Tucson Electric Power Company has reviewed and approved the development plan submitted November 2, 2006. It appears that there are no conflicts with the existing facilities within the boundaries of this proposed development. TEP will need a full set of approved site, electrical load, paving off-site improvements and irrigation plans.

Enclosed is a copy of a TEP facilities map showing the approximate location of the existing facilities. Any relocation costs will be billable to the customer.

In order to apply for electric service, call the New Construction Department at (520) 918-8300. Submit a final set of plans including approved site, offsite and electrical load plans. Include a CD with the AutoCAD version of the plans. If easements are required, they will be secured by separate instrument. Your final plans should be sent to:

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is 11/29/07.

2. DS 2-05.2.1.D The location map provided on the cover sheet / attachment "A" is not legible. Clearly indicate the location of the proposed property. Provide the scale of the location map, required minimum 3"= 1 mile.

3. DS 2-05.2.2.B.2 This project has been assigned the case number D06-0051. List the case number in the lower right corner next to the title block of all plan sheets including the Landscape and NPPO sheets.

Provide the rezoning case number (C9-06-13) in the lower right corner next to the title block of all sheets of the revised Development Plans.

The rezoning conditions listed on sheet DP0.0 are not complete. Rezoning condition #16 is missing. Provide.

5. DS 2-05.2.4.A Provide on the development plan bearings and distances of all lot lines.

6. DS 2-05.2.4.B All existing and proposed zoning classifications on and adjacent to the project shall be indicated on the drawing.

7. DS 2-05.2.4.K The pedestrian circulation path for this site cannot be located along the bay door entrances on the north side of the building.

A 5' pedestrian refuge with a minimum 4' sidewalk is required between a PAAL and a building. Missing along the east side of the proposed building. See DS 2-08.4.1.B

A minimum 4' sidewalk is required along the south side of the proposed building. Between a PAAL with parking spaces located along a building. See DS 2-08.4.1.C

The sidewalk located between the loading zone and the building does not appear to meet the minimum requirement of 4' width. Revise.

A handicap ramp is required at the northeast corner of the building.

Access ramps at crosswalks connecting to sidewalks must be provided. In addition Truncated Dome (early warning systems) must be added to all access ramps where transitioning from the pedestrian area to the vehicular use area or at HC access aisles transitioning to the sidewalk area.

For clarification remove the indicated curb from behind the handicap parking spaces located north of the proposed building.

8. DS 2-05.2.4.N Provide on the plan the dimensions of the foot print of the proposed building.

9. DS 2-05.2.4.Q Show, on the drawing, off-street bicycle parking locations, including materials for lighting and paving, type of security, dimensions, specific type of rack and the number of bicycles it supports, and the location and type of directional signage. When adjacent to pedestrian paths, indicate the width of clearance available for the pedestrian area. For specifics, refer to Development Standard 2-09.0. Provide, as a note, calculations on the number of bicycle spaces required and the number provided.

The number of required bicycle parking spaces will be based on the General Merchandise Shopping Center ( LUC Sec. 3.3.5.6). 4983 sq. ft / 200 = 24.92 = 25 parking spaces 8% of required parking spaces = 2 bicycle parking spaces required , 50% Class one and 50% class two. Required 1 class one and 1 class two bicycle parking spaces.

As a reminder the class two bicycle parking spaces must be located within 50' of the main entrance. The class one bicycle parking space must be in close proximity to the building. See DS 2-09.4

10. DS 2-05.2.4.W If applicable, provide the locations and types of proposed signage.

11. If applicable, provide location and type of all outdoor pole and building lighting. See rezoning condition #13. Provide details.

12. Some of the key notes indicated on sheet DP1.1 are incorrect.

Provide a drainage statement that addresses the proposed revisions and their impact on the approved drainage scheme.

Development Plan:

1. The 2-sheet Development Plan does not comply with the requirements of Development Standard (D.S.) 2-05. The plan lacks most of the required information and notes. Refer to D.S. 2-05 for additional information. If the approved Tentative Plat/Development Plan is intended to be part of this Development Plan submittal, renumber all the relevant sheets to reflect one plan that includes all the required information.
2. Complete the new D (yr)-______ subdivision case number as required by D.S. 2-05.2.2.B.2.
3. Provide a legend, which shows and describes all symbols used on the drawing is to be placed on the plan, preferably on the first sheet (D.S. 2-05.2.1.J.)
4. Verify compliance with Rezoning Conditions 3-7.

Landscape Plan:

Add a note that requires depressing landscaped areas a maximum of 6" for water harvesting

The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


This project will be tributary to both the Ina Road Water Pollution Control Facility and the Roger Road Wastewater Treatment Facility via the Pantano Interceptor. Treatment and conveyance capacity was allocated for this project by the Sewer Service Agreement prepared under case number D04-0036, for Old Spanish Trail Marketplace. A formal capacity response letter will not be required.

This two page development plan submittal is significantly deficient. Refer to Pima County Development Services “Development Plan Review, Checklist Requirements” section J. WASTEWATER, for submittal requirements. The checklist is available at;

All Sheets: Add the development plan case number, D06-0051, to the title block of each sheet. This number should be shown larger or bolder than any cross reference numbers. No wastewater review fees will be charged for sheets where this is the only required revision.

All Sheets: Add the subdivision cross-reference case number, S05-121, near the title block of each sheet. This number should be shown smaller or less bold than the development plan case numbers.

All Sheets: This development is proposed on one lot of a recently platted subdivision. Correct the Title block.


Sheet DP0.0: Revise the General Notes block so that it includes all required notes. Due to recent changes to Pima County Code 13.20, SANITARY SEWER CONSTRUCTION, CONNECTION AND FEES, the PCDSD checklist document items J.1.r. and J.2.b. are now obsolete. Further corrections to your plans may be avoided if the Required General Note, item J.2.b.1, is modified in the General Notes heading so that it now states;

THIS PROJECT WILL HAVE ______ EXISTING AND______ PROPOSED WASTEWATER FIXTURE UNIT EQUIVALENTS PER TABLE 13.20.045(E)(1) IN PIMA COUNTY CODE 13.20.045(E).

And you will fill in the blanks with the appropriate values.

Sheet DP1.1: Revise the site plan so that it shows all public sewer elements (sewer mains and manholes), that are located on this project or are less than 100’ from this project, identified with the wastewater improvement plan and manhole IMS numbers. The improvement plan and IMS numbers may be found at the PCWMD Maps and Records Section office (5th floor), or on PCWMD and PCDOT MapGuide internet websites.

Sheet DP1.1: Revise the site plan so that the public sewer easement is shown with the appropriate recording information.

Sheet DP1.1: Revise the plan to show the proposed BCS connection from the building to the existing sewer.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.
