19. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
20. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the D/W, if applicable.
21. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice. Edit note to include any other site drainage under pedestrian paths.
22. Add note: "Depress all landscaped areas 6" maximum for water harvesting". Include depressed curb opening to allow water in to landscaped areas.
23. A Stormwater pollution prevention plan is required with the grading submittal. Contact Paul P. Machado at 791-5550 x1193 for additional information.
24. "A separate grading permit and Stormwater Pollution Prevention Plans (SWPPP's) will be required for this project. Submit 4 sets of grading and SWPPP's with text, upon completion and submittal of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans".
25. The proposed temporary cul-de-sac is encroaching onto private property to the east. An agreement or easement will need to generated from the rightful owner in order to be able to use this land for the cul-de-sac. Provide documentation upon the next submittal.

Drainage Report:
1. Please include a response letter to the comments along with the corrected copies of the DR.
2. This review was performed for Tentative Plat purposes only. Final review and acceptance will be at the grading plan stage.
3. Although it is stated in the DR that surrounding improvements will significantly reduce the amount of off-site water affecting the site, it will not be completely eliminated. All sites must accept and discharge at the historic points. Revise retention calculations in the DR.
4. If applicable, add the basin(s) maintenance responsibility note and checklist per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DR.

13) Locate plants within the retention basin per LUC 3.7.4.3.

14) Grading, hydrology, and landscape structural plans are to be integrated to make maximum use of site storm water runoff for supplemental on-site irrigation purposes. The landscape plan shall indicate use of all runoff, from individual catch basins around single trees to basins accepting flow from an entire vehicular use area or roof area. LUC 3.7.4.3.B

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is 12/06/07.

2. DS 2-05.2.1.K Provide the annexation case # C9-84-84 and the subdivision case number # C12-95-03 near the lower right corner, next to the title block on all sheets.

3. DS 2-05.2.2.B.2 This project has been assigned the case number D06-0055. List the case number in the lower right corner next to the title block of all plan sheets including the Landscape and NPPO sheets.

4. DS 2-05.2.2.B.3 The proposed use listed in the general notes should read as follows: Educational Use: Instructional School "34".

5. DS 2-05.2.2.B.10 Add a note stating that this project is designed to meet the following overlay zone(s) criteria: Sec. 2.8.5 Airport Environs Zone (AEZ).

Clearly indicate on the site plan that this project is within the ADC-3 and the NCD-65 portions of the AEZ overlay zone. See following comments regarding requirements for ADC-3.

Add a note in the general notes indicating that this proposed structure will be constructed with sound attenuation, to reduce the interior noise level to an Ldn of 45 or less. See LUC Sec. 2.8.5.6.A.1

Provide, as part of this submittal, a floor plan of the proposed structure with dimensions for each room. LUC Sec. 2.8.5.8.C.1.e requires any meeting space and function areas where people gather in excess of 5000 square feet in area must be located underground.

6. DS 2-05.2.3.B If applicable, All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated.

7. DS 2-05.2.4.B Please clarify the surrounding zoning classifications. Enlarge type and possibly use a different font to clarify the zoning is I-1 not 1-1.

8. DS 2-05.2.4.D.3 Provide a detail of the backup spurs clearly indicating the required 3' curb radius and the 3'clear area behind the backup spur as per DS 3-05 Figure 2.

DS 3-05.2.3.C.1 The vehicular use area (paved area) must be provided with curbing or post barricades to prevent vehicles from driving on to unimproved portions of the site. Missing along the east and south portions of the vehicular use area. The opening in the curbing near the loading zone must be provided with post barricades (provide on site plan with dimensions between posts)

9. DS 2-05.2.4.K See DS 2-08 for required pedestrian circulation criteria.

DS 2-08.4.1.A At least one (1) sidewalk will be provided to a project from each street on which the project has frontage. Provide a sidewalk from Rita Commerce Dr. and Distribution Way with cross walks and handicap ramps where required.

DS 2-08.4.1.B A sidewalk (minimum 4' in width) will be provided adjacent and parallel to any PAAL where buildings are located. The sidewalk along the east side of the building is required to extend to the southeast corner of the building. Per DS 3-05.2.2.B.1 a 5' pedestrian refuge area must be maintained between any enclosed structure and a PAAL.

10. DS 2-05.2.4.N Provide dimensions for the footprint of the building on page C-1.

11. DS 2-05.2.4.P Provide on the plan and in the calculations the number of required and provided handicap parking spaces. The number of required handicap parking spaces required when 56 parking spaces are provided per the IBC Sec. 1106.1 is a total of three (3) not two (2) as indicated on the plan. The number of van accessible handicap parking spaces required is one (1) for every six or fraction of six accessible parking spaces. See IBC Sec. 1106.5. Revise plan and calculations.

12. DS 2-05.2.4.Q The number of required bicycle parking spaces indicated is not correct. Per LUC Sec.3.3.4 Civic Use Group for Instructional Schools 8% of the provided number of parking spaces with 10% being class 1 and 90% being class 2 are required.

The bicycle racks indicated on details 13 and 17 of Sheet C-3 do not meet the requirements of DS 2-09. See DS 2-09.2.2 for class 1 requirements and DS 2-09.2.3 for class 2 requirements.

See DS 2-09.4 for location requirements for class 1 and class 2 bicycle parking spaces. Note: Class 2 bicycle parking spaces must be located within 50' of the main entrance and along other sides of the building which have entrances.

See DS 2-09.5 for bicycle parking layout and security measures. Provide a detail clearly indicating the required clearances, parking area delineation, aisle widths, covering for class 1 parking spaces, surface materials

13. If applicable provide location and type of postal service to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities and landscaping.

14. If applicable, provide location and type of site lighting.

15. If applicable provide location, type, height and size of existing or proposed signage including billboards.

The proposed sewer collection lines to serve the above-referenced development have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ), and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

1. ALL SHEETS. Add the project number, D06-055 to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers.

2. Provide a letter from PCWMD Development Services, written within the past 90 days, stating that the reatment and conveyance system capacity for this project is available. A capacity request form may be found at http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf

3. SHEET 1 & 2. Show the size of the existing public sewer line located in Distribution Way, and its Pima County sewer plan number.

4. SHEET 1 & 2. Show the six digit Pima County manhole numbers for the existing public manholes located in Distribution Way upstream and downstream from the point of connection of the new BCS to this sewer line, with their rim and invert elevations.

5. SHEET 1 & 2. Label the new BCS, and show its size, length and slope.

6. SHEET 1 & 2. Show the rim and invert elevation of the cleanout and the invert elevation of the BCS where it connects the existing public sewer.

7. SHEET 1 & 2. Make the symbols of the cleanout and manholes on the sewer lines the same as those shown in the LEGEND.

8. Several General Notes for wastewater are required in a Development Plan. Please make yourself familiar with them and show these notes on the front page.

The next submittal of this project will be the 2nd submittal. A check for the review fee of this submittal in the amount of $100.00 made out to PIMA COUNTY TREASURER must accompany the revised set of bluelines and the response letter.
