COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Elevations provided indicate the height of the building to the top of ridge as twenty (20) feet. Please add the building wall height as provided in your response (19.5 feet) to the elevation drawings to confirm setback requirements. Wall height for setbacks and building height are measured differently (LUC Sec. 3.2.6.3 and Sec. 3.2.7.2.A). The height that is provided within the building footprint should reflect the actual building height.

2. Indicate in the parking calculations and general note 21 the bicycle parking provided is all Class 2

3. The type of rack proposed does not provide two-point support for bicycles. Please review DS 2-09.8.0 Figure 2 - 7 for acceptable and unacceptable rack designs, Figure 8 for rack location, and Figure 9 for dimensional requirements. Please provide a dimensioned plan view detail for class 2 bicycle parking spaces. The bicycle parking area will be separated from vehicular parking and drive areas by a barrier or sufficient distance to prevent damage to the bicycles (DS 2-09.4.3). Multiple rack bicycle parking require a minimum thirty (30) inches between outer spaces of posts or racks (DS 2-09.5.1.A) and provide a five (5) foot access aisle measured from the front or rear of the spaces. Once changes are provided and reviewed further comments may result.

4. Please add note to plan stating how mail delivery will be conducted as provided in response letter.

5. The proposed location of the monument sign is within the sight visibility triangle (SVT) for Broadway. Lines of sight cannot be obscured between thirty (30) inches and six (6) feet. The proposed sign is to be relocated outside of the SVT.

6. As indicated by the Engineering maneuvering ability into and out of the proposed off-street loading space must be demonstrated since an escape lane (12 foot wide PAAL with 15 foot clearance) has not been provided along the east side of the property. The loading space shall be designed so that delivery vehicles can be maneuvered in and out of the loading space. The size of the maneuvering area shall be based on national standards for turning radii required of the vehicles for which the loading space is designed. The access route shall also have an overhead clearance of fifteen (15) feet.

7. All changes, modifications, and/or corrections must be made on all applicable plans including the development plan, landscape plan, and NPPO. Once changes, modifications, and/or corrections are made and reviewed further comments may result.

The Pima County Department of Environmental Quality and the Wastewater Management Department hereby approve the above referenced submittal of the Development Plan as received by us on January 18, 2007.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality Department.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating, or engaging in any activity which may cause or contribute to air pollution.

SUBJECT: Engineering review of the Development Plan. The activity number is D06-0052.

SUMMARY: The Washington Federal Savings Development Plan and Drainage Report were received by Engineering on January 22nd, 2007. Engineering has reviewed the received items and does not recommend approval of the Development Plan or the Drainage Report.

RESUBMITTAL REQUIRED: DEVELOPMENT PLAN, DRAINAGE REPORT

GENERAL COMMENTS

1. The Drainage Report was reviewed for Development Plan purposes only.

2. A Grading Plan and Permit will be required.

3. Proposed fills in excess of two feet above existing grade at any location in the outer one hundred feet of the developing site adjacent to residentially zoned property require the procedure outlined in Development Standards 11-01.8.1. This process must be complete prior to Grading Plan approval.

4. A floodplain use permit will be required.

The next submittal must address the following items:

DEVELOPMENT PLAN

1. Indicate the cut and fill quantities to be in "cubic" yards. DS 2-02.2.1.A.17.

2. The floodplain limits extend into the parcel which will require a floodplain use permit for the work within that area. Per DS 2-05.2.2.C.2 the development plan is required to provide the following note "This project is affected by the City of Tucson Floodplain Regulations and a floodplain use permit will be required." Revise plan as necessary.

3. The 2' of ROW that is to be dedicated in effort to meet Rezoning Condition number 2 must be recorded prior to approval of this review. Provide the docket and page of the recordation and remove the verbiage, "by separate instrument."

This office acknowledges that prior to approval the recordation data will be provided. However until the recordation information is provided on the plan, this comment will apply.

4. Provide a label for the 44' pavement dimension for the ½ ROW of Broadway Blvd, i.e., "44' pavement width."

5. Be aware the Department of Transportation prefers the entire 6' sidewalk to be new. If 2' is added to the 4' of sidewalk, the integrity of the concrete is minimized. Indicate on the development plan the entire 6' sidewalk will be new (proposed)

The above comment is from the first review and has not been adequately addressed. On the plan view the label for the 6' sidewalk reads, "Widen sidewalk to 6' new." This label implies that two feet of concrete will be added to the existing four foot sidewalk. Revise the label to read, "New 6' sidewalk."

6. Demonstrate how the vehicle (truck) utilizing the loading space is going to maneuver out of the project? It appears the vehicle can access to the loading space but can not maneuver out of the space. Demonstrate on the plan view vehicle maneuverability to and from the loading space. DS 2-05.2.4.O.

The above comment is from the first review and has not been addressed. The response to the comment was in reference to a solid waste vehicle and the location has John Clark's approval. The loading space does not accommodate solid waste vehicles, consequently John Clarks approval is not relevant is this case. Vehicular maneuverability for the loading space does not meet the minimum standard from the American Association of State Highway and Transportation Officials. Provide the inside and outside radius of a single unit truck accessing the loading space on the plan view. For a 30' single unit truck the American Association of State Highway and Transportation Officials require a 28' inside radius and a 42' outside radius. Revise the plan as requested.

7. There is not enough spot elevations to support 5' curb openings every 20' to promote water harvest. Water harvesting can be accomplished with 4" to 6" curb openings to allow parking lot surface water to enter the landscape areas. To provide a curb opening every 20' is excessive, especially when finish grades have not been provided to support the proposal. It is recommended to significantly decrease the size of the curb openings and decrease the amount provided. Revise appropriately.
