1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is December 28, 2007.

2. Please provide the contour interval with the scale/north arrow on each sheet of the development plan.

8. Please draw all existing easements on the plan along with recordation information, location, width, and purpose. If an easement is no longer in use and scheduled to be vacated or has been abandoned, so indicate. If none exist provide response to reviewer's comments. Also if easements are purposed please draw, dimension and label as to their purpose and whether they will be public or private. If none exist provide response to reviewer's comments.

9. The development plan indicates a future property boundary around the perimeter of the subject site. Lot split approval must be accomplished prior to approval of the development plan. Unsubdivided property may be split twice in 20 years or since date of annexation, whichever is most recent. A lot split may be processed over the counter at Development Services. The following items are to be provided in order to process the lot split.
a) 20 year history of the property, which can include copy of Pima County property card, title report which states that the property has not changed configuration, or a copy of a legal description which is more than 20 years old. (Property card indicates last split was done in 1984)
b) 2 copies of the survey or drawing
c) 2 copies of the new legal description
d) Legal vehicle and pedestrian access since lot does not have street frontage
e) The minimum lot size for the zone must be met
f) Copy of development plan.

Once approved please provide a copy to CDRC as part of resubmittal.

10. Please indicate the material used for the onsite surfacing within the substation compound. Per the Zoning Administrator's determination this can either be graveled or surfaced as approved by the City Engineer.

2) Revise the plan to reference any overlay zones that are applicable, and add a note stating that the plan is designed to meet the overlay zone(s) criteria and note the case file number, date of approval, and any conditions of approval. DS 2-03.2.2.B.7

3) Applications for projects within the Scenic Corridor Zone (SCZ) shall be reviewed in accordance with the DSD Full Notice Procedure, Sec. 23A-50 and 23A-51. Contact Patricia Gehlen-Zoning Manager for application information. The decision to approve or deny the project will be based on the purpose, intent, and specific regulations of LUC 2.8.2.

4) Within the Scenic Corridor Overlay Zone the following revegetation requirements apply:
A. Within the Scenic Route buffer area and the MS&R right-of-way, all areas between the MS&R right-of-way line and the existing street right-of-way that are disturbed by development shall be revegetated with native vegetation.
B. Within the SCZ, excluding the Scenic Routes buffer area, all disturbed areas on the site that are visible from the Scenic Route and are not covered by permanent improvements shall be revegetated with native plants, plants from the Drought Tolerant Plant List, or a combination of both.
Provide a revegation plan for the proposed utility easement located near the northern boundary of the site.

5) The Park Concept included on the development plan was not included on the preliminary development plan. We recommend that the Park Concept be excluded from this submittal. SE-06-36

6) Per DS 2-06.7, any landscape area visible from the Scenic Corridor Zone is to be landscaped using native plant material indigenous to the site or plants selected from the Drought Tolerant Plant List, Development Standard 9-06.0. The inclusion of the sports fields brings into question compliance with this provision. Remove the concept fields from the plan or provide a screening plan that complies the above section.

7) Revise the native plant preservation submittal to address the utility easement in the northern portion of the site and the park development (if retained on the drawings).

8) Revise the notes on sheet 2 of the landscape submittal to correctly characterize the landscape border requirements. A 20' wide landscape border is required per the plans approved for SE-06-36.

THIS SUBSTATION IS UNMANNED AND WILL HAVE NO RESTROOMS. NO SEWER LINES ARE EXISTING OR PROPOSED.

SUBJECT TO THE ABOVE, the Pima County Department of Environmental Quality and the Wastewater Management Department hereby conditionally approve the above referenced submittal of the development plan as received by us on December 26, 2006. The revision may be shown on the Mylars without having to resubmit the blulines.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. SUMMARY: The Development Plan and Drainage Report were reviewed by Development Services Department Engineering Division. It is not recommended for approval until the following comments have been addressed. A meeting was held with the Engineer of Record on 27FEB07 to go over the following items that need clarification prior to approval.

DRAINAGE REPORT AND DEVELOPMENT PLAN COMMENTS:
1) Development Standard (DS) Sec.2-02.2.1.23: Address the following elevation comments:
a) Provide and label the minimum elevation of the proposed TEP equipment on the plan.
b) All elevations or vertical distances must be referenced to an established datum or base elevation. Add a general note for basis of elevation and datum for elevation information (topo, spot elevations) and provide the datum for project elevation data.
2) Tucson Code 26-5.2.(9): Submit a Floodplain Use Permit Application at re-submittal. In the Floodplain Use Permit submittal, provide 4 copies of an exhibit which has the information shown on the revised Development Plan and label it as a Floodplain Use Permit exhibit. An elevation certificate will be required to be completed and submitted to the Development Services Department Engineering Division, after the pad elevations for the TEP electrical equipment is constructed, before the TEP electrical equipment is placed on the pads, to show that the elevation meets the approved minimum elevation recommended by the consultant as shown on the revised Development Plan. Contact the DSD Floodplain Elevation Certificate coordinator for returning the elevation certificate or if you have questions about the form.
3) DS Sec.10-02.2.3.1.3: Add note that the project activity includes installation of entrance road, substation pad (fill/gravel/concrete pads), and utility line/trench as indicated within the grading limits on the Development Plan.
4) DS Sec.10-02.2.3.1.4.C.5: Relabel / revise erosion hazard line "500 YR EHS" on Development Plan sheet 2 to clarify 500-ft 100-year EHS on planview.
5) DS Sec.11-01.4.C: Add delineation for grading limits on planview and provide linetype in legend.
6) DS Sec.10-02.2.3.1.4.C.2: Add note to clarify that those entities depicted outside of grading limits are future soccer fields etc, future improvements.

The re-submittal should address all of the above items. Submit the revised Development Plan, 2 copies of the drainage report, and floodplain use permit application package with four copies of the exhibit as described in comment 2.
