicated height of the structure of 24' would then require a setback of 96' from the perimeter yard property lines. A Design Development Option (DDO) would be required to be submitted and approved in order to reduce the setback to less than is required by the LUC.

Depending on elevations and dimensions the proposed new structure may also be required to be relocated or submit for a DDO.

12. DS2-05.2.4.N Provide the dimensions for the footprint of the shed as well as the height of the structure.

13. DS 2-05.2.4.P Clarify the parking calculations provided. If the residence is to be converted to Sunday school class rooms it becomes an ancillary use to the church and is parked per the fixed seating or assembly area of the new structure. If the residence is to remain the required parking for a SFR is 2.25 parking spaces required.

Provide a floor plan of the assembly area clearly indicating the seating provided is fixed seating as well as the location of the seating. Include dimensions if pew type seating is used.

The minimum distance from grade to the bottom of the handicap sign as per City of Tucson standards is seven (7) feet. Revise detail E / 3 of 3.

The truncated domes indicated on detail G / 3of 3 at the bottom of the ramps are incorrect. The truncated domes are to be installed at the point where pedestrian circulation path transitions to the vehicular use area. The truncated domes indicated along the front of the access aisles and handicap parking spaces are correct.

The landscape planters located in the parking lot have the wrong note call out number. Should be note #\15. Revise.

14. DS 2-05.2.4.Q The number of required bicycle parking spaces required is based on the number of provided parking spaces not on the number of required parking spaces. Revise calculations and clearly indicate the location of the additional bicycle parking spaces..

Ten (10) percent of the required bicycle parking spaces are required to be class one type bicycle parking spaces. Provide a detail of the one (1) required class one type locker. See DS 2-09.

On the details for both types of bicycle parking space clearly indicate the size and location of the required access aisles. A five (5) foot wide access aisle measured from the front or rear of the seventy-two (72) inch long parking space will be provided beside each row. Lighting will be provided such that all facilities are thoroughly illuminated and visible from adjacent sidewalks, parking lots, or buildings, during working hours. The surface of the facility can be surfaced the same as for motor vehicle parking or with a minimum of one (1) inch thickness of one-fourth (1/4) inch aggregate material.

15. DS 2-05.2.4.V Please indicate the location and type of postal service to assure there are no conflicts with other requirements. If mail is to be delivered to an area within a building please state so on the plan.

16. DS 2-05.2.4.W Indicate the locations and types of proposed signs (wall, freestanding, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Also indicate if there are existing billboards on site. Billboards will be required to meet all LUC requirements as stated in LUC Sec. 3.5.4.26. If none exists please state so.

17. The FAR calculations provided must include all structures on the property. Revise calculations.

The maximum allowed FAR is 0.30 not 0.40 as indicated in general note #11. Revise.

18. Provide the lot coverage calculations as required by LUC 3.2.3.2 for the development designator "6". Maximum lot coverage 50%.

19. In general note #11 revise the gross floor area to include all structures.

20. Depending on changes to the plan and responses to the above comments further comments may be forth coming.
