DS 2-03.2.2.B.7 2) Applications for projects within the Scenic Corridor Zone (SCZ) shall be reviewed in accordance with the DSD Full Notice Procedure, Sec. 23A-50 and 23A-51. Contact Patricia Gehlen-Zoning Manager for application information. The decision to approve or deny the project will be based on the purpose, intent, and specific regulations of LUC 2.8.2. The response letter indicates that the application was included with this submittal, but the Landscape Section did not receive the plans or review request from CDRC. 3) Revise the native plant preservation submittal to address the private access/utility easement from El Camino Del Cerro to the substation. DS 2-15. 4) Revise the notes on sheet 2 of the landscape submittal to correctly characterize the landscape border requirements. A 20' wide landscape border is required per the plans approved for SE-06-36. The Special Exception PDP and associated conditions refine the "code" for the site, thus the statement that the landscape border is not required by code is incorrect. 5) Add the Special Exception and SCZ Overlay case numbers to the landscape plans in the lower right corner. 6) TDOT maps indicate a watercourse identified as "Xeroriparian Low Habitat" that may be afected by the proposed grading and site development. Revise the existing or provide a new Environmental Resource Report if the watercourse is a regulatory floodplain along with a mitigation plan as appropriate. DS 2-12.1.1 7) A vehicular use area must be provided with post barricades or wheel stop curbing designed to prevent parked vehicles from extending beyond the property lines; damaging adjacent landscaping, walls, or buildings and to prevent vehicles from driving onto unimproved portions of the site. per DS 3-05.2.3.C. Revise the plans as necessary to either restrict access to the access maintenance easement with a (Parks Department approved) gate at El Camino Del Cerro or provide some other suitable barrier at the perimeter of the paved access. |

It is recommended for conditional approval. DEVELOPMENT PLAN CONDITION OF APPROVAL: 1) Tucson Code 26-5.2.(9): Although the response letter stated that a floodplain use permit application was submitted, none was found. Submit a Floodplain Use Permit Application at re-submittal. In the Floodplain Use Permit submittal, provide 4 copies of an exhibit which has the information shown on the revised Development Plan and label it as a Floodplain Use Permit exhibit. An elevation certificate will be required to be completed and submitted to the Development Services Department Engineering Division, after the pad elevations for the TEP electrical equipment is constructed, before the TEP electrical equipment is placed on the pads, to show that the elevation meets the approved minimum elevation recommended by the consultant as shown on the revised Development Plan. Contact the DSD Floodplain Elevation Certificate coordinator for returning the elevation certificate or if you have questions about the form. Submit floodplain use permit application with one copy of the drainage report. 2) This project does not appear to have a "combo" or "site plan" permit application associated with it. It may be necessary to obtain a construction permit to do activity at the site and be issued with the floodplain use permit. Please submit a yellow card application with your blue card (floodplain use permit) application. You may use the Development Plan documents in the submittal for the permits - changing the words "Development Plan" on the title block to "Site Plan" or similar name for construction drawings. With the application, submit 3 copies of the site plans. The re-submittal should address the above conditions. Please call me at 837-4934 to discuss processing of the floodplain use permit, so that the floodplain use permit can be issued with any associated permits for this project, if any.
