21. Calculation for required number of off-street loading spaces is based on the Gross Floor Area (GFA) of the use, including any outdoor area dedicated to the use. A commercial building with a GFA between 25,000 and 30,000 square feet requires a minimum of two (2) off-street loading spaces measuring twelve (12) feet by thirty-five (35) feet. This does not include the outdoor area dedicated to the use. Please provide the required number of off-street loading spaces for this project based on the total GFA of building and outdoor area dedicated to the use, utilizing Table 3, LUC Sec. 3.4.5.3.

The loading space shall be designed so that a delivery vehicle can be maneuvered in and out of the loading space. The size of the maneuvering area shall be based on national standards for turning radii required for vehicles for which the space is designed. Show all loading spaces, fully dimensioned, and provide the number of loading spaces required and the number provided.

22. Please provide a plan view detail of the proposed class 2 bicycle parking spaces. Single rack spaces placed in a row will allow a minimum of seventy -two (72) inch length per bicycle parking space and a minimum of thirty (30) inches between outer spaces of racks. A five (5) foot wide access aisle measured from the front or rear of the seventy-two (72) inch long parking space will be provided beside each row. Lighting will be provided such that all facilities are thoroughly illuminated and visible from adjacent sidewalks, parking lots, or buildings, during working hours. The surface of the facility can be surfaced the same as for motor vehicle parking or with a minimum of one (1) inch thickness of one-fourth (1/4) inch aggregate material.

The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

This project will be tributary to the Roger Road Wastewater Treatment Facility via the Southeast Interceptor. Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at:

The development plan for this project cannot be approved until a copy of this letter has been received by this office.

Sheet 1: Change the General Note No. 5 to read as follows:

All Sheets: Add the case number, D07-006, to the title block of each sheet. This number should be shown larger or bolder than any cross reference numbers. No wastewater review fees will be charged for sheets where this is the only required revision.

Sheets 2 & 3: The existing off-site manholes need to be labeled with the IMS numbers. Also the public sewer plan numbers for the existing off-site sewer lines need to be shown on this plan.

Sheets 2 & 3: Flow directional arrows need to be shown on all sewer lines.

Sheet 3: It does not appear to be necessary to use 12” sewer line at such a low slope of 0.21%. The pipe size should be decreased to no more the 8” & the slope should be increased to at least 0.44%.

Sheet 3: Under Private Sewer Line Notes please clarify the initials POC.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the 2nd submittal. A check for the review fee of this submittal in the amount of $150.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

The drainage statement was reviewed for development plan purposes only. The development plan is not approved at this time. Please address the following comments:


DRAINAGE REPORT:

1) DS Sec.10-02.2.3.1.2.D: Provide the Master Drainage Report for Tucson International Gateway Center (Book 52, Page 056) showing any conditions for Phase development. The Master Drainage Report should show a future drainage scheme that takes into account the detention/retention requirements for this property. If the detention/retention requirements have not been satisfied a revised drainage report with calculations and detention/retention basin design for critical basin requirements are required for the proposed project. For critical basin design the on-site post developed discharge must be reduced by 15% of the existing discharge value and 5-year threshold retention must be contained onsite.

2) DS Sec.2-05.3.2.A & 10-01.2.2: Provide a geotechnical report with building setbacks from the existing channel, slope stability recommendations for channel design, slope stability, proposed spillway riprap recommendations and infiltration rates if basin design is required. Clarify if Master Drainage Report and approved geotechnical report address these comments.

3) DS Sec.10-2.2.3.1.5.B: Provide calculations with riprap designs for the proposed riprap erosion protection for the storm drains at the channel. The detail must show dimensions, riprap sizing, thickness, method of placement, filter fabric, and any geotechnical recommendations.


DEVELOPMENT PLAN COMMENTS:

4) Delineate on the development plan the Xero-riparian habitat and the mapped Critical and Sensitive Biological Communities (Shaw 1986). No unnecessary development is allowed within these mapped riparian habitats unless approved by the Landscaping Division. Landscaping must approve the mitigation of any disturbance prior to development plan approval.

5) Tucson Code Chapter 26-11: Provide a Floodplain Use Permit with the next submittal for the encroachment into the Xero-riparian habitat and the mapped Critical and Sensitive Biological Communities (Shaw 1986). A FUP must be submitted with the development plan for approval.

6) DS Sec.2-05.2.1.C: Revise the development plan so that all lettering, site boundary information and survey information is the equivalent of twelve point or greater. The existing survey information is not legible.

7) DS Sec.2-05.2.1.D: Revise the project location map on Sheet C-1 to show the subject property approximately centered within one square mile area. Identify conditions within the square mile area, such as major watercourses (Rodeo and Earp Wash) and label section corners.

8) DS Sec.2-05.2.1.H: Reference the contour interval used for the existing and proposed topography.

9) DS Sec.2-05.2.1.K: Provide both the annexation case number (C15-88-1) and the rezoning case number (C09-82-106) in the lower right hand corner next to the title block on all sheets.

10) DS Sec.2-05.2.1.K: The correct development plan number (D07-0006) may be added to the lower right hand corner of the plan on all sheets.

11) DS Sec.2-05.2.2.B.10: Provide a General Note on the development plan stating that the project is designed to meet the criteria for 1) Major Streets and Routes setback Zone (MS&R) for Valencia Road and 2) Gateway Corridor Zone for Valencia Road.

12) DS Sec.2-05.2.2.D.1: Provide the following note on the development plan due to the deceleration lane required for Valencia Road; "All new public roads within and adjacent to this project will be constructed in accordance with the approved plans. Construction plans will be submitted to the City Engineer's Office for review and approval."

13) DS Sec.2-05.2.3.B: Verify that all easements are shown on the development plan. Specifically clarify the over head electric line and any associated easements. Provide the Limits of the 100-year floodplain boundary as shown in Book 52, Page 56.

14) DS Sec.2-05.2.3.C: Provide the recordation information for Valencia Road and Hemisphere Loop. Photo documentation is required for the existing 4-foot sidewalk and curb along Hemisphere Loop showing that the sidewalk is in good condition. If the sidewalk is missing in spots or is cracked and buckled a new 5-foot sidewalk will be required.

15) DS Sec.2-05.2.3.E: Provide the City of Tucson field book number and page with datum reference for the existing and proposed spot elevations and topography used on the development plan.

16) DS Sec.2-05.2.3.E.1: Revise the development plan to clarify the spot elevations on Sheet C-3. Provide all elevations in 12 point.

17) DS Sec.2-05.2.3.I.1: Provide the Master Drainage Report for the subject parcel to verify that the detention/retention requirements have been addressed. If critical basin detention and 5-year threshold retention requirements were not addressed in the Master Drainage Report for the subject parcel provide a drainage report with detention/retention calculations and basin design. The proposed development plan must match the requirements within the drainage report and geotechnical report. Label the 100-year floodplain limits for the existing drainage channel per the Subdivision plat, Book 52, Page 56.

18) DS Sec.2-05.2.4.E: Revise the development plan to label the existing and future right of way widths for both Valencia Road and Hemisphere Loop.

19) DS Sec.2-05.2.4.H.1: Provide the ponding limits at all catch basin locations to verify ponding depths within the vehicular use area. Provide the ponding limits within the "play area" that is used for stormwater harvesting to verify depths of flow.

20) DS Sec.2-05.2.4.H.2: Approval from TDOT Permits and Codes for the proposed culverts within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. Contact Steve Tineo at 741-3115 for all right-of-way requirements and permit applications.

21) DS Sec.2-05.2.4.H.3: Provide details for all storm drains and transitions of storm drains to the existing channel. Provide a detail for the channel inlet at the vehicular use area.

22) DS Sec.2-05.2.4.H.3: Provide a detail for the proposed culverts under the driveway entrance Valencia Road. Provide hydraulic calculation sheets with ponding limits to assure all weather access.

23) DS Sec.2-05.2.4.K: Provide a continuous pedestrian circulation path that connects all public access areas of the proposed building and the sidewalk areas located on Valencia Road and Hemisphere Loop. Per DS Sec.2-08 sidewalks are to be flood free for all storm discharges of up to a ten (10) year flood, provide a revised drainage report showing calculations, sizing and a detail for all sidewalk scuppers.

24) DS Sec.2-05.2.4.L: Revise the development plan and details to show existing or proposed sidewalks along abutting right-of-way. Revise dimensions on development plan to show the existing or proposed 6-foot wide sidewalk along Valencia Road. Per the adopted Mayor and Counsel policy all sidewalks along MS&R right-of-ways for arterial and collector streets require 6-foot wide sidewalks. All sidewalks must comply with ADA accessibility requirements.

25) DS Sec.2-05.2.4.T: Revise the detail dimensions for refuse containers, the enclosure must have a minimum inside clear dimension of 10 feet by 10 feet between the steel bollards that are required between the container and the enclosure's rear and sidewall. Refer to DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction.

26) DS Sec.2-05.2.4.T: Show maneuverability for the refuse vehicles in plan view. Label and show the turning radius.

27) DS Sec.11-01.4.1.C.3: Provide the percent slope in the bottom of the existing channel to assure positive drainage to the proposed culverts under the access point.


GRADING PLAN:

28) DS Sec.11-01.2.1: A grading permit may be required for this project after the revised development plan submittal review. A grading permit may not be issued prior to development plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans.

29) Please ensure the grading plan is consistent with the development plan and drainage report. Grading standards may be accessed at: http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf

30) Provide a General Note to reference conformance with City of Tucson Development Standard 11-01.0 (excavation and grading requirements).

31) Arizona Pollutant Discharge Elimination System (AZPDES) requirements are applicable to this project. Stormwater Pollution Prevention Plans (SWPPP) and text addressing stormwater controls for all areas affected by construction activities related to this development will be required with a grading plan submittal. GEOTECHNICAL REPORT:

32) DS Sec.10-02.14.2.6: A geotechnical evaluation needs to be submitted for review, addressing the following:

a) Soils report should provide conformance with DS section 10-02.14.2.6 regarding 30-foot boring for basin, and provide discussion of potential for hydro-collapsible soils and any recommendation for setbacks from building to existing channel.

b) The soils report shall provide identification / assessment of any potentially hazardous geotechnical areas, and state any geotechnical recommendations and whether there are special provisions for the soil preparation for this development.

c) Provide slope stability recommendations for any proposed constructed slopes.

d) Provide pavement structure design recommendations.

e) Provide infiltration rates for detention/retention design if the Master Drainage Report does not address.


GENERAL COMMENTS:

Please provide a revised development plan, a revised drainage report, a geotechnical report and approval from DSD Landscaping Division that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

Further comments may be generated upon resubmittal of the revised development plan, drainage report, geotechnical report and DSD Landscaping Division reviews.
