RESUBMITTAL REQUIRED: Development Plan and Drainage Statement.

The Development Plan (DP) and Drainage Statement (DS) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Development Plan:

1. Please include a response letter to the comments along with the corrected copies of the DP.
2. Please list estimated cut & fill quantities. The DP is a Site plan with a re-zoning history. The c/f quantities will be checked against the grading plan for consistency. The c/f quantities an estimate only. Revise as required.
3. Show refuse container location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32 and D.S. 6-01.0. The approach to the refuse enclosure still does not meet standards. Perhaps a meeting to discuss it's location is necessary. Contact Paul Machado for an appt.
4. Show drainage protection at the discharge point of the P.A.A.L. area. Call out and dimension the rip-rap used for protection. Details of all drainage structures are required on the DP.
5. Per the DR by Ryan engineers, the gunite channel at the North property line is 0.5' thick. The proposed "weir/cut" of 0.375' into the exist. gunite channel will only leave 0.125' thick of concrete w/o steel reinforcement. The proposed "weir/cut" must be re-built into the exist. gunite with a thickness of 0.5' min. Details of all drainage structures are required on the DP.

COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Within the location map please label the S.P.R.R. line and the drainageway.

2. Uses that are indicated on the development plan must meet minimum motor vehicle and bicycle parking, off-street loading, and AEZ criteria. From the list of proposed uses and parking calculations, please remove the following uses: Communication and Trade Service and Repair Major. These uses will require additional parking and/or special requirements to be done to the site which currently cannot be met as drawn.

3. Please make sure that surrounding zoning is readable. Current font/style does not reproduce well and cannot be read.

4. Please provide a minimum distance of five (5) feet for a pedestrian refuge area between the building and PAAL. Within this refuge area a four (4) foot wide sidewalk must be provided and be physically separated with curbing. (DS 3-05.2.2.B.1) This is required along the northeast side of the building south of the loading space.

5. The sidewalk located along the northeast property line linking to the bicycle parking and portions abutting the PAAL along the north pedestrian path from the building along the fencing that is not considered a crosswalk, must be a four (4) foot wide concrete sidewalk and be physically separated from the vehicular travel lane by means of curbing, grade separation, barriers, railings, or other means.

6. Please revise the handicap parking detail C/3. For every six accessible spaces provided at least one shall be van accessible. The aisle is to increase to eight (8) feet per TDOT requirements for van accessible spaces for a total of sixteen (16) feet for both parking space and access aisle.

7. Signage for accessible parking is to be posted at seven (7) feet from the curb to the bottom of the sign per TDOT requirements. Please revise detail B/3

8. Please add the off-street loading requirements per Table 3 (LUC 3.4.5.3), one (1) space required for GFA between 1,500-10,000 sq. ft. to show that this requirement is being met.

9. Per DS 2-09.4.1 Class 2 bicycle parking facilities will be located no more than fifty (50) feet from the main building entrance(s). The current location is at fifty-five (55) feet from the proposed building. Please revise location.

10. It is suggested that Class 1 bicycle parking be removed from the development plan. Any use providing less than fifty (50) motor vehicle parking spaces may substitute Class 2 spaces for Class 1 spaces.
