2. Tucson City Code Chapter 25 Section 38 requires a minimum driveway separation of 12'. The location of the proposed driveway along Tyndall Ave may create future access constraints to the adjacent lot on the south due to the minimum frontage to Tyndall Ave from that southern lot. Please provide a cross access agreement so that the southern adjacent lot has future access, and to prevent future access constraints for the adjacent lot. If the adjacent lot is to be combined with this lot then provide documentation confirming the combo.

This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.



ALL SHEETS. Add the project number, D07-001 to the title block of each sheet. This number should be shown larger and bolder than any cross-reference numbers.

Provide a letter from PCWMD Development Services Section, written within the past 90 days, stating that the treatment and conveyance system capacity for this project is available. A capacity request form may be found at http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf

3. SHEET 1. The notes shown on the left top side of the drawing need to be grouped under GENERAL NOTES and PERMITTING NOTES.

5. SHEET 1. Add a Permitting Note that reads:

2) Submit a copy of the Preliminary Development Plan and revise the plans to include a correct copy (per ordinance) of the conditions of rezoning. The included communication from the City Manager to the Mayor and Council is only a recommendation and is inappropriate for inclusion in the plan set. C9-89-30

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is 02/27/08.

2. DS 2-05.2.2.A.1 List the names, addresses, and telephone numbers of the primary property owner of the site and developer of the project.

3. DS 2-05.2.2.B.1 List as a general note: "Existing zoning is ____." Number the general notes in order for easier reading.

4. DS 2-05.2.2.B.2 Case number D07-0001 has been assigned to this development plan (DP). Please place this number in the right corner of all sheets of the development plan, landscape plan, NPPO, and any other associated sheets.

5. DS2-05.2.2.B.3 The proposed use of this project is "General Merchandise Sales "34" subject to: 3.5.9.2.A." Remove all references to "Wholesale Use", including in the parking calculations. FYI: There is no such use group as "Retail/Wholesale Use Group."

9. DS 2-05.2.4..I Revise the notes for the required and proposed setbacks to the requirements as per LUC Sec. 3.2.6.4. with a development designator of "DD". North-required 10', East ---required 0', South ---required 11/2 times the height of the structure, West----required 20' or 11/2 times the height of the structure. Provide the proposed setback in the notes and on the site plan.

The indicated height of the structure is indicate on the site plan as 14'. In the notes the height is indicated as 15'. Clarify.

Based on the structure height of 15' the required setback from the south property line is 22'-6". Revise plans and notes.

Per rezoning case #C9-89-30 the maximum building height shall be twenty five (25) feet. Revise notes to indicate the correct maximum building height.

Per rezoning case #C9-89-30 Storage shall be enclosed in the proposed building. Add a note to the site/development plan clearly indicating compliance with this rezoning condition.

Provide a separate document clearly indicating how each of the rezoning conditions has been complied with.

10. DS 2-05.2.4.K Provide a pedestrian circulation path connecting to the sidewalk located along Tyndall Ave. Including sidewalk, crosswalk, handicap ramps, etc. See DS 2-08.3.1

Access ramps at crosswalks connecting to sidewalks must be provided. In addition Truncated Dome (early warning systems) must be added to all access ramps where transitioning from the pedestrian area to the vehicular use area or at HC access aisles transitioning to the sidewalk area.

Provide a detail of the handicap ramp clearly indicating slopes and location of truncated domes.

The truncated domes indicated in note #5 are to be located where the access aisle for the handicap parking space meets the landing and must be a minimum of 24" in width.

11. DS 2-05.2.4.N Provide dimensions on the footprint of the structure.

12. DS2-05.2.4.O Per LUC Sec. 3.4.5 for a Retail Trade Use Group (General Merchandise Sales) a loading zone per Sec. 3.4.5.3 is required. FYI: one 12 x 35 loading zone is all that is required. Revise note and plan if this smaller loading zone is to be used.

13. DS 2-05.2.4.P The parking calculations provided are for the incorrect use. General Merchandise Sales per LUC Sec.3.3.4 under the Retail Use Group requires parking spaces being provided at the rate of 1:200 sq. ft. of GFA. This project will require 45 parking spaces. A redesign of the project will be required or you may apply for parking space reduction through a Board of Adjustment Variance ( the variance may or may not be approved).

Revise notes to correct the required and proposed parking space requirements.

Provide on detail 1 of 3 the maximum slope of the handicap parking space and access aisle as per ANSI Standards. (maximum allowed 1:48)
Provide a detail of the required handicap parking signage. FYI: The minimum distance from grade to the bottom of the handicap sign per City of Tucson standards is seven (7) feet. The handicap sign indicated on detail 1 of 3 cannot be located in the vehicle overhang area. Relocate.

14. DS 2-05.2.4.Q The required class 2 bicycle parking spaces cannot be located inside of the building.

Two class 2 bicycle parking spaces are all that is required when less than 50 vehicle parking spaces are provided.

Please provide a dimensioned detail class 2 bicycle parking spaces. Be aware that that development standard 2-09 has been revised. Once provided and reviewed further comments may result. The revised standards can be found at the DSD web site: http://www.tucsonaz.gov/dsd/Codes___Ordinances/DevStd209.pdf

Please provide a plan view detail of the proposed class 2 bicycle parking spaces. Single rack spaces placed in a row will allow a minimum of seventy -two (72) inch length per bicycle parking space and a minimum of thirty (30) inches between outer spaces of racks. A five (5) foot wide access aisle measured from the front or rear of the seventy-two (72) inch long parking space will be provided beside each row. Lighting will be provided such that all facilities are thoroughly illuminated and visible from adjacent sidewalks, parking lots, or buildings, during working hours. The surface of the facility can be surfaced the same as for motor vehicle parking or with a minimum of one (1) inch thickness of one-fourth (1/4) inch aggregate material.
DS 2-09.5.1, DS2-09.5.2, DS 2-09.5.4, & DS 2-09.6.2

Per DS 2-09.4.1 Class 2 bicycle parking facilities will be located no more than fifty (50) feet from the main building entrance(s) and will be along the front side of the building as well as along other sides of the building that has an entrance. Bicycle access through the development will be separate from the pedestrian ways. Vehicular access may be used as bicycle access. Bicycle access to a parking facility may cross a pedestrian way at a right angle (DS2-09.3.2). Multiple rack bicycle parking require a minimum thirty (30) inches between outer spaces of posts or racks (DS 2-09.5.1.A). Please review the revised DS 2-09 and provide the necessary corrections to the bicycle parking as required. Once changes are provided and reviewed further comments may result.

The type of rack required must provide two-point support for bicycles. Please review DS 2-09.8.0 Figure 2 - 7 for acceptable and unacceptable rack designs, Figure 8 for rack location, and Figure 9 for dimensional requirements.

Please review the revised DS 2-09 and provide the necessary corrections to the bicycle parking as required. Once changes are provided and reviewed further comments may result.

15. DS 2-05.2.4.V Please indicate the location and type of postal service to assure there are no conflicts with other requirements. If mail is to be delivered to an area within a building please state so on the plan.

16. DS 2-05.2.4.W Indicate the locations and types of proposed signs (wall, freestanding, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. The development plan has been reviewed by the Engineering Division and we do not recommend approval at this time. The following comments must be addressed:

1. Revise the drainage statement to allow offsite drainage to enter the site in the manner and location it has historically.
2. Revise the drainage statement and development plan to show the existing and proposed floodplain boundary. The floodplain is the area that is subject to inundation by a 1- percent chance storm where the discharge is at least 100 cubic feet per second. Add a note indicating that a floodplain use permit will be required for the development. (See Development Standard 2-05.2.2.C.2)
3. Show water surface contours at a minimum of two locatons.
4. DS 2-05.2.1 B. All mapped data on the development plan shall be drawn at an engineering scale having no more than forty (40) feet to the inch. This scale is the minimum accepted due to the detailed information required to show compliance. It also affords greater clarity after photographic reduction (microfilming) for record keeping purposes.
5. DS 2-05.2.1 H. List the contour interval near the north arrow.
6. Keynote 2 indicates that a driveway apron per standard detail 206 will be used. The plan view indicates curb returns. Revise the plans so the plan view matches the notes.
7. Show more existing and proposed spot elevations on the parcel. Show that drainage patterns will be achieved and positive drainage from the building will be provided. A grading permit will be required for this project.
8. Clearly indicate with section details, how the grades will be made from the street grade through the property. Show how the new street pavement and curbs will be accommodated.
9. Clearly show the water harvesting areas in the section details. Show sufficient grade information to show that the water harvesting areas will be level to collect water. Show how water will be directed to these areas.
10. Key note 4 doesn't appear to be used on the plan. Show the location on the plan where cans will be placed. Aerial photos inicate that there is vegetation within the alley. Show how alley access will be achieved.
11. Include the required drainage notes from the Development Standards. (DS 2-05.2.2.C)
12. Provide legend entries for all of the diagonal line drawing elements in the plan view.
13. Add the required streets notes from the Development Standard (DS 2-05.2.2.D)
14. Provide the correct bearings for the lot lines. The bearings shown appear to be shifted by about 90 degrees.
