area is to be revegetated with native plants indigenous to the site and the area reconstructed to look as natural as possible. DS 2-06.7.1.B

8) Revise the landscape plan to propose an appropriate dust control treatment for the scenic route buffer area where it is not currently vegetated. Decomposed granite is not acceptable for scenic route buffer restoration. DS 2-06.7.1.B

9) Clarify if and where the seed mix shown on the landscape plan is to be used. The scenic route buffer area is to contain only indigenous plants. DS 2-06.7.1.B

10) A comprehensive list of native vegetation that exists on the site and in the immediate areas is required for the landscape plan. See DS 9-06.4.12.

11) Revise the landscape and native plant preservation plans to establish the limits of grading to preserve the scenic route buffer area. LUC 3.7.5.2.A

12) All areas between the MS&R right-of-way line and the street that are disturbed by development shall be revegetated with native vegetation. Add notes. LUC 3.7.5.2.D

13) Revise the landscape plan to provide screening per LUC Table 3.7.2-I along both street frontages. New screening may not be located in the scenic route buffer area, but is to be located behind the natural area.

14) Per LUC 2.8.2.6.A within the Scenic Corridor Zone all existing (viable) vegetation with a caliper of four (4) inches or greater and all saguaro cacti must be preserved or relocated on the site. Revise the landscape and native plant preservation plans to comply.

COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is January 16, 2008.

2. List the D06-060 case number in the lower left-hand corner of the sheet next to the title block.

3. D.S. 2-05.2.2.B.3 General Note #3 the proposed use should be listed as "General Merchandise Sales "28", Subject to: Sec. 3.5.9.2.C, revise the note.

4. D.S. 2-05.2.2.B.10 Add a note stating that the project is designed to meet the overlay zones criteria: LUC Sec. 2.8.2, Scenic Corridor Zone (SCZ) and LUC Sec. 2.8.3, Major Streets & Routes (MS&R).

5. D.S. 2-05.2.3.C Provide a dimension from the centerline of Bear Canyon Road to the future curb.

6. D.S. 2-05.2.4.D.3 Per D.S. 3-05.2.2.D Provide dimensions for the backup spur located at the southwest corner of the property.

7. D.S. 2-05.2.4.D.3 Per D.S. 3-05.2.1.3.a when PAALs area designated a fire lanes or are used as access lanes for refuse collection or loading zones, a minimum unobstructed radius of eighteen (18) feet is required where they intersect another PAAL. Show that these radii exist for access to the refuse area and loading zones.

8. D.S. 2-05.2.4.D.3 Dimension all radii for all curbs shown on the plan. Per D.S. 3-05.2.1.3.b a minimum unobstructed radius of five (5) feet is required for all other PAAL intersections.

9. D.S. 2-05.2.4.D.3 Provide a dimension for the Parking Area Access Lane (PAAL) located north of the proposed refuse location and the two (2) curbed landscaped areas located to the northeast and northwest.

10. D.S. 2-05.2.4.F Show the location of the future sidewalk on the plan.

11. D.S. 2-05.2.4.I Zoning acknowledges that the proposed buildings will meet the minimum setbacks. The setback shown to the street property line is shown incorrectly. This dimension should be measured from the back of future curb.

12. D.S. 2-05.2.4.I Under the DEVELOPMENT CRITERIA, MS&R STREET PERIMETER YARD: the setback is listed incorrectly. Per LUC 3.2.6.5.B the required setback is twenty-one feet or the height of the proposed exterior building wall, revise. Also based on LUC Sec 2.8.2.5 with a building height of 30' the minimum setback from the street future right-of-way line would be 90',

13. D.S. 2-05.2.4.K Provide dimensions for the sidewalk along the east side of the building.

14. D.S. 2-05.2.4.M The DEVELOPMENT CRITERIA shows the building square footage as 20,075 and on the development plan it shows 19,700, please clarify. Additional comments may be forth coming.

15. D.S. 2-05.2.4.P It appears that there are two (2) post barricades located near the sidewalk scupper at the north end of the parking area. These post barricades will prevent vehicles from fully pulling into these parking spaces. These parking spaces area designed so that the vehicle will overhang the curb. Zoning acknowledges that there is adequate space for the vehicle. Show the striping and dimension the minimum eighteen (18) foot depth of the parking spaces from the curb. D.S. 3-05.0 Table 1.

16. D.S. 2-05.2.4.P Per D.S. 3-05.2.3.C.3 when wheel stop curbing is used, it is to be located two and one-half (2 ½) feet from the front of the parking space. The parking space details and the dimension shown along the south property so a dimension of three (3) feet, revise. The overhang Keynote 12 should also be two and one-half (2 ½) feet.

17. D.S. 2-05.2.4.P Once comment 14 is address the parking calculation can be verified. Additional comments may be forth coming.

18. D.S. 2-05.2.4.P Provide a typical parking space detail for a standard vehicle parking space.

19. D.S. 2-05.2.4.Q Per D.S. 2-09.4.1 the Class 2 bicycle parking facilities will be located no more than fifty (50) feet from the main building entrance. Based on the location of Keynote #1 the Class 2 bicycle parking appears to be more than fifty (50) feet from the main entrance. Show the building entrance and provide a dimension to the Class 2 bicycle parking.

20. D.S. 2-05.2.4.Q On the bicycle parking details provide the layout for the parking showing the minimum dimensions as called out in D.S. 2-09.5.0.

21. D.S. 2-05.2.4.W If applicable indicate the locations and types of proposed signs (wall, freestanding, pedestal & billboard) on the plan.

22. The distance shown for the east property line appears to be incorrect, clarify.

23. Clarify what the proposed fenced area, located at the southwest corner of the building, will be used for. Per LUC Sec. 2.5.3.6.B All land use activities except vehicular use areas shall be conducted entirely within an enclosed building unless specifically provided otherwise. Storage is not allowed outside within a fenced area.

The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


This project will be tributary to the Ina Road Water Pollution Control Facility via the North Rillito Interceptor. Per written guidance provided by the PCWMD Development Services Section, sufficient conveyance and treatment capacity exists in the downstream public sewerage system for this small project, and a formal capacity response letter from the PCWMD will not be required.

All Sheets: Add the case number, D07-002, to the title block of each sheet. This number should be shown larger or bolder than any cross reference numbers. No wastewater review fees will be charged for sheets where this is the only required revision.

Revise General Note #9 so that it states:

THE ON-SITE SANITARY SEWERS WILL BE PRIVATE AND WILL BE CONSTRUCTED, OPERATED AND MAINTAINED ON A PRIVATE BASIS, AND IN ACCORDANCE WITH AN APPROVED OPERATION AND MAINTENANCE PLAN, IF REQUIRED. THE LOCATION AND METHOD OF CONNECTION TO AN EXISTING PUBLIC SANITARY SEWER IS SUBJECT TO REVIEW AND APPROVAL BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT.

Sheet 1: Delete General Note #10.

Sheet 2: Revise the site plan to show the invert elevation at the point of connection to the public sewer.

Sheet 2: Revise the plan by showing arrows over the existing sewer that indicate the direction of flow.

Sheet 2: Revise the plan to show any required pavement patch in the N. Bear Canyon Road right of way.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $50.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

3. The content and format of the Drainage Report should follow S.M.D.D.F.M., chap. II, 2.2.
4. Show the project address or administration address on the cover sheet of the DR.
