Development Plan:

1. Please include a response letter to the comments along with the corrected copies of the DP.
2. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207.
3. This project is designated to be in a City of Tucson special flood hazard area. Revisions may be necessary to the site plan per the DR.
4. Contact the City of Tucson Transportation Dept. and coordinate with them for the proposed improvements along Broadway Blvd. Provide a sidewalk from the improvement plans to the building on the southside.
5. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10.
6. Please list estimated cut & fill quantities per D.S. 2-02.2.1.17.
7. Please show dimensioned right-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way per D.S. 2-02.2.1.19.
8. Add the basin(s) maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the TP/DP.
9. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21. Show the future R/W width.
10. Show Development plan number (D06-0053) on all sheets per D.S. 2-02.2.1.29.
11. Show refuse container location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32 and D.S. 6-01.0. It appears the plan view shows a one-container enclosure, yet the detail of the enclosure shows it having 2 containers. Also check with John Clark at Environmental Services for the correct length needed for a two-container enclosure. Revise as required.
12. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
13. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice.
14. "A grading permit and Stormwater Pollution Prevention Plans (SWPPP's) will be required for this project. Submit 3 sets of grading and SWPPP's with text; upon completion and submittal of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans".

Drainage Report:
1. The DR was reviewed and found to adequate for Development plan purposes only. Final review and acceptance will be done at the grading plan stage.
2. This project is designated to be in a City of Tucson special flood hazard area. Revise the DR to reflect the requirements accordingly.
3. Provide a detail of the retention basin in the DR.

We have calculated the proposed border along Broadway Boulevard at approximately 630 sq. ft., although at least 970 sq. ft. is required. Revise both borders as/if necessary.

The following issues often affect coverage calculations

A) The use of vegetation to satisfy the screen requirement is allowed only to provide for alternative treatment and is not in any way meant to imply that the vegetative screen can also be used to meet the landscape requirement. Screening plants are not calculated as part of the 50% vegetative groundcover requirement.

B) Maximum Width. In situations where the street landscape border is wider than the minimum ten (10) foot requirement, the landscape border width needs to be determined for the purposes of calculating the fifty (50) percent vegetative coverage requirement.

C) The values used for individual plants may be too high. The review is based on mature sizes of plants as published online in the University of Arizona Pima County Cooperative Extension Arid Plant List.

26. Please provide a plan view detail of the proposed class 2 bicycle parking spaces. Single rack spaces placed in a row will allow a minimum of seventy -two (72) inch length per bicycle parking space and a minimum of thirty (30) inches between outer spaces of racks. A five (5) foot wide access aisle measured from the front or rear of the seventy-two (72) inch long parking space will be provided beside each row. Lighting will be provided such that all facilities are thoroughly illuminated and visible from adjacent sidewalks, parking lots, or buildings, during working hours. The surface of the facility can be surfaced the same as for motor vehicle parking or with a minimum of one (1) inch thickness of one-fourth (1/4) inch aggregate material.

The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


This project will be tributary to the Ina Road Water Pollution Control Facility via the Tanque Verde Interceptor. Per written guidance provided by the PCWMD Development Services Section, sufficient conveyance and treatment capacity exists in the downstream public sewerage system for this small project, and a formal capacity response letter from the PCWMD will not be required.

All Sheets: Add the development plan case number, D06-0053, to the title block of each sheet. This number should be shown larger or bolder than any cross reference numbers. No wastewater review fees will be charged for sheets where this is the only required revision.

Sheet 2: Revise General Note #16, so that it states:

THIS PROJECT WILL HAVE ZERO EXISTING AND 60 PROPOSED WASTEWATER FIXTURE UNIT EQUIVALENTS PER TABLE 13.20.045(E)(1) IN PIMA COUNTY CODE 13.20.045(E).

Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the development plan. The required revision(s) may be shown on the Mylars.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.
